Cyfeiriadau Personol

 

  • Roedd y digwyddiad cynnau goleuadau Nadolig yn llwyddiant mawr gyda thyrfa fawr. Diolchwyd i bawb a wirfoddolodd ac a helpodd i drefnu'r digwyddiad. Roedd Bardd y Dref Eurig Salisbury wedi ysgrifennu cerdd Gymraeg a Saesneg ar gyfer yr orymdaith lusernau.
  • Diolchwyd i'r staff am drefnu'r pedair coeden Nadolig metel newydd.
  • Estynnwyd croeso cynnes i Ivor, Cynorthwyydd Amgylcheddol newydd y Cyngor Tref. Derbyniwyd adborth cadarnhaol eisoes gan drigolion am ei waith.

Personal References

 

  • The Christmas lights switch-on event had been a huge success with a large crowd. Thanks were extended to all who volunteered and helped organise the event. Town Bard Eurig Salisbury had written a Welsh and an English poem for the lantern parade.
  • Thanks were extended to staff for organising the four new metal Christmas trees.
  • A warm welcome was extended to Ivor, the Town Council’s newly employed Environmental Assistant. Positive feedback had already been received form residents about his work.

  1. Adroddiad blynyddol drafft PACGA: Cafwyd diweddariad gan y Clerc dan Hyfforddiant, yn dilyn cyngor gan yr PACGA:

 

  • Roedd y taliad o £52 ar gyfer nwyddau traul swyddfa wedi'i eithrio rhag treth.
  • Roedd y taliad blynyddol o £156 yn gyfraniad tuag at gostau gweithio o gartref, felly nid oedd yn drethadwy. Fodd bynnag, byddai angen i gynghorwyr ddarparu cadarnhad ysgrifenedig o drefniadau gweithio o gartref er mwyn i'r taliad fod yn ddi-dreth. Byddai'r ddogfennaeth yn cael ei llunio ar gyfer y flwyddyn nesaf.
  • Byddai'r taliadau gorfodol uchod yn awr yn cael eu gwneud ar ddiwedd pob blwyddyn ariannol, gan ddileu'r angen am bolisi i adennill taliadau oddi wrth gynghorwyr.
  • Roedd taliadau uwch i gyd yn drethadwy a byddent yn cael eu talu ar ddechrau'r flwyddyn ariannol. Byddai cyngor yn cael ei geisio ar statws treth taliadau uwch.

Matters arising from the minutes:

 

  1. IRPW draft annual report: An update was provided by the Trainee Clerk, following advice from the IRPW:

 

  • The £52 payment for office consumables was tax exempt.
  • The £156 annual payment was a contribution towards working from home costs, therefore not taxable. However, councillors would need to provide written confirmation of working from home arrangements for the payment to be tax-free. The documentation would be drawn up for next year.
  • The above mandatory payments would now be made at the end of each financial year, eliminating the need for a policy to recover payments from councillors.
  • Senior payments were all taxable and would be paid at the start of the financial year. Advice would be sought on the tax status of senior payments.

Trafodwyd y cais hwn eto gan fod asesiad o'r effaith ar dreftadaeth wedi'i ddarparu ers y drafodaeth wreiddiol. Fodd bynnag, credwyd nad oedd y ddogfen hon yn ychwanegu digon o fanylion ac mae safbwynt y Cyngor yn aros yr un fath; nid oes unrhyw arwydd o ba mor debygol yw'r slab o fethu.

This application was discussed again as a heritage impact assessment had been made available since the original discussion. However, it was thought that this document did not add enough detail and the Council’s position remains the same; there is no indication of how likely the slab is to fail.

 

The Council cannot respond due to lack of information; it is unclear whether it is absolutely necessary to replace the slab.

Marchnad ffermwyr: opsiynau rheoli

 

Roedd Cyngor Sir Ceredigion wedi paratoi papur gyda thri opsiwn rheoli. Mae'n debyg y byddai eu penderfyniad yn cael ei wneud ym mis Ionawr ar ôl ymgynghori â masnachwyr. Roedd Opsiwn 3 yn ymwneud â mabwysiadu'r farchnad gan y Cyngor Tref (ond yn cael ei chynnal yn ardal yr Hen Dref) a PHENDERFYNWYD cymryd cyfrifoldeb am y farchnad pe bai angen.

Farmers market: management options

 

Ceredigion County Council had prepared a paper with three management options. Their decision would likely be made in January following consultation with traders. Option 3 involved adoption of the market by the Town Council (but held in the Old Town area) and it was RESOLVED to take on responsibility for the market if necessary.

Tynnwyd y cynnig yn ôl, gan fod Cyngor Sir Ceredigion wedi penderfynu peidio â chyflwyno taliadau.

Motion: Promenade parking (Cllr. Dylan Lewis-Rowlands)

 

The motion was withdrawn, as Ceredigion County Council had decided against introducing charges.

Cynnig: NFLA a ‘Mayors for Peace’ (Cyng. Dylan Lewis-Rowlands)

 

PENDERFYNWYD cymeradwyo'r cynnig ac i Gyngor Tref Aberystwyth ddod yn aelod o'r Awdurdodau Lleol Di-Niwclear a'r rhwydwaith Meiri dros Heddwch. Y Clerc i gael pwerau dirprwyedig i dalu ffi aelodaeth o hyd at £50.

Motion: NFLA & ‘Mayors for Peace’ (Cllr. Dylan Lewis-Rowlands)

 

It was RESOLVED to approve the motion and for Aberystwyth Town Council to become a member of the Nuclear Free Local Authorities and the Mayors for Peace networks. The Clerk to be given delegated powers to pay a membership fee of up to £50.

It was RESOLVED to approve the motion and write to PM Rishi Sunak, President Joe Biden, Sir Keir Stamer, First Minister Mark Drakeford and Antonio Guterres, General Secretary of the UN supporting an immediate ceasefire in Gaza.

Comisiynydd Heddlu a Throseddu: roedd cyfarfod ymgysylltu â’r Comisiynydd i’w gynnal am 3pm ddydd Mercher 6 Rhagfyr, yn swyddfeydd y Cyngor Tref.

Police & Crime Commissioner: an engagement meeting with the Commissioner was to be held at 3pm on Wednesday 6 December, at the Town Council offices.

Prosiect Cymru - Llydaw: roedd digwyddiad i’w gynnal ar 21 Mehefin 2024 yn y Llyfrgell Genedlaethol, i drafod y prosiect a chysylltiadau hanesyddol rhwng Cymru a Llydaw.

Wales - Brittany Project: an event was to be held on 21 June 2024 at the National Library, to discuss the project and historical connections between Wales and Brittany.
