  • Drug related crime: Cllr Charlie Kingsbury would follow up the multi-agency meeting that was held 14.9.2020
  • Allotment car park signage: ‘Private Parking’ signage was in place.
  • 62. Thank-you banner: has been ordered.
  • Ridan composter: the corner of the allotment car park has been cleared for the composter.
  • Hospice at Home to be invited to the next meeting

Anfonwyd gohebiaeth at yr Esgob, adran ystadau’r Eglwys ac at y gwerthwr tai i gefnogi penderfyniad y Cyngor i brynu’r eglwys a’r adeilad, ond ni dderbyniwyd unrhyw wybodaeth am benderfyniad hyd yma.

 

Roedd Elin Jones AS a Ben Lake AS wedi ysgrifennu llythyrau cefnogaeth. Dylid defnyddio arbenigedd cysylltiadau allweddol eraill hefyd.

 

Matters arising from the minutes

 

Correspondence had been sent to the Bishop, the Church’s estates department and to the estate agent in support of the Council’s decision to buy the church and premises, but no information on a decision had been received to date.

 

Elin Jones MS and Ben Lake MP had written letters of support. The expertise of other key contacts should also be utilised.

Parc Ffordd y Gogledd

  1. Clawdd: PENDERFYNWYD i dynnu rhywfaint o'r gwrych er mwyn gwella gwelededd ond gan adael tri llwyn escallonia

 

  1. Ymddygiad gwrth gymdeithasol: roedd grŵp mawr o bobl ifanc wedi bod yn yfed a fandaleiddio'r parc yn rheolaidd dros yr wythnosau diwethaf. Roedd y preswylwyr yn siomedig gydag ymateb yr heddlu. Nodwyd y diffyg gwasanaethau yn seiliedig ar ymatal, a bod y grŵp amlasiantaethol yn edrych ar droseddau yn ymwneud â chyffuriau eisoes yn edrych ar atebion ar y cyd. Byddai cyfraniad a blaenoriaethau posibl y Cyngor yn eitem ar yr agenda yn y cyfarfod nesaf. Byddai CCTV y Clwb Bowlio yn gymorth i adnabod fandaliaid.
  2. Dodrefn: roedd y dodrefn wedi cael eu cymryd o’r parc oherwydd fandaliaeth ac i sicrhau diogelwch y cyhoedd
  3. Baw cŵn: Roedd arwyddion ‘Rhaid cadw pob ci ar dennyn’ wedi cael eu rhoi mewn lle yn ogystal â bin newydd.

North Road Park

  1. Hedge: It was RESOLVED to remove some of the hedge in order to improve visibility but leaving three escallonia bushes.

 

  1. Anti-social behaviour: a large group of youths had regularly been drinking and vandalising the park over the past few weeks. Residents were disappointed with the police response. The lack of abstinence based services was noted, and that the multi-agency group looking at drug related crime was already exploring joint solutions. The Council’s possible contribution and priorities would be an agenda item at the next meeting. The Bowling Club CCTV would be useful in identifying vandals.
  2. Furniture: the furniture had been removed from the parc due to vandalism and to ensure public safety.
  3. Dog fouling: All dogs must be kept on leads’ signage had been put in place as well as an additional bin.

  • Gweithgor Ffoaduriaid: gohiriwyd tan fis Mawrth 2021 pan obeithir dod â mwy o ffoaduriaid i mewn. Ar hyn o bryd mae wyth yn Aberystwyth a dau yn Llanbedr Pont Steffan. Cysylltir â theuluoedd yn wythnosol ac mae dau wedi cael gwaith cyflogedig. Mae prinder tai tair gwely i'w rhentu i ddiwallu eu hanghenion.
  • Covid19: nid oes penderfyniad wedi'i wneud eto ar y parthau diogel ond dangosodd yr arolwg fod y parthau yn cael eu cefnogi. Bydd arolwg mwy cynhwysfawr yn cael ei gynnal.

  • Scrutiny Committees were now meeting
  • Mid Wales Collaborative Board remote meeting 28.9.2020 - open to the public subject to registration

 

 

Cllr Alun Williams

  • Refugee Working Group: on hold until March 2021 when it is hoped to bring in more refugees. Currently there are eight in Aberystwyth and two in Lampeter. Families are contacted weekly and two have paid work.

There is a shortage of rented three bed housing to meet their needs.

  • Covid19: no decision has been made yet on the safe zones but the survey showed that the zones are supported. A more comprehensive survey will be carried out.
  • Public Space Protection order: has been renewed for three years.

 

 

Cllr Endaf Edwards

  • Camper vans: also a problem elsewhere in the county so Ceredigion County Council are looking at a county wide solution.
  • Pont yr Odyn: closed for refurbishment (new non-slip surface)
  • Recycling Banks: have been removed from the Maes yr Afon car park due to fly-tipping and doorstep provision

Cefnogaeth ariannol i Ŵyl Crime Cymru

 

Oherwydd gwerth potensial yr ŵyl i'r dref, PENDERFYNWYD darparu £5000 ar gyfer 2020-21 a £5000 ar gyfer 2021-22

Funding support for the Crime Cymru Festival

 

Due to the potential value of the festival to the town, it was RESOLVED to provide £5000 for 2020-21 and £5000 for 2021-22

Gohiriwyd y drafodaeth i gyfarfod 28 Medi er mwyn caniatáu amser i gontractwyr ddarparu dyfynbris.

Allotment car park fence

PENDERFYNWYD gadw maes chwarae Plas Crug a'r Castell ar gau, gan nad yw’n ddiogel eu hailagor eto, ond byddai Penparcau yn cael ei agor cyn gynted ag y byddai'r arwyddion a'r glanweithdra yn eu lle a bod atgyweiriadau angenrheidiol yn cael eu gwneud. Byddai'r wybodaeth yn cael ei gylchredeg trwy e-bost

 

Contract arolygu a chynnal a chadw (eitem gontract gaeedig gaeedig): gwahoddwyd tri chwmni i ddarparu dyfynbris. Dim ond un contractwr lleol oedd wedi darparu dyfynbris hyd yma gydag un arall heb ddiddordeb. Fodd bynnag, roedd y trydydd cwmni wedi mynegi diddordeb felly PENDERFYNWYD y byddent yn cael wythnos arall i ddarparu dyfynbris ond oherwydd brys y sefyllfa a’r amgylchiadau eithriadol, byddai penderfyniad y Cyngor yn cael ei wneud trwy e-bost cyn pen 24 awr ar ôl derbyn yr ail ddyfynbris. Darparwyd gwybodaeth oddi wrth y contractiwr lleol yn y cyfarfod.

Playgrounds

 

Councillors RESOLVED to keep Plas Crug and the Castle playgrounds closed, as it was not yet safe to re-open them, but Penparcau would be opened as soon as the signage and sanitisation was in place and necessary repairs were carried out.  The information would be circulated by email

 

Inspection and maintenance contract (closed contractual item): three companies had been invited to provide a quote. Only one local contractor had provided a quote to date with another not interested. However, the third company had expressed an interest so it was RESOLVED that they would be given a further week to provide a quote but due to the urgency of the situation and the exceptional circumstances , the Council’s decision would be made by email within 24 hours of receiving the second quote. Information from the local contractor was provided at the meeting.
