PENDERFYNWYD cymeradwyo’r cyfrifon.

 

Roedd yr heddlu wedi rhoi’r gorau i ddefnyddio swyddfa’r Neuadd Goffa ac roeddent bellach yn cynnal cyfarfodydd yn yr Hwb. Roeddent wedi ymrwymo i gael presenoldeb ym Mhenparcau.

 

Dylid anfon llythyr at Neuadd Goffa yn diolch iddynt am ddefnyddio'r swyddfa

 

Consider August accounts

 

It was RESOLVED to approve the accounts.

 

The police had stopped using the Neuadd Goffa office and were now holding meetings in the Hub. They were committed to having a presence in Penparcau.

 

A letter should be sent to Neuadd Goffa thanking them for the use of the office

Cwestiynau sy’n ymwneud â materion tu fewn cylch gorchwyl y Cyngor hwn YN UNIG

 

Derbyniwyd ymatebion gan Gyngor Ceredigion ynghylch:

  • eu polisi torri gwair: ‘Mae’r Cyngor ynghyd â’i bartneriaid yn parhau i adolygu ei gyfundrefnau torri gwair ar gyfer gwella bioamrywiaeth lle mae’n ddiogel, yn ymarferol ac yn gost-effeithiol gwneud hynny’
  • plannu coed yn yr hydref. Byddai'n rhaid ymrwymo i gynnal coed newydd a blannwyd. Byddai'r Clerc yn cysylltu â Ceredigion eto ym mis Tachwedd i drafod gweithgaredd

Questions relating ONLY to matters in this Council’s remit

 

Responses had been received from Ceredigion Council regarding:

  • their mowing policy: ‘The Council along with its partners continue to review its mowing regimes for the improvement of biodiversity where it is safe, practical and cost effective to do so’
  • autumn tree planting. New trees planted would have to be accompanied by a commitment to maintain them. The Clerk would contact Ceredigion again in November to discuss activity.

Cynnig: Cefnogaeth i gloddfa Ymddiriedolaeth Archaeolegol Dyfed ar Bendinas (Cyng. Dylan Wilson-Lewis)

PENDERFYNWYD pasio'r cynnig a ganlyn:

 

Mae'r cyngor hwn yn cefnogi gwaith Ymddiriedolaeth Archeolegol Dyfed wrth ymgymryd â'r cloddfa archeolegol gyntaf (a noddwyd gan CADW) ar fryngaer oes haearn Pen Dinas ers y 1930au ac mae'n croesawu mentrau i wneud y fryngaer yn fwy hygyrch i drigolion lleol a thwristiaid.

 

Motion: Support for the Dyfed Archaelogical Trust dig on Pendinas (Cllr Dylan Wilson-Lewis)

It was RESOLVED to pass the following motion:

 

This council supports the work of Dyfed Archaeological Trust in undertaking the first archaeological dig (sponsored by CADW) on Pen Dinas iron-age hillfort since the 1930's and welcomes initiatives to make the hillfort more accessible to both local residents and tourists.

Mae'r cyngor hwn yn cefnogi cyflwyno Medal Ddinesig Aberystwyth i'w dyfarnu i gydnabod gwasanaeth eithriadol a roddir gan unigolion a sefydliadau sydd wedi bod o fudd sylweddol i'r dref a'r gymuned leol.

Motion: Aberystwyth Civic Medal

It was RESOLVED to pass the following motion:

 

This council supports the introduction of an Aberystwyth Civic Medal to be awarded in recognition of exceptional service given by individuals and organisations that have significantly benefited the town and local community.

Cynnig Brys: Ysgrifennu at Drafnidiaeth Cymru i ofyn iddynt ail-ystyried eu hamserlen am gyflwyno gwasanaeth rheilffordd bob awr i Aberystwyth

Addawyd gwasanaeth bob awr rhwng Aberystwyth ac Amwythig ers 1999. Adeiladwyd y seilwaith i ganiatáu hyn dros ddegawd yn ôl. Dros y blynyddoedd diwethaf, addawyd i ni droeon bydd gwasanaeth bob awr erbyn diwedd 2022; roedd hyn yn rhan o'r cytundeb masnachfraint.

Prynhawn dydd Gwener 24 Medi eleni, cyhoeddwyd amserlen newydd ar gyfer gwelliannau fyddai'n cynnig gwasanaeth bob awr i Aberystwyth erbyn mis Mai 2024. Hyn fydd y gwelliant olaf namyn un yn eu cyfres arfaethedig o welliannau i'r gwasanaethau.

 

PENDERFYNWYD pasio'r cynnig a ganlyn:

 

Ein bod yn ysgrifennu at Drafnidiaeth Cymru ac at Julie James AS i ofyn iddynt wireddi ei haddewid gwreiddiol ac i ystyried defnyddio trenau dosbarth 158 sy'n cael eu tynnu o rannau eraill o'r rhwydwaith ar gyfer trenau newydd o'r dosbarth 197.

Pwysleisiwn bwysigrwydd y lein i ffyniant y dref ac ystyriaethau economaidd mewn ardal wledig a chymharol dlawd.

 

 

Ychwanegodd cynghorwyr y sylwadau canlynol:

 

  • Datganiad cyhoeddus LlC y byddant yn arwain ar drafnidiaeth gyhoeddus
  • Prinder petrol a'r angen am drenau
  • Mae unedau trên annigonol yn arwain at ostyngiad mewn defnyddwyr. Gallai hyn gael ei ddefnyddio i leihau gwasanaethau. Bu gostyngiad yn y defnydd oherwydd monitro annigonol Heddlu Trafnidiaeth Prydain o gadw pellter cymdeithasol
  • Roedd gwasanaeth bob awr yn hanfodol ar gyfer datblygu busnes
  • Ymgysylltiad annigonol Cludiant Cymru ynghylch dylunio trenau newydd
  • Y brig dramatig mewn defnydd pan gyflwynwyd gwasanaeth amlach

 

 

Bydd Cyng. Jeff Smith yn codi'r pwyntiau hyn mewn cyfarfod i randdeiliaid ar 1 Hydref gan gyfeirio at benderfyniad y Cyngor.

 

Emergency Motion: Write to Transport for Wales to ask them to reconsider their timescale for introducing an hourly service to Aberystwyth

An hourly service between Aberystwyth and Shrewsbury has been promised since 1999. The infrastructure to allow this over a decade ago. Over the past year we were promised time and time again that an hourly service would be introduced by the end of 2022; this was part of the franchise agreement.

On Friday afternoon 24 September this year, a new timetable for improvements was published which would offer an hourly service to Aberystwyth by May 2024. This would be the second to last improvement in their series of proposed improvements to services.

 

It was RESOLVED to pass the following motion:

 

That we write to Transport for Wales and to Julie James MS to ask them to deliver their original promise and to consider using Class 158 trains which are being removed from other parts of the network to make way for the new class 197 trains.

We emphasise the importance of the line to the prosperity of the town and the economic considerations in a rural and relatively poor area.

 

 

Councillors added the following observations:

 

  • WGs public statement that they will lead on public transport
  • Petrol shortages and the need for trains
  • Inadequate train units result in a drop in users. This might be used to reduce services. There was a drop in usage due to inadequate British Transport Police monitoring of social distancing
  • An hourly service was essential for business development
  • Inadequate engagement of Transport for Wales regarding design of new trains
  • The dramatic peak in usage when a more frequent service was introduced

 

 

Cllr Jeff Smith will raise these points in a stakeholder meeting on 1 October citing the Council's resolution.
