102 Cyflwyniad: HAHAV – hosbis gartref (Dr Alan Axford)

 

Rhoddodd Dr Axford ddiweddariad ar wasanaethau a ddarperir gan HAHAV, effaith Covid 19, y ddarpariaeth ddilynol o wasanaethau o bell, a’r broses o brynu Plas Antaron. Roeddent yn anelu at lansiad yn hydref 2021.

 

 

Esboniodd fod angen cefnogaeth ar HAHAV i roi cyhoeddusrwydd i’w gwasanaethau yn ogystal â gwirfoddolwyr iau. Roedd y mwyafrif o’r gwirfoddolwyr cyfredol dros 70 oed ac yn gorfod bod yn ofalus oherwydd firws Covid.

 

Gyda golwg ar ddefnyddio cyllid brys y Cyngor, PENDERFYNWYD cysylltu â Dr Axford i gael dadansoddiad o’r costau ar gyfer prynu offer i’w galluogi i ddarparu gwasanaethau o bell. Byddai cefnogaeth bellach yn cael ei hystyried wrth osod y gyllideb ym mis Rhagfyr / Ionawr

Presentation: HAHAV – Hospice at Home (Dr Alan Axford)

Dr Axford provided an update on services provided by HAHAV, the impact of Covid 19, the subsequent provision of remote services, and the process of purchasing Plas AntaronThey were aiming for an autumn launch in 2021.

 

He explained that HAHAV needed support in publicising their services as well as younger volunteers. Most current volunteers were over 70 years old and having to be careful because of the Covid virus.

 

With a view of utilising the Council’s emergency funding, it was RESOLVED to contact Dr Axford for a breakdown of costs for the purchase of equipment to enable them to provide remote services. Further support would be considered when setting the budget in December /January.

  • 84 (69.4) Lansiad Radio Aber: fe’u gwahoddwyd i’r cyfarfod nesaf ar 12 Hydref.

 

  • Contract archwilio a chynnal a chadw (eitem gytundebol gaeedig): cylchredwyd y tabl arolygiadau, gwaith, a chostau a ddarparwyd gan y contractiwr ar gyfer craffu gan y cyngor cyn y cyfarfod. Roedd yn cynnwys yr holl fannau cyhoeddus, dodrefn, arwyddion a llochesi a reolir gan y cyngor tref.

 

Matters arising from the minutes

 

  • 84 (69.4) Radio Aber launch: they had been invited to the 12 October meeting

 

  • Inspection and maintenance contract (closed contractual item): the schedule of inspections, works, and costings provided by the contractor had been circulated for council scrutiny prior to the meeting. It included all public areas, furniture, signage and shelters managed by the town council.

PENDERFYNWYD y byddai’r Cyng Rhodri Francis yn siarad â phartneriaid yn darparu gwasanaethau cymorth i nodi beth oedd yr angen.

Consider Town Council support for community drug and alcohol abstinence based services

 

It was RESOLVED that Cllr Rhodri Francis would talk to partners delivering support services to identify need.

Mae’r Cyngor Tref yn GWRTHWYNEBU’n gryf ac yn nodi’r canlynol:

  • Nid oes angen mwy o lety myfyrwyr yn y dref gan fod y farchnad myfyrwyr yn llawn
  • gellir disgrifio nifer a maint yr unedau arfaethedig fel ‘gwasgfa’
  • Mae’r ardal yn dywyll, llaith ac yn lle annymunol i fyw ynddo. Bu problem hefyd gyda llygod mawr fel y nodwyd gan CSC.
  • Ni fyddai unrhyw le amwynder na lle storio biniau, parcio ac ati.

The Town Council strongly OBJECTS and notes the following:

  • There is no need for more student accommodation in town as there is a saturated student market
  • The number and size of the proposed units can only be described as ‘cramming’
  • The area is dark, damp and an unpleasant place to live. There has also been an issue with rats as noted by CCC.
  • There would be no amenity space and limited bin storage, parking etc.
  • Quality flats are needed in Aberystwyth for older people wishing to downsize or for young professionals – the proposed accommodation is too small and would not be a nice place to live.
  • Aberystwyth also has too high a percentage of Air B&Bs which undermines community cohesion
  • The area is within the Natural Resources Wales flood risk area

  • Covid19: the safe zone will be kept in place until at least 1 November. The contact tracing team were hoping to contain the student outbreak

113.1 Datblygiad newydd – Tollborth Penparcau: roedd y datblygwr wedi awgrymu enw ‘Penystwyth’ ond roedd cynghorwyr yn teimlo nad oedd ganddo unrhyw berthynas â hanes yr ardal. Dylid ymgynghori â mapiau degwm lleol neu dylid cysylltu’r enw â ‘tollborth’ mewn rhyw ffordd. New development – Tollgate Penparcau: the name of ‘Penystwyth’ had been suggested by the developer but councillors felt that it bore no relation to the area’s history. Local tithe maps should be consulted or the name should be linked to ‘tollborth’ in some way.
