1 Climbing Frame for Penparcau: the frame that had been agreed by Council was no longer stocked. Cllrs Jeff Smith and Talat Chaudhri and the Clerk had met with a play equipment expert on site and it was proposed that the Council:
Creates new paths as the ground is wet
Purchases an accessible roundabout
Renovates existing equipment as the quality is good and the rust superficial.
It was RESOLVED to agree to the above in principle but quotes to be provided for discussion at the next Finance Committee

Roedd y Cyngor Sir wedi trafod papur gwyn y llywodraeth Diwygio Llywodraeth Leol: Cadernid ac Adnewyddiad. Dylid ymateb cyn 11 Ebrill.
Aberystwyth Cyfeillgar i Wenyn: ail gyfarfod wedi’i gynnal gyda golwg ar sefydlu grŵp yn Aberystwyth. Dylid eu gwahodd i siarad â’r Cyngor Tref.
Alun Williams:
Roedd trigolion lleol a chynghorwyr wedi plannu 125 o flodau gwyllt ar fanc yn Rhes Poplys. Byddai mwy o fentrau yn cael eu croesawu.

The County Council had discussed a government white paper Reforming Local Government: Resilient and Renewed. Responses to be received by 11 April.
Bee Friendly Aberystwyth: a second meeting had been held with a view to establish a group in Aberystwyth. They should be invited to speak to the Town Council
Alun Williams:
Local residents and councillors had planted 125 wild flowers on a bank in Poplar Row. More initiatives would be welcome.
Cllr Steve Davies:
During discussions regarding trunk road issues through Penparcau, WG had said that de-trunking was in the pipeline.
Cllr Ceredig Davies:
The above would mean the de-trunking of Great Darkgate St which would enable improved use and local control

Santes Gwenfrewi: Roedd y Banc wedi gwrthod benthyciad i adeiladu’r eglwys ym Mhenparcau ac o ganlyniad roedd yr Esgobaeth yn galw am roddion o ardaloedd eraill, ond nid oedd plwyfolion Aberystwyth wedi cael gwybod am hyn.
St Winefride’s: The Bank had refused a loan to build the church in Penparcau and as a result the Diocese were calling for donations from other areas but Aberystwyth parishioners had not been informed of this.

Safle Canolfan Cadetiaid y Môr: cais gan berchennog eiddo i’r Cyngor Tref gysylltu â Tesco i gefnogi datblygu gardd ar lan yr afon yn hytrach nag adeiladu fflatiau.
Er cefnogi’r cais mewn egwyddor, nid oedd modd gwneud dim hyd nes i gais cynllunio gael ei gyflwyno. Nodwyd hefyd nad oedd yn ddim i’w wneud â Tesco.
Sea Cadets Centre land: a request from a property owner for the Town Council to contact Tesco to support the development of a riverside garden as opposed to building flats.
Although the request was supported in principle it was felt that nothing could be done until a planning application was submitted. It was also noted that it was nothing to do with Tesco.

PENDERFYNWYD ysgrifennu at Lywodraeth Cymru yn mynegi bod hyn yn dangos amarch ar gyfer yr iaith Gymraeg a dinasyddion Cymru.
Appointment of Members to the Welsh Language Partnership Council:
Councillors felt that it was totally unacceptable that the ability to speak Welsh was only essential for 1 Member of the Council, and only desirable for the remaining Members.
It was RESOLVED to write to WG expressing that this demonstrated disrespect for the Welsh language and Welsh citizens.

Bike Shelters:
It was RECOMMENDED that Baker Street, North Parade and Kings Hall sites were not suitable locations. Bike shelters:
Would be too visually obtrusive in the town centre – too much street clutter already
Would not be in keeping with historic street
Would become a litter trap (as in leisure centre)
Would create a maintenance issue eg fly posting and gull droppings
Would create clutter in areas used for events
Bike racks should be provided in the above locations but the Kings Hall rack should be placed on the Bath Street side. Nothing to be located between the Academy and the Market Hall (front)

All racks etc should have yellow band for the visually impaired. Ceredigion Disability Forum should be consulted.
It was felt that pressure should be put on Network Rail to accept a rack (and repair station) near the station.
There were complaints about some cyclists cycling on the pavements in town and against traffic in Terrace Road

There was uncertainty about which benches the Town Council was responsible for. Councillors marked known benches on the maps provided.

Dog fouling: an allotment holder had reported a high level of dog fouling near the allotment gates
A response was received from Ceredigion Technical services regarding dog fouling and bins at Felin y Môr devolving responsibility to the public. The County Council’s statutory requirements should be checked.

Parcio ar balmant isel yn Ffordd y Gogledd: Cododd nodyn, heb ei lofnodi, bryderon ynghylch parcio anystyriol yn Llys Yr Hen Ysgol. Roedd hyn yn ymddangos i fod yn broblem barhaus. Roedd y Cynghorydd Mark Strong wedi cynnwys yr heddlu.
Parking on dropped kerbs in North Road: an unsigned note raised concerns regarding inconsiderate parking at Llys yr hen Ysgol. This seemed to be an ongoing issue. Cllr Mark Strong had involved the police.

Adolygu’r Cynllun Partneriaeth Llywodraeth Leol: Awgrymodd y Cyng Jeff Smith y dylai’r Cyngor ddadlau y dylai Llywodraeth Cymru fod â dyletswydd statudol i ystyried sylwadau cynghorau cymuned ee:
Lle cynigir deddfwriaeth sylfaenol (pleidlias AauC) sy’n effeithio ar gynghorau cymuned, rhaid ymgynghori gyda phob cyngor cymuned a effeithir arnynt, er mwyn iddynt gael y cyfle i roi eu barn, a dylid sicrhau fod y rhain, wedi coladu, ar gael i Aelodau’r Cynulliad cyn y bleidlais.

Review of the Local Government Partnership Scheme: Cllr Jeff Smith suggested that the Council should argue for the Welsh Government to have a statutory duty to take into account comments by community councils eg:
Where primary legislation is proposed (AMs vote) that affects community councils, all affected community councils must be consulted to give their views, and these, collated, should be made available to AMs prior to the vote.
Where secondary legislation is proposed (a Minister passes legislation without a vote) that affects community councils, all affected community councils must be consulted to give their views. The relevant Minister is required to take these into account, and produce a document providing a reasoned response to each substantive point made, outlining whether it has been achieved in the final legislation and, if not, giving reasons for this.

Night Time Economy: It was RESOLVED not to fund this initiative for 2016-17 due to Ceredigion County Council not having submitted an invoice.
Honours Boards: Cllr Brendan Somers had found a supplier but felt it was too expensive. Cllr Ceredig Davies to investigate cheaper prices.
Allotments: it was RESOLVED that a letter be sent to plot holders explaining there would be no rent increase this year. The Allotment Association AGM would be held in the Council Chamber at 7pm on 12 April 2017

Ar ôl ystyried y ceisiadau i gyd ac ar ôl trafodaeth, ARGYMHELLWYD cynnig y gwaith i Gyngor Sir Ceredigion ond gyda monitro llym o ansawdd y gwaith. Roedd eu dyfynbris yn rhesymol a theimlwyd bod ganddynt y cymwysterau a’r gwybodaeth am y safleoedd i alluogi lefel isel o reolaeth.

Following consideration of all applications and discussion it was RECOMMENDED that Ceredigion County Council be offered the work but with stringent monitoring of the quality of work. Their quote was reasonable and it was felt that they had the necessary qualifications and knowledge of the sites to enable minimal management.

Bu’r Cyngor Tref yn llwyddiannus mewn derbyn grant o £4320 ar gyfer prynu un siglen i’r anabl. Cytunwyd ei lleoli ym Mhlascrug lle’r oedd mynediad yn well i gadeiriau olwyn.
ARGYMHELLWYD y dylai’r Cyngor brynu fframyn ddringo ar gyfer Penparcau, fel y cytunwyd eisoes.
Play Action Plan funding – Welsh Government
The Town Council had been successful in receiving a grant of £4320 for the purchase of one disability swing. It was agreed to place it in Plascrug as access was better for wheelchairs.
It was RECOMMENDED that the Council purchases a climbing frame for Penparcau, as previously agreed.

Roedd Andrew Ginn wedi darparu Llythyr o Fwriad drafft. Cytunwyd y dylid wneud ymholiad ynglyn â thelerau talu NEC gan i Freestyle gytuno ar lafar na fyddai’r Cyngor yn talu ymlaen llaw. Y Clerc a’r Cyng Ceredig Davies i gysylltu.
Parc Kronberg:
Andrew Ginn had provided a draft Letter of Intent. It was agreed that the NEC payment terms should be checked as Freestyle had verbally agreed to the Council making no up-front payments. The Clerk and Cllr Ceredig Davies to liaise.
