Rhoddodd Huw Davies, Rheolwr Ymgysylltu â'r Cyfrifiad, drosolwg o weithgareddau ymgysylltu ac yn benodol y nod i ymgysylltu â grwpiau na fyddai o bosibl yn gallu cyrchu'r dechnoleg sydd ei hangen i ymateb ar-lein. Gofynnodd am gymorth y Cyngor i hysbysu'r gymuned. Byddai pob cartref yn derbyn cod unigryw a chanolfan gynghori yn cael ei sefydlu. Byddai rhif ffôn rhad ac am ddim i ofyn am holiaduron papur ar gael hefyd.

Census 2021

 

Huw Davies, Census Engagement Manager, provided an overview of engagement activities and in particular the aim to engage with groups who might not have access to the technology needed to respond online. He asked for Council’s help in informing the community. All households would receive a unique code and an advice centre set up. A freephone number to request paper questionnaires would also be available.

Councillors felt that more information was needed on this application in comparison to the previous application in 2019. The Council has concerns as much of the land and access road is on a flood plain

Review closure

It was RESOLVED to open Plas Crug during term time whilst there was no face to face teaching. The Castle would remain closed and Penparcau would remain open.

Roedd y Cyngor wedi llwyddo i gael grant LlC hyd at £2200 gan Gyngor Sir Ceredigion ar gyfer gwella maes chwarae Cae Bach, Plas Crug. Byddai ffordd / llwybr cul a lliwgar yn cael ei beintio ar y tarmac i alluogi mwy o opsiynau chwarae ac i fywiogi'r parc

Grant (Cae Bach)

The Council had been successful in getting a WG grant of up to £2200 from Ceredigion County Council for improvements to Cae Bach playground, Plas Crug.  A narrow and colourful roadway/path would be painted on the tarmac to enable more play options and to brighten the park.

It was RESOLVED to suspend Standing Orders to allow discussion of agenda items 210 to 216. All other items would be discussed at the next meeting.

North Road Park: Local Places for Nature Challenge Fund 2021-22

The Clerk, following a meeting with Ceredigion County Council, reported that there was a good possibility of getting a substantial capital grant to carry out the agreed improvement works in the park.  It was RESOLVED that she should continue to develop the bid

Cynigir fod y Cyngor yn defnyddio rhan o’r arian a glustnodwyd gan y Cyngor fel Cronfa Argyfwng Covid i brynu ‘hamper ‘ o fwyd / diod lleol a’u danfon i bob ward ac uned yn yr ysbyty fel rhan o werthfawrogiad Cyngor y Dref i waith diflino y staff. Deallir bod y staff yn flinedig a bod morale yn isel, a byddai gweithred bychan fel hon yn mynegi ein cefnogaeth, yn ogystal a dangos ein dealltwriaeth o aberth y rheng flaen dros y gymuned leol. 

 

Motion: Bronglais Ward hampers

It was RESOLVED to support the following motion:

It is proposed that the Council use some of the fund set aside as the Covid Emergency Fund, to buy hampers of locally produced food and drink, and deliver these to each ward at Bronglais Hospital as a token of the TC appreciation of the tireless work of frontline workers. It is understood that staff are exhausted and that morale is low, and this action, albeit a small gesture, would send a message of our support to them, and  understanding of their sacrifice for the local community.

Mae'r Cyngor yn cefnogi'r Mesur Hinsawdd ac Argyfwng Ecolegol (a gyhoeddir fel y ‘Mesur Hinsawdd ac Ecoleg’) a fydd yn mynd gerbron y Senedd ac yn ôl hyn y mae'n rhaid i'r Llywodraeth ddatblygu strategaeth frys sy'n:

  1. gwneud yn ofynnol i'r DU chwarae ei rôl deg a phriodol o ran lleihau allyriadau nwyon tŷ gwydr sy'n gyson â chyfyngu ar gynnydd yn y tymheredd byd-eang i 1.5°C uwchlaw tymereddau cyn-ddiwydiannol;
  2. sicrhau bod holl allyriadau defnydd y DU yn cael eu cyfrif;
  3. cynnwys allyriadau o awyrennau a llongau;
  4. diogelu ac adfer cynefinoedd bioamrywiol ar hyd cadwyni cyflenwi o dramor;
  5. adfer ac yn adfywio priddoedd, cynefinoedd bywyd gwyllt a phoblogaethau rhywogaethau'r DU i wladwriaethau iach a chadarn, gan fanteisio i'r eithaf ar eu gallu i amsugno CO2 a'u gwrthwynebiad i wresogi'r hinsawdd;
  6. sefydlu Cynulliad Dinasyddion annibynnol, sy'n cynrychioli poblogaeth y DU, i ymgysylltu â Senedd a Llywodraeth San Steffan a helpu i ddatblygu'r strategaeth frys.

 

Motion:  Climate & Ecology Emergency Bill

It was RESOLVED to support the following motion:

Council supports the Climate and Ecological Emergency Bill. (published as the ‘Climate and Ecology Bill’) that is going before Parliament and according to which the Government must develop an emergency strategy that:

  1. requires that the UK plays its fair and proper role in reducing greenhouse gas emissions consistent with limiting global temperature increase to 1.5 degrees C above pre-industrial temperatures;
  2. ensures that all the UK’s consumption emissions are accounted for;
  3. includes emissions from aviation and shipping;
  4. protects and restores biodiverse habitats along overseas supply chains;
  5. restores and regenerates the UK’s depleted soils, wildlife habitats and species populations to healthy and robust states, maximising their capacity to absorb CO2 and their resistance to climate heating;
  6. sets up an independent Citizens’ Assembly, representative of the UK’s population, to engage with Parliament and Government and help develop the emergency strategy.

Mae Cyngor Tref Aberystwyth eisiau cofrestru ei bryder dwfn a'i siom fod y sefyllfa ariannol yn Llyfrgell Genedlaethol Cymru yn bygwth swyddi 30 o weithwyr. Mae'r Llyfrgell Genedlaethol yn un o'n Sefydliadau pwysicaf ac mae'n chwarae rhan hanfodol wrth hyrwyddo a diogelu ein diwylliant, ein hanes a'n hiaith. Mae'n ennyn parch yn rhyngwladol ac mae ganddo enw da ar draws y byd.

Mae'n anochel y bydd y gostyngiadau hyn mewn staff yn cael effaith negyddol ar y gwasanaethau y mae'r llyfrgell yn eu cynnig ac yn lleihau ei statws ar lwyfan y byd.

It was RESOLVED to support the following motion:

 

Aberystwyth Town Council wants to register its deep concern and dismay that the financial situation at the National Library of Wales is threatening the jobs of 30 employees. The National Library is one of our most important Institutions and plays a crucial role in the promotion and safeguarding of our culture, history, and language. It commands respect internationally and has a reputation that spans the globe.

These reductions in staffing will inevitably have a negative effect on the services the library offers and diminish its status on the world stage.

We understand funds have been earmarked by the Welsh Government to help the arts during this pandemic and we ask the Welsh Government to revisit its funding strategy for this National Institution.

Mae Cyngor Tref Aberystwyth, wedi i lawer o breswylwyr Dan y Coed ysgrifennu llythyrau at gynghorwyr, yn galw am blannu coed ar y tir yng nghanol y stryd, yn galw ar Gyngor Sir Ceredigion i gydweithio â Chyngor Tref Aberystwyth i sicrhau bod hyn yn digwydd cyn gynted ag sy'n bosibl a bod trefniadau'n cael eu gwneud i gynnal a chadw'r tir mewn ffordd gynhaliadwy.

 

Motion: Tree planting at Dan y Coed

It was RESOLVED to support the following motion:

Aberystwyth Town Council, after many residents of Dan-y-Coed wrote letters to councillors calling for trees to be planted on the land in the middle of the street, calls upon Ceredigion County Council to work with Aberystwyth Town Council to ensure that this happens as soon as possible and that arrangements are put in place for the upkeep of the land in a sustainable manner.

Bod Cyngor Tref Aberystwyth yn ysgrifennu fel corff at AS Ben Lake iddo ddefnyddio ei lais i wrthwynebu bwriad llywodraeth Boris Johnson yn San Steffan o fynd yn ôl ar ei gair, a thorri cyfran taliadau Prydain tuag at Ddatblygiad Rhyngwladol  0.7%  o CMB. 

Mae’r arian yma yn cael ei wario ar gymorth dyngarol, neu help mewn argyfwng cenedlaethol, yn ogystal a bod yn fuddsoddiad  mewn prosiectau hir-dymor fel brechu plant rhag heintiau, eu galluogi i gael addysg a mynychu ysgolion, helpu cymunedau i weithio ac i godi allan o dlodi, helpu gyda darpariaeth o fwyd yn erbyn newyn a meddygyniaethau. 

Yn y cyfnod o bandemic byd-eang mae yn fwy amlwg nag erioed bod yn hanfodol chyd-weithio a gweithredu ar raddfa fyd-eang er mwyn sicrhau tegwch a sicrwydd ein cymunedau ein hunain yn ogystal a rhai yn y gwledydd hynny sy'n derbyn y cymorth . Nid yw neb yn ddiogel nes bod pawb yn ddiogel.  

 

Motion: Westminster Government’s intention to go back on the 0.7% contribution towards Foreign Aid.

It was RESOLVED to support the following motion:

That Aberystwyth Town Council write as a body to M.P. Ben Lake to oppose Boris Johnson's Westminster Government’s intention to go back on their commitment of a 0.7% contribution of GDP towards Foreign Aid. 

The UK’s foreign aid is spent on humanitarian aid or crisis relief, or in the pursuit of strategic and long-term goals. It is used to vaccinate children from preventable diseases, enabling them to go to school, and to help people work their way out of poverty.The provision of nutrition and medical care are also key goals. 

During this world wide covid pandemic, the importance of international cooperation and support is clearer than ever before, and this will serve the well-being and security of our own communities as well as those of the recipient countries. No one is safe until all are safe
