  • Diolchwyd i weithwyr allweddol am eu gwaith. Cynigiodd y Cyng. Lucy Huws y dylai'r Cyngor gael baner yn dweud diolch yn holl ieithoedd staff Bronglais a chartrefi gofal. Byddai hyn yn cael ei drafod yn y cyfarfod nesaf ond yn y cyfamser dylid rhoi poster yn yr hysbysfwrdd.

Personal references

 

  • Keyworkers were thanked for their work. Cllr Lucy Huws proposed that the Council should have a banner saying thank you in all the languages of staff at Bronglais and in care homes. This would be discussed at the next meeting but in the meantime a poster should be placed in the notice board.

Materion yn codi o’r cofnodion

 

  1. Black Lives Matter: derbyniwyd e-bost gan Gyngor Tref Aberteifi yn diolch i Gyngor Aberystwyth am y llythyr o gefnogaeth a chopi o'r Datganiad. Byddent yn trafod cefnogaeth i'r ymgyrch yn eu cyfarfod nesaf.

 

  1. 1. Erthygl 4: Cafwyd ymateb pellach gan Adran Gynllunio Ceredigion yn egluro nad oedd y gwaith yn flaenoriaeth ar hyn o bryd. Roedd deiseb wedi ei chyflwyno i Ceredigion gan breswylwyr a chytunwyd y dylai llythyr fynd oddi wrth y Cyngor Tref pan oedd yn cael ei drafod gan y Cabinet.

 

  1. 1. St Winefride’s: Yn dilyn yr ymateb gan Ceredigion Planning, roedd y Cynghorydd Lucy Huws wedi drafftio llythyr at yr Esgobaeth. Byddai hwn yn cael ei gylchredeg i gynghorwyr i'w gymeradwyo

 

  1. 5. Materion yn ymwneud â Chyffuriau ym Mhenparcau: Roedd y Cyng. Charlie Kingsbury wedi gwahodd Comisiynydd yr Heddlu i gyfarfod â'r Cyngor Tref. Byddai partneriaid allweddol o Penparcau hefyd yn cael eu gwahodd.

Roedd lloches y Cyngor Tref a oedd wedi'i adeiladu o frics yn cael ei ddymchwel yn ystod y dyddiau nesaf. Roedd y diffibriliwr wedi'i symud i'r clwb chwaraeon cyfagos

Matters arising from the minutes

 

  1. Black Lives Matter: an email had been received from Aberteifi Town Council thanking

Aberystwyth Council for the letter of support and copy of the Declaration. They would be discussing support for the campaign at their next meeting.

 

  1. 1. Article 4: A further response had been received from Ceredigion Planning explaining that the work was not a priority at this time. A petition had been submitted to Ceredigion by residents and it was agreed that a letter should go from the Town Council when it was being discussed by Cabinet.

 

  1. 1. St Winefride’s: Following the response from Ceredigion Planning, Cllr Lucy Huws had drafted a letter to the Diocese. This would be circulated to councillors for approval

 

  1. 5. Drug Related issues Penparcau: Cllr Charlie Kingsbury had invited the Police Commissioner to a meeting with the Town Council. Key partners from Penparcau would also be invited.

The Town Council’s brick built shelter was being demolished in the next few days. The defibrillator had been relocated to the neighbouring sports club.

PENDERFYNWYD cymeradwyo fersiynau terfynol  Cylch Gorchwyl Cyllid a Rheolaeth Cyffredinol, a'r Cylch Gorchwyl newydd ar gyfer y Pwyllgor Rheolau Sefydlog a Pholisi.

 

Committee Terms of Reference

 

It was RESOLVED to approve the final versions of the Finance and General Management Terms of Reference,  and the new Terms of Reference for the Standing Orders and Policy Committee.

Blodau 2021

 

Roedd gwaredu blodau'r haf oherwydd Covid19 yn gyfle i adolygu ac archwilio strategaethau newydd. Dosbarthwyd enghreifftiau o fabwysiadu pyllau coed ar gyfer plannu lluosflwydd cyn y cyfarfod.

Flowers 2021

 

The disposal of the summer flowers because of Covid19 provided an opportunity for review and to explore new strategies. Examples of the adoption of tree pits for perennial planting had been circulated prior to the meeting.

 

It was RESOLVED that staff should develop the idea further and contact Ceredigion Council and the Trunk Road Agency.

Cynnig: Cyfyngu cyflymder Penparcau

PENDERFYNWYD cymeradwyo'r cynnig a ganlyn:

 

Mae'r cyngor hwn yn cefnogi'r angen i gyfyngu cyflymder y gefnffordd trwy ardal drefol Penparcau i 20mya ac am fesurau tawelu traffig. Mae hyn er mwyn hyrwyddo diogelwch ar y ffyrdd mewn ardal gyda dros 1000 o blant, er mwyn annog teithio cynaliadwy, a hefyd fel ffordd o hyrwyddo newid y gefnffordd A487 trwy Penparcau, Trefechan a chanol y dref i briffordd.

  • Gyda nodyn yn atgoffa bod lleihau cyflymder yn arbed bywydau: os cael eu taro am 40mya byddai 90% yn marw; 35mya byddai 55% yn marw; 30mya byddai 20% yn marw; 20mya byddai 5% yn marw
  • Yn gwahodd Ken Skates AS i gyfarfod safle.

 

Motion: Penparcau speed limit

It was RESOLVED to approve the following motion:

 

This council supports the need for the reduction of the trunk road speed limit through the urban area of Penparcau to 20mph, and for traffic calming measures. This is to promote road safety in an area with over 1000 children, to encourage sustainable travel, and also as a means of promoting the de-trunking of the A487 through Penparcau, Trefechan and the town centre.

It was also RESOLVED to write to Welsh Government:

  • Highlighting the government’s duties under the Wellbeing and Future Generations.
  • With a reminder that reducing speed saves lives: hit at 40mph 90% would die; 35mph 55% would die; 30mph 20% would die; 20mph 5% would die
  • Inviting Ken Skates MS to a site meeting.

Cymdeithas yr Iaith: cyfarfod zoom 7pm 16.7.2020 i edrych ar y Gymraeg yng Ngheredigion

Welsh Language Society: zoom meeting 7pm 16.7.2020 to look at the Welsh language in Ceredigion

Cais am grant Teithio Gweithredol: roedd y cais ar gyfer gwelliannau i'r droedffordd ar hyd y TRA44 ac ym Mhenweddig wedi bod yn llwyddiannus.

 

Byddai gwelliannau i ddiogelwch cerddwyr wrth y bont reilffordd tuag at Glan yr Afon yn eitem agenda yn y dyfodol.

Active Travel grant application: the application for improvements to the footway along the TRA44 and at Penweddig had been successful.

Improvements to pedestrian safety at the railway bridge towards Glan yr Afon would be a future agenda item.

Fandaliaeth rhandiroedd: roedd fandaliaeth i geir tenantiaid y rhandiroedd wedi sbarduno’r cais am arwyddion ‘parcio ceir preifat’ ac estyniad i’r ffens i atal fandaliaeth. Byddai hyn yn cael ei ymchwilio a chostau ffensio yn cael eu cyflwyno i'r cyfarfod nesaf

Allotment vandalism: vandalism to allotment tenant cars had triggered the request for ‘private car parking’ signage and an extension of the fence to deterr vandalism. This would be investigated and costs of fencing brought back to the next meeting

Ymgynghoriad LlC (Julie James MS) - ailadeiladu ar ôl Covid: cynghorwyr i roi cyhoeddusrwydd mor eang â phosib. Blaenoriaeth allweddol fyddai sicrhau niwtraliaeth carbon net.

WG consultation (Julie James MS) – rebuilding post Covid: councillors to publicise as widely as possible.  A key priority would be to achieve net carbon neutrality.
