Cytunwyd i drafod eitem agenda 23 i alluogi’r Cyng Dai Mason ac Andrew Edwards, trefnydd y rali geir i ddarparu gwybodaeth.

 

Cynrychiolai’r rali y digwyddiad rali ffyrdd caeedig cyntaf yng Nghymru a gall fod yn werth bron i filiwn o bunnoedd i’r economi leol gyda 600 o geir yn cystadlu a miloedd o wylwyr. Roedd pedwar clwb lleol yn rhan o’i drefniadaeth: Aberystwyth, Llanbedr Pont Steffan, Dyffryn Teifi a’r Drenewydd.

 

Roedd rhai o’r pwyntiau a godwyd gan gynghorwyr yn cynnwys:

PENDERFYNWYD hefyd gwahodd Aberystwyth ar y Blaen i gyfarfod o’r Cyngor i ddarparu gwybodaeth am eu gweithgareddau.

Letter of support for Rali Bae Ceredigion

 

It was agreed to discuss agenda item 23 to enable Cllr Dai Mason and Andrew Edwards, organiser of the car rally to provide information.

 

The rally represented the first closed road rally event in Wales and could be worth close to a million pounds to the local economy with 600 cars competing and thousands of spectators. Four local clubs were involved in its organisation: Aberystwyth, Lampeter, Teifi Valley and Newtown.

 

Some of the points raised by councillors included:

 

Bilingual information: Rali Bae Ceredigion had a Welsh name and the University had a bilingual policy
It provides Aberystwyth with publicity outside the main tourist season (Ford the principle team have a million followers
Any conflict with Bandstand events should be avoided

It was RESOLVED to support the event, but that pedestrian safety and care of the prom surface should be ensured.

 

 

 

It was also RESOLVED to invite Advancing Aberystwyth to a Council meeting to provide information on their activities.

Minutes of the Finance & Establishments Committee held on Monday, 20 May 2019 (to include 2018-19 accounts)

 

 

It was RESOLVED to approve the minutes with one correction:

 

2: ‘with Ceredigion Council as an alternative (approx. £1500)’ to be added.

It was RESOLVED to approve the:

 

5: 2018-19 accounts.
7: maintenance quote for the benches as evidence of ownership had been provided.
10: Caeffynnon tap quotes
11.7: Clerk and Deputy Clerk attendance at SLCC training day

Further discussion on 11.2 (Works at North Road Park), resulted in the recommendation not being approved. Due to the extent of the work it was RESOLVED to employ Ceredigion to remove the labyrinth etc. The vote was recorded with the majority of councillors for and Cllrs Mark Strong, Talat Chaudhri and Nia Edwards-Behi against.

Roedd Pwyllgor Craffu Ceredigion yn ystyried trwyddedu a datblygiadau ar y prom yng nghyfarfod 30.5.2019. Byddai’r Clerc yn mynychu.
Roedd chwe phlanter wedi eu gosod ar y promenâd i atal beiciau modur a byddai angen eu hariannu. Dylid ychwanegu hwn fel eitem agenda Rheoli Cyffredinol.

Cyng Alun Williams:

Roedd wedi mynychu cyfarfod gorsaf Bow Street. Byddai’n weithredol ymhen blwyddyn. Roedd y ddarpariaeth barcio wedi’i lleihau
Roedd canlyniadau etholiad yr UE ar gyfer Ceredigion yn amlwg dros ‘aros’ gyda 60.8% o’r bleidlais.

Cllr Mark Strong:

Ceredigion’s Scrutiny Committee was considering licencing and developments on the prom at the 30.5.2019 meeting. The Clerk would attend.
Six planters had been placed on the promenade to deter motorbikes and would need to be funded. This should be added as a General Management agenda item.

Cllr Alun Williams:

He had attended the Bow Street station meeting. It would be operational in a year’s time. Parking provision had been reduced
The EU election results for Ceredigion were clearly pro ‘remain’ with 60.8% of the vote.

Whilst the Council was supportive of the principle of some type of interpretation within the park environs, it was felt that:

 

the suggested type of interpretation panel was not in keeping with the park design
the location would interfere with the use of the park.
Maintenance and vandalism should be important considerations
The Council was not supporting the use of plastics
The content was important

The Aberystwyth Town Council expresses their concern at the loss of the historic garden of the property to create 6 parking spaces.

The car parking would require the felling of several mature trees and the covering over of current green space
The garden could constitute a historic garden and the Welsh Historic Gardens trust, and Caroline Palmer in particular as Chair of the Ceredigion branch, should be consulted.
The destruction of much of the garden space would limit the green space available to the residents of the flats.
The destruction of much of the garden space is incompatible with the Welsh Governments declaration of a climate emergency.

The Town Council is dismayed at this application.

The noise generated by a late-night bar/café in this area would contribute to an already disruptive atmosphere at the top end of town and would be especially detrimental to residents living in the area.
The ventilation fan at the back of the premises would create noise and smell for the residents living there, making an unpleasant living condition for much of the day and into the night.
The conversion of the property from A1 to A3 would mean a loss of amenity to the high street of the town. The high street of Aberystwyth is an important retail sector for the town and the local area and losing retail premises to food and drink establishments will negatively impact all those who live in the area.

Due to these reasons Aberystwyth Town Council would ask that this application be rejected. The Yr Hen Ysgol Gymraeg development is a designated area and more suitable location for this business and would allow Aberystwyth to maintain its retail high street and the character of the town.

 

If the application is approved, Aberystwyth Town Council would like the following taken into account:

 

The doors at the front of the premises should be closed and kept closed as much as possible after 8pm to prevent the late-night noise of the bar spilling into the street
The proposed signage for the bar contains the words ‘Café Bar’. Please ensure that all signage is bi-lingual.
Aberystwyth Town Council also request that cigarette bins be provided at the front of the premises to ensure that the establishment does not create litter and waste for the street by those who do not wish to use the public bins during bad weather.

Whilst councillors wanted to ensure that motorcyclists felt welcome in Aberystwyth it was felt that a strategy to eliminate problems such as the danger to pedestrians and conflict with events such as in the Bandstand was needed. This could include:

 

Replacing the dedicated promenade parking area with spaces (approximately the length of two cars) on the road along the length of the prom which would alternate with car parking spaces.
Seasonal traffic orders for the area of the road extending from the Glen to the North end of the prom to allow for pedestrianised areas and motorcycle parking during the popular summer months and to alleviate conflict with popular events on the promenade.

It was RECOMMENDED that:

a meeting be convened with Ceredigion County Council to explore options.
A letter should be written to the Police Commissioner regarding traffic dangers from motorcycles
any agreed strategy should be publicised as widely as possible

Ceredigion International Sheepdog Trials 2020:

 

Roy James, Treasurer and Eirian Morgan, President, presented information on the event which is to be held in Tanycastell fields on 11-13 September 2020. A food and craft fair would also form part of the event which in previous years had generated approximately £2.1 million to the local economy.

 

Points raised by councillors included:

Showcasing local products such as wool
The need to eliminate single use plastics
Media coverage – coverage restricted to BBC Alba

Due to the exceptional circumstances, it was RECOMMENDED that they be sent a grant form for consideration at the next Finance Committee.

The Internal Auditor’s report was presented to the meeting. He had praised the presentation of the information and the Clerk was thanked for the quality of her work.

 

The Annual Return was presented for scrutiny and it was RECOMMENDED that it be approved.

Yswiriant

 

Roedd y brocer yswiriant wedi cyflwyno dyfynbris gan Royal Sun Alliance a oedd yn cynrychioli arbediad o £561.75 y flwyddyn a rhai manteision o ran gorchudd. Roedd yr yswirwyr presennol, yn fodlon rhyddhau’r Cyngor o’i gytundeb dwy flynedd. ARGYMHELLWYD bod y Cyngor yn cymeradwyo newid i Royal Sun Alliance.

Review Insurance

 

The insurance broker had presented a quote from Royal Sun Alliance which represented a saving of £561.75 per annum and some advantages in terms of cover. The current insurers were happy to release the Council from its two-year agreement. It was RECOMMENDED that Council approves switching to Royal Sun Alliance.

The Clerk presented some costs associated with organising events at the park (Lottery requirement) which included:

Tea for older people – £78
Hire of dance instructor – £20 per hour

There would be further expenditure associated with future events such as with FfotoAber

 

The tea provider should be asked to provide plastic free teabags or loose leaf tea.

A report was provided with the request for funding. It was RECOMMENDED that Council provides the £8,000 requested with the proviso that Ceredigion County Council encourage stall holders to reduce plastic and to operate a bilingual policy.

Other observations included the lack of accessiblity of the current site due to A-boards and affordability of goods.
