The Mayor congratulated Cllr. Wendy Morris on winning the prize ‘Real Welsh Legend’ in August; Cllr. Jeff Smith on winning a certificate on Welsh Language Skills by the Coleg Cymraeg Cenedlaethol that was presented to him at the National Eisteddfod of Wales in August and Gwenllian Spink, Cllr. Lucy Huws’s daughter was also congratulated on winning the Young Artist of the Year Scholarship at the National Eisteddfod of Wales in Meifod.

Reference was made on the extensive work that had been done in moving and reorganising the furniture in the Council’s Siambr and he specifically thanked Cllr. Talat Chaudhri, Cllr. Mererid Jones, Cllr. Kevin Price and Cllr. Jeff Smith for all their hard work

1,  Cyfethol Aelod newydd i Gyngor Tref Aberystwyth/To  Co-opt a new Member to Aberystwyth Town Council

Agorodd y Maer y cyfarfod drwy rhoi cefndir ar sut roedd y Cyngor wedi cyrrraedd y fan yr oeddent o gyfethol Aelod newydd. Eglurwyd a phwysleisiwyd  bod y Cyngor wedi  dilyn y prosesau cywir ar ei hyd: derbyniwyd cyngor ac arweiniad gan Gyngor Sir Ceredigon ac Un Llais Cymru. PENDERFYNWYD y byddai’r Cyngor yn egluro’r  broses a rhoi gwybod i’r cyhoedd drwy ddatganiad i’r wasg. Caniataodd y Maer i’r Aelodau ymateb ac yna aeth ymlaen i egluro’r broeses bleidleisio. Ar ôl pleidlais gyfrinachol, etholwyd Dr Talat Chaudhri yn Aelod o Gyngor Tref  Aberystwyth.

The Mayor opened the meeting by giving a background of how the Council had reached

the position of having to co-opt a new Member. It was explained and emphasised that the Council had followed correct procedures throughout: it had received advice and guidance by both Ceredigion County Council and One Voice Wales. It was RESOLVED that the Council would explain the procedures taken and let the public know by way of a press release. The Mayor allowed Members to respond and then proceeded to explain the voting procedure. After a private ballot vote, Dr Talat Chaudhri was duly elected as Member of Aberystwyth Town Council.

  1. Adborth o’r cwrs cynllunio a gynhaliwyd 7 Medi yng Nghanolfan Rheidol/Feedback from the planning course held on 7 September in Canolfan Rheidol.

Cytunwyd bod y cwrs yn llawn o faterion diddorol gan gynnwys sut y gall ac y dylai’r Cyngor Tref weithredu yn greadigol gyda’u cymunedau a’r Awdurdod Cynllunio Lleol. Yn y dyfodol agos rhagwelir y bydd Llywodraeth Cymru yn cyflwyno Deddf Gynllunio newydd i Gymru er mwyn dod â phrosesau a gweithdrefnau cynllunio yn gyfredol. PENDERFYNWYD ysgrifennu at gynghorau cymuned eraill sydd o fewn cyrraedd agos i Aberystwyth i weld a fyddent â diddordeb sefydlu Fforwm i ddarganfod a fyddai digon o awydd ar gyfer Cynllun Llefydd i.e. ffordd o weithredu a chyfranogi i wybod beth mae’r cymunedau eu eisiau.

It was agreed that the course was full of interesting matters including how the Town Council could and should engage creatively with their communities and their Local Planning Authority. In the foreseable future the Welsh Government is introducing a new Planning Act for Wales to bring planning processes and procedure up to date. It was RESOLVED to write to other community councils that were in close proximity to Aberystwyth to see if they would be interested in setting up a Forum to see if there was significant appetite for a Place Plan i.e. a form of engagement and participation to know what the communities want.

 

  1. Cwrs Cynllunio Ieithyddol/Language Planning Course

Cynigiwyd y byddai’r Cadeirydd yn mynychu un o’r cyrsiau yma sy’n cael eu cynnal gan Brifysgol Aberystwyth ac i gysylltu gyda hwy i wybod pa un fyddai mwyaf defnyddiol. Fe fydd y Cadeirydd yn gwneud adroddiad ysgrifenedig i’r Pwyllgor am yr hyfforddiant. PENDERFYNWYD ar hyn.

It was proposed that the Chair would go on one of the courses run by Aberystwyth University and to contact them to find out which would be the most useful. The Chair will make a written report to the Committee on the training. It was RESOLVED to do this.

  1. Y nifer arfaethedig o dai yn Aberystwyth/Number of proposed new houses in Aberystwyth

Cwestiynwyd y nifer o dai newydd sy’n bwriadau cael eu dynodi yn y Cynllun Datblygu Lleol gan gofio y lleihad yn niferoedd y myfyrwyr a’r datblygiad diweddar yn y lle newydd i fyfyrwyr yn Waunfawr. Yn ychwanegol at hyn mae yna nifer o dai gwag yn y dre. Atgoffwyd yr Aelodau bod y niferoedd a bennir gan  Cyngor Sir Ceredigion yn unol â  chanllawiau gan Llywodraeth Cymru. PENDERFYNWYD ysgrifennu at Cyngor Sir Cerdigion gyda chopi i’w anfon at Llywodraeth Cymru ac hefyd PENDERFYNWYD ysgrifennu llythyr draft at y Gwenidog.

It was questioned on the the number of proposed new houses allocated in the Local Development Plan bearing in mind  the reduction of student numbers and the creation of a new student complex in Waunfawr. In addition there are many empty houses in the town. Members were reminded that the allocation is specified by Ceredigion County Council in accordance with Welsh Government guidelines. It was RESOLVED to write to Ceredigion County Council and a copy sent to the Welsh Government. It was also RESOLVED to write a draft letter to the Minister.

  1. Pryderon ynglŷn â’r rhwydwaith nwy yn y dref/Concerns regarding the gas network in the town

Adroddwyd bod gan rhai trigolion bryderon diogelwch. Teimlwyd y dylid cysylltu gyda gwahanol bartneriaid megis y Brifysgol, Tai Ceredigion a Chyngor Sir Ceredigion ynglŷn â’r broblem yma. PENDERFYNWYD  anfon llythyr at Adran Iechyd Cyhoeddus Cyngor Sir Ceredigion yn nodi Heol y Gogledd, Morfa Mawr a Ffordd y Môr yn arbennig.

It was reported that some residents had some safety concerns.  It was noted that  various partners such as the University, Tai Ceredigon and Ceredigion County Council should be contacted notifying them of this problem. It was RESOLVED to send a letter to Ceredigon County Council’s Public Health Department notifying them of North Road, Queen’s Road and Pier Streeet in particular.

Demolition of existing temporary building and construction of new Flying Start Facility: No objection. Aberystwyth Town Council welcomes this development and encourages more “Flying Start” provision.

  1. Nid yw’r arwyddion arfaethedig yn gydnaws â’r adeilad hanesyddol lle perfformiwyd yr emyn ‘Aberystwyth’ gyntaf yn 1879 (tôn sydd erbyn hyn yn fyd enwog). Does dim angen cymaint o arwyddion mawr ac yn benodol does dim angen arwydd yn rhestru’r nwyddau sydd ar gael. Does dim angen goleuadau mewnol o ystyried bod yr arwydd mewn Ardal Cadwraeth. Dylai’r arwyddion fod yn ddwyieithog.

Objection. The proposed signs are not in keeping with this historic building where the hymn ‘Aberystwyth’  was first performed in 1879 (a melody which is now world famous). There is no need for such a large number of signs and in particular there is no need for a sign to list the products available. There is no need for internal illumination considering that the sign is in the Conservation Area. Signage should be bilingual.

Unedau aer-dymheru: Dim gwrthwynebiad.

Materion eraill: o ystyried faint o sbwriel fydd y siop newydd yn debygol o greu, hoffai Cyngor Tref Aberystwyth weld yr ymgeisydd yn gwneud cyfraniad tuag at finiau sbwriel a glanhau’r stryd.

Install new shopfront, roller shutter, signage and air conditioning units.

These were treated as one application.

Shop front: Aberystwyth Town Council would welcome a new shop front that would reflect the more traditional shop fronts that were built as part of the Regeneration Area.

Signage: (including posters in the windows). Aberystwyth Town Council would like to see bilingual signage.

Roller-shutters: in Aberystwyth Town Council’s view shutters do not improve the townscape and the Council would like to encourage the applicant to reconsider the need for roller-shutters.

Air-conditioning units: No objection.

Other issues: Considering how much litter the new shop is likely to create, Aberystwyth Town Council  would like to see the applicant making a contribution to the provision of litter bins and street-cleaning.

Before the meeting began the Chair warmly welcomed Cllr. Talat Chaudhri to his first attendance to the General Management Committee as a newly elected Member of the Town Council. The Chair also welcomed every Member back after the summer recess.

  1. Statws Aberystwyth fel tref ‘Croeso i Gerddwyr’/Aberystwyth as a town for ‘Walkers are Welcome’ status

Nodwyd bod y Cyngor wedi cytuno yn flaenorol i dderbyn y syniad yma. PENDERFYNWYD i fynd ymlaen â hyn drwy gysylltu gyda’r Cerddwyr i’w gwahodd i drafod eu syniadau. Cytunwyd y gellid gwneud hynny gyda cynrychiolydd o’r Cyngor ac yn annibynol o gyfarfod pwyllgor.

It was noted that the Council had agreed previously to take this idea under its umbrella. It was RESOLVED to progress and contact the Ramblers to invite them to discuss what their ideas would be and to do so with representatives of the council and independently from the committee meeting.

 

  1. ‘Potensial Ynni Dŵr yn eich Tref’ (gohebiaeth o’r Cyngor Llawn 27-7-15 oddi wrth ‘Hydropower Consultancy’)/’Hydropwer potential in your Town’ (correspondence from Full Council 27-7-15 by Hydropower Consultancy

Cafwyd trafodaeth ar y pwnc a nodwyd bod Cyngor Sir Ceredigion yn defnyddio ynni gwynt ac ynni haul; efallai nad ynni hydro yw’r opsiwn gorau bob amser. PENDERFYNWYD y dylai’r Cyngor Tref gysylltu gyda’r cwmni a dweud wrthynt na fyddai Cyngor Tref Aberystwyth yn ystyried eu cynnig ar hyn o bryd a’u cynghori i gysylltu gyda Chyngor Sir Ceredigion.

There was a discussion on the subject and it was noted that Ceredigion County Council uses wind and solar power; hydropower may not always be the best option. It was RESOLVED to contact the company and tell them that Aberystwyth Town Council would not consider their offer at present and to advise them to contact Ceredigion County Council.

 

  1. Goleuadau Nadolig/Christmas Lighting

Ysytyriwyd yn llawn y dyfynbris a dderbyniwyd gan  gwmni Goleuadau Nadolig o Lanelli. Cafwyd trafodaeth ar beth fyddai pobl y dref ei eisiau a sut orau y gallai Cyngor y Dref ddefnyddio arian cyhoeddus yn y ffordd mwyaf effeithlon i wneud y dref i edrych yn arbennig ac ar yr un pryd rhoi gwerth am arian. Nodwyd bod costau storio uchel ar eitemau y goleaudau Nadolig ar hyn o bryd. Nodwyd hefyd y byddai’n fwy darbodus i ddefnyddio contractwyr lleol oherwydd y byddent ar gael pe bai eu hangen mewn argyfwng. Rhoddwyd ystyriaeth i’r defnydd o addurniadau di-drydan fel y gwelir mewn gwledydd Ewropeaidd eraill. Cafwyd cynnig y dylid gael costau yn barod ar gyfer y Pwyllgor Cyllid; cael Fforwm agored gyda trigolion Aberystwth drwy roi holiadur ar wefan y Cyngor Tref ac anfon llythyr at y Siambr Fasnach, Clwb Busnes Aberystwyth, Datblygwyr Lagan (Tesco), Spar a Coop a gofyn iddynt am gymorth ariannol. PENDERFYNWYD gweithredu ar hyn.

A thorough consideration was made of the quotation sent from a Christmas Lighting specialist company in Llanelli. A discussion followed on what the townspeople would want and how best could the Town Council use public money in the most effective way to make the town look special and at the same time get value for money. It was noted that there were high-storage costs with the present Christmas lighting items. It was noted also that it would be more prudent to use local contractors because they would be on site if needed in an emergency. Consideration could be given to the use of non-electrical decorations as seen in other European countries. It was RESOLVED to get costings ready for the Finance Committee; to have an open Forum with the citizens of Aberystwyth by putting a questionnaire on the Town Council website and to send a letter to the Chamber of Commerce, Aberystwyth Business Club, Lagan Developments (Tesco), Spar and Coop asking them for financial support. It was RESOLVED to do this.

 

  1. 7. Baw Cŵn/Dog-Fouling

Dangosodd y Cadeirydd daflen addysgol gyda’r penawd “Why Do We Need to Clean Up Dog Mess” a roddir i bob disgybl ym mhob ysgol leol  gan rhai cynghorau cymuned ar draws Cymru. PENDERFYNWYD anfon llythyr at Swyddog o Gyngor Sir Ceredigion i drafod yr mater ac i roi gwybodaeth i’r Cyngor Tref ar beth fedr a beth na fedr y Cyngor Sir ei  wneud yng ngwyneb y diffyg ariannol presennol.

The Chair showed members an educational leaflet entitled “Why Do We Need to Clean Up Dog Mess” that is given out to each pupil in all local schools by some community councils across Wales. It was RESOLVED to get an Officer from Ceredigion County Council to discuss the issue and to inform the Town Council on what Ceredigion County Council can and can’t do due to their present limited resources.

 

  1. Gwahoddiad i Glerc Cyngor Tef Y Trallwng ymweld â Chyngor Tref Aberystwyth  a rhoi cyflwyniad ar sut maent wedi mabwysiadu rhai gwasanaethau/An invitation to Welshpool Town Clerk to visit Aberystwyth Town Council and give a presentation on how they have adopted some services

PENDERFYNWYD y byddai’r Clerc yn trefnu cyfarfod anffurfiol gyda Clerc Cyngor Tref Y Trallwng, Mr Robert Robinson cyn y cyfarfod ar y cyd gyda Pwyllgor Cysylltu Rheilffordd Yr Amwythig/Aberystwyth gyda Phwyllgor Cysylltu Rheilffordd yr Arfordir y Cambrian a gynhelir yn Siambr y Cyngor dydd Gwener,18 Medi, 2015.

It was RESOLVED that the Clerk would arrange an informal meeting with Mr Robert Robinson, Welshpool Town Clerk before the Shrewsbury/Aberystwyth Rail Liaison Committee with the Cambrian Coast Rail Liaison Committee held in Siambr y Cyngor on Friday,18 September.

 

  1. Cynllun gwael mynedfa i’r Orsaf Rheilffordd/The poor design of the entrance to the Railway Station

Nodwyd mai Cyngor Sir Ceredigion sydd berchen ac yn gyfrifol am  y tu allan i Wetherspoon. Rhoddwyd gwybodaeth i’r Aelodau bod Fforwm Anabledd yn mynd i roi cynnig gerbron i waredu y dodrefn stryd ac unrhyw rwystrau eraill sy’n amharu ar bobl â diffyg are eu golwg. Nodwyd yn y fan hon y dylai cyfrifoldeb fod ar Gynghorwyr Tref i gysylltu gyda’u Cynghorydd Sir lleol am help gyda materion o’r fath yma.

It was noted that outside of Wetherspoon is Ceredigion County Council’s responsibility and ownership. Members were informed that the Disability Forum was putting forward a proposal to get rid of street furniture and any obstacles that are not manageable for the visually impaired. At this juncture it was noted that on a matter of this sort the onus would be for all Town Councillors to contact their local County Councillor for help.

 

  1. Rhandiroedd Allotments

Nodwyd y cynhelir cyfarfod Rhandiroedd ar y cyd ar 15 Hydref am 6.30p.m. yn Siambr y Cyngor rhwng cynrychiolwyr o Cyngor Tref Aberystwyth a Phwyllgor Rhandiroedd. Cyfeiriwyd, er diddordeb gan Aelod bod 2015 yn flwyddyn Rhyngwladol y Priddoedd. PENDERFYNWYD y gellid amgau “Cronfa Rhandiroedd” yn y Gyllideb ac i gael dyfynbrisiau ar gyfer cywiro ffens ffiniol yn Rhandir Coedlan 5.

It was noted that a joint Allotment meeting was being held on 15 October at 6.30p.m. in Siambr y Cyngor between representatives of Aberystwyth Town Council and the Allotment Committee. Reference was made for information by a Member that 2015 was the International Year of Soils. It was RESOLVED that an “Allotment Fund” could be ring-fenced in the Budget and to have quotes to repair a peripheral fence at the allotment in 5th Avenue.

 

 

 

 

  1. Plac “Gwobr Tref Arbennig”/Great Town Award

Cynigiwyd y dylid gwneud trefniadau i’r dystysgrif sydd wedi ei fframio gael ei rhoi i fyny yn Llyfrgell y Dre. Awgrymwyd y dylid cael copi ohoni cyn i’r Cyngor ei throsglwyddo. PENDERFYNWYD ar hyn.

It was proposed that arrangements be made for the framed certificate to be put up in the Town Library. It was suggested that before the Council handed it over on loan that a copy be made. It was RESOLVED to do this.

 

  1. Arwydd Treftadaeth Penparcau/Penparcau Heritage Sign

Eglurwyd y gellir gosod arwydd disgrifiadol ar yr un patrwm â’r rheiny a welir o gwmpas safleoedd hanesyddol yn Aberystwyth a’u gosod mor agos ac mor ddiogel a phosib i safle gwreiddiol y Tollborth ym Mhenparcau. PENDERFYNWYD i gael costau o’r math yma o arwydd ac i ddod â’r gwaith ysgrifenedig a fydd ar yr arwydd yn ôl i’r Cyngor llawn.

It was explained that a descriptive sign, on the same pattern as those seen around historical sites in Aberystwyth could be installed as close and as safely as possible to the original site of the Tollgate in Penparcau. It was RESOLVED to have costings of such signs and to bring the written material that would go on the sign back to full Council. It was RESOLVED to do this.

 

  1. Mesurau Diogelwch Tân/Fire Safety measure

Derbyniwyd adroddiad llawn gan y Cyngh. J. Smith yn nodi nifer o ffyrdd y gallai trefniadau diogelwch  tân adeilad y Cyngor – sydd ar les – eu gwella. Derbyniwyd  a PHENDERFYNWYD ar y cynigion canlynol:

 

  • Bod CTA yn cael gweithwyr i mewn i ail-hongian drysau Siambr y Cyngor i agor tu fas – i mewn i’r coridor ac i drwsio’r drws sydd ddim mewn defnydd ar hyn o bryd

Bod arwyddion goleuol yn cael eu gosod (wrth y lifft ar y llawr gyntaf a’r llawr gwaelod) i wahardd pobl rhag ddefnyddio’r lifft os oes tân

  • Bod arwyddion goleuol yn cael eu gosod (ym mhob ystafell a’r coridor a’r llawr gwaelod) i esbonio bod angen i bobl fynd lawr y grisiau os oes tân, a pheidio â defnyddio’r lifft, ac i ymgynnull tu allan i Gapel Seion ar draws y ffordd
  • Bod arwyddion goleuol gwyrdd yn dweud “allan / exit” neu rhywbeth tebyg yn cael eu gosod uwchben drysau Siambr y Cyngor, uwchben y drws sy’n arwain o’r lifft i’r cyntedd ar y llawr gwaelod (ar ochr y lifft), uwchben y prif drws allanol (ar y tu mewn) ac yn yr ystafelloedd
  • Bod y Cadeirydd/Maer yn egluro’r trefniadau tân ar ddechrau pob cyfarfod.
  • Bod CTA yn rhoi gwybod am drefniadau tân i drefnwyr unrhyw weithgaredd allanol a gynhelir yn yr adeilad, a gofyn iddynt gyfleu’r wybodaeth i bawb sy’n rhan o’r gweithgaredd
  • Bod CTA yn adolygu trefniadau ar gyfer arbrofi larymau tân yn yr adeilad, gan sicrhau arbrofion larymau tân wythnosol am bris cystadleuol
  • Bod yr holl arwyddion tân yn ddwyieithog, gyda’r Gymraeg uwchben y Saesneg

Yn ogystal, dylai’r partition ddod i lawr; penderfynwyd hynny’n barod. PENDERFYNWYD  y byddai y Cyngh. Smith yn cael prisau ar yr eitemau hyn a’u cyflwyno yn y Pwyllgor Cyllid nesaf.

A full report was received from Cllr. J. Smith noting a number of ways in which fire safety arrangements at Council’s leased premises could be enhanced. The following proposals were accepted:

  • That ATC has workers rehang the doors in Siambr y Cyngor to open outwards into the corridor and repair the door that is not in use at present
    • That new luminous signs are installed (in the lift on the ground floor and first floor) to ban the use of lifts in case of fire
    • That new luminous posters are placed (in every room and corridor and downstairs) to explain that people need to go downstairs if there is a fire, not to use the lift, and to assemble outside Seion Chapel across the road
    • That green luminous signs saying “allan/ exit” or something similar will be installed above doors in Siambr y Cyngor, above the door leading from the lift to the lobby on the ground floor (on the lift side), above the main outer door (on the inside) and in the rooms
    • That the chairman / mayor explains the fire safety arrangements at the beginning of each meeting
    • That ATC informs the organisers of any external activities held in the building of the fire arrangements, and asks them to pass on this information to all participants in the activities
    • That ATC reviews arrangements for testing fire alarms in the building, ensuring competitively priced weekly fire alarm tests
    • That all fire safety signs are made bilingual, with Welsh above English

In addition, the partition should come down; this has already been decided.

It was RESOLVED that Cllr. J. Smith would have costings of these items and present them to the next Finance Committee.

  1. Plac Pont Trefechan/Pont Trefechan Plaque

Adroddwyd ar ddigwyddiad anffodus lle y bu i’r plac llechen sydd ar Bont Trefechen ddisgyn a thorri.  PENDERFYNWYD y byddai Cyngor Tref Aberystwyth yn ail-osod y plac a tynnu sylw at y ffaith y dylai defnydd y sgriws fod yn addas ar gyfer y lleoliad.  Cytunwyd y byddai y Cyngh.  J. Smith a’r Cyngh. M. Strong yn cyd-gysylltu yn y mater hwn.

An unfortunate incident was reported whereby the slate plaque had fallen and broken. It was proposed that the Town Council replaced the plaque and bring to attention that the material used for the screws should be appropriate for the location. It was agreed that Cllrs. Jeff Smith and Mark Strong were to liaise in this matter.

 

  1. Dyfodol Dodrefn y Cyngor a’r Byrddau Anrhydeddau/Future of the Council’s furniture and the Boards of Honour

Cynigwyd i ddelio gyda’r dodrefn sy’n weddill nad sydd ar y llawr cyntaf a cadw byrddau plygadwy ar gyfer achlysuron.

Cynigiwyd addasu trefn gosod-allan y dodrefn yn y Siambr ac i gael gwared ar y partition. PENDERFYNWYD ar yr holl faterion hyn.

Cytunwyd i drafod Byrddau Anrhydedd ar ddyddiad arall.

It was proposed to deal with all surplus furniture not located on the first floor and to retain some collapsible tables for functions.

It was proposed to adjust the layout of the Siambr and to get rid of the partition.

It was proposed to discuss the Honours Boards at a later date. All these matters were RESOLVED.

 

  1. Materion Heb eu Cyflawni/Outstanding Matters
  2. Fe fydd y Llen Brydeinig a’r Grwpiau Heddwch yn cyfarfod yn Siambr y Cyngor ar ddydd Mercher 16 Medi 2015 i drafod trefniadau ar gyfer Sul y Cofio. Nodwyd bod Cyngor y Dref yn hwyluso’r cyfarfod a chytunwyd y byddai’r Maer, y Cyngh. Alun Williams a’r Cyngh. Ceredig Davies yn mynychu.

The British Legion and the Peace Groups are meeting in Siambr y Cyngor on Wednesday 16  September 2015 to discuss arrangements for the Remembrance Sunday. It was noted that Town Council is facilitating the meeting and it was suggested that the Mayor, Cllr. Alun Williams and Cllr. Ceredig Davies would attend.

It was RESOLVED that a letter informing M. Jean Guezennec that he had been awarded the Freedom of the Town of Aberystwyth be sent on the occasion of the Mayor’s visit to St Brieuc.

(ii) Cllr. M. Shewring requested a list be compiled of all proposals and resolutions passed in Full Council and the subsequent follow-up.

Members supported the principle of purchasing a new computer for the office; it was agreed that the finance committee would consider this in detail.

i)  Derbyniwyd e-bost gan Weinyddwr Ardal Arklow yn ymwneud â’r posibilrwydd o Efeillio Cyngor Bwrdeistrefol Arklow gyda Cyngor Tref Aberystwyth. Cytunwyd mewn egwyddor i gefnogi’r syniad gefeillio gyda Arklow.  PENDERFYNWYD anfon llythyr at Mr. D. Jenkins yn gofyn iddo ymchwilio pa mor ymarferol fyddai i ffurfio Pwyllgor Gyfeillio a fyddai’n cynnwys cynrychiolaeth o Gyngor Tref Aberystwyth.

i) An e-mail was received from Arklow District Administrator regarding the possibility of Twinning Arklow Municipal District Council with Aberystwyth Town Council. It was agreed in principle to support the idea to twin with Arklow.

It was RESOLVED to send a letter to Mr. D. Jenkins asking him to investigate the feasibility of forming a Twinning Committee that would include a representative from Aberystwyth Town Council.

ii)  Arosfanau bws – Yn dilyn symudiadau diweddar gan Cyngor Tref Aberystwyth i osod arosfan bws ar brif stryd Penparcau derbyniwyd ymateb cadarnhaol oddi wrth Swyddog o Gyngor Sir Ceredigion yn cydnabod awydd y Cyngor Tref ac roedd yn ymateb yn ffafriol i hynny.

ii) Bus-stops – Following recent moves by Town Council to install a bus-shelter in     Penparcau’s main street a message was received from a Ceredigion’s County Council officer recognising Town Council’s ambition and responding positively.

iii)  Derbyniwyd e-bost yn ymwneud â chyflwr palmantydd a tramwyfeydd yn Dan-y-Coed. Nodwyd bod y Cyngh. M. Strong yn delio â’r mater gyda Cyngor Sir Ceredigion.

iii) An e-mail was received concerning the condition of pavements and driveways in Dan-y-Coed. It was noted that Cllr. M. Strong was already taking this matter forward with Ceredigion County Council.

iv)  Llythyr yn tynnu sylw’r Cyngor Tref  bod Stryd y Popty yn cau yn ystod Gŵyl Bwyd a Diod  Aberystwyth, 19 Medi 2015.

iv) A letter notifying the Town Council of road closure in Baker Street during the Aberystwyth Food and Drink Festival, 19 September 2015.

v)  Llythyr oddi wrth  Mark Williams AS yn cyfleu ei bryder ar ran un o’i etholwyr ynglŷn â Rhaglen Adloniant yr Haf gan Menter Aberystwyth. PENDERFYNWYD  anfon y llythyr ymlaen at Mr J. Wallace, Menter Aberystwyth.

v) A letter from Mark Williams MP expressing concern at Menter Aberystwyth’s Summer Entertainment Programme. It was RESOLVED to send the letter forward to Mr J. Wallace.

vi) A letter from Mark Williams MP asking how many dog waste bins are located at Constitution Hill. It was noted that Constitution Hill is not owned by the Town Council and dog bins are not within the remit of the Town Council. It was RESOLVED to reply Mr Williams stating this.

vii)  Derbyniwyd e-bost yn hysbysu am ddigwyddiad fyddai’n  hyrwyddo y paratoadau ar gyfer Gŵyl Calan Gaeaf. Roedd yr Aelodau yn gefnogol.

vii) An e-mail was received giving notice of a promotional event during the build-up to Halloween. Members were supportive.

viii)  Derbyniwyd e-bost yn cwyno am y colomenod yn yr ardal bwyta yn Wetherspoon. Nodwyd bod y mater hwn tu allan i gylch gorchwyl Cyngor Tref Aberystwyth. PENDERFYNWYD i anfon yn ôl at  yr person oedd wedi cyflwyno’r gŵyn i ddatgan hyn.

viii) An email was received complaining about the pigeons at Wetherspoon’s open eating area. It was noted that this matter is outside Aberystwyth Town Council’s remit. It was RESOLVED to notify the complainant of this.

ix)  Derbyniwyd e-bost yn gofyn beth oedd wedi digwydd i’r biniau coch baw-cŵn yn Nghoedlan Plas Crug. Cytunwyd i ateb yn datgan bod holl faw-cŵn yn gallu cael ei roi mewn unrhyw  fin bellach a bod y mater y tu allan i gylch gorchwyl Cyngor y Dref.

ix) An e-mail was received asking about red-bins for dog mess in Plas-crug Avenue.

It was agreed to reply stating that all dog-mess may be put in any bin and that the matter is outside Aberystwyth Town Council’s remit.

It was noted that Councils who have a budget of over £200k are subject to the Well-being Act and also are allowed to carry 30% of surplus money over to the next financial year. The Chair emphasised that Members should be mindful of this. It was RESOLVED to accept the accounts.

(a) It was RESOLVED that this matter would be considered when setting the Budget for the next Financial Year.

It was reported by Chair of the General Management Committee that  a process should be put in place (following the Council’s adoption of the Allotments from the County Council) so that when work in the allotments needs doing that the Office can refer to a list of approved contractors.

It was RESOLVED that an advert be put on Aberystwyth Town Council’s web-site and in the Cambrian News inviting approved contractors to be put on the Council’s list.

Repair of a peripheral fence at the allotment in 5th Avenue: It was RESOLVED that the Chair and Clerk would liaise to have the fence replaced.

 

 (b)   Gwerthuso Dyfynbris Goleuadau Nadolig/Christmas lights quotation evaluation: Gwrandawyd ar adroddiad llafar manwl gan Gadeirydd y Pwyllgor Rheolaeth Cyffredinol ar y gwaith sydd angen ei wneud oddi wrth y contractydd lleol cyn rhoi goleuadau eleni i fyny. Cafwyd trafodaeth ynglŷn â’r posibilrwydd o gael addurniadau di-drydan yn ogystal. Cynigiwyd gofyn am ddyfynbris ysgrifenedig am y gwaith trydanol sydd angen ei wneud ac i Gadeirydd y Pwyllgor Rheolaeth Cyffredinol gyd-gysylltu gyda’r contractydd lleol ar addasrwydd goleuadau newydd. PENDERFYNWYD ar hyn. Yn ogystal cafwyd cynnig gan y Cadeirydd i ddynodi £750 yn ychwanegol ar gyfer addurniadau di-drydan. PENDERFYNWYD ar hyn.

(b) A detailed verbal report was heard from the Chair of the General Management Committee on the work needed from the local contract before putting this year’s lights up. A discussion ensued regarding the possibility of obtaining non-electrical garlands as well. A proposal was made to ask for a written quotation for the electrical work needed to be done and for the Chair of the General Management Committee to liaise with the local contractor on the suitability of new lights. It was RESOLVED to do this. In addition it was proposed by the Chair to allocate £750 for non-electrical decorations. It was RESOLVED to do this.

 

(c) Arwydd Treftadaeth Penparcau/ Penparcau Heritage Sign

Adroddwyd bod y Cyngh. Kevin Price mewn trafodaeth gyda Menter Aberystwyth ynglŷn â phrisiau. Fe ddaw â mwy o fanylion maes o law.

(c) It was reported that Cllr. Kevin Price is in discussion with Menter Aberystwyth with regards to prices. There will be more details in due course.

 

(ch)  Costau Diogelwch Tân/ (d) Fire Safety Costs

Cafwyd adroddiad manwl ar gost yr uchod. Gwnaethpwyd cynnig am bwerau dirprwyedig I’r Cyngh. J. Smith a’r Clerc i wario £60 ar arwyddion tân dwyieithog addas sydd eu hangen.

(d) A detailed report was received on cost for the above. A proposal was made for delegated powers for Cllr. Smith and the Clerk to spend £60 on all appropriate bilingual fire safety signage needed.

 

(d) Cyfrifiadur/(e) Computer

PENDERFYNWYD Prynu cyfrifiadur newydd am £650 yn cynnwys T.A.W.

(e) It was RESOLVED to buy a new computer for £650 including V.A.T.

 

  1. Opsiynau sydd ar gael ar gyfer llun-gopïydd/Options available on photocopier

Mae les y llun-gopïydd wedi dod i ben ar ôl 5 mlynedd; mae’n amser edrych ar beth sydd ar gael. Fe ddaeth dau ddyfynbris i law: un oddi wrth Konica ac un arall oddi wrth Infinity. PENDERFYNWYD aros gyda Konica sydd â chynnig fydd yn arbed £230.12 pob cwarter i’r Cyngor.

The photocopier has come to the end of its lease after 5 years; and it was time to look at what was available. Two quotes were presented: one from Konica and the other from Infinity. It was RESOLVED to stay with Konica with their new deal saving the Council  £230.12 per quarter.

 

  1. Cyllideb Ddrafft 2016-17/Draft Budget 2016-17

Nodwyd gan y Cadeirydd a chytunwyd gan yr Aelodau i gyd bod pwysau cynyddol ar Cynghorau Tref a Chymuned ar draws Cymru i gymryd mwy o gyfrifoldebau. PENDERFYNWYD ymchwilio ar sut mae’r dreth wedi bod yn mynd i fyny dros y 15 mlynedd ddiwethaf. PENDERFYNWYD gwneud hyn.

It was noted by the Chair and agreed by all Members that there is an increasing demand for Town and Community Council across Wales to take on more responsibilities. It was RESOLVED to research on how the precept has been going up over the last 15 years.

PENDERFYNWYD y  dylid anfon llythyr at Menter i’w llongyfarch ar eu Rhaglen Adloniant Haf 2015.  Nodwyd yn y fan hon gan Gadeirydd y Pwyllgor Rheolaeth Cyffredinol bod Menter yn mynd rhagddynt gyda trefnu’r digwyddiad o droi’r goleuadau Nadolig ymlaen.

It was RESOLVED  to send a letter of congratulations to Menter for their 2015 Summer Entertainment. It was noted at this juncture by the Chair of General Management that Menter is progressing with the organising of the event for the turning-on of the Christmas lights.

 

  1. Adolygiad o’r Rheolau Sefydlog/Review of Standing Orders

Adroddwyd gan y Maer y cynhaliwyd cyfarfodydd o’r is-bwyllgor Rheolau Sefydlog dros  yr haf. Roedd un mater ar ôl i’w drafod sef, beth yw cylch gorchwyl  pob pwyllgor. PENDERFYNWYD bod pob Pwyllgor i ddrafftio ei gylch gorchwyl a dod a’u cyflwyno i’r is-bwyllgor Rheolau Sefydlog mewn paratoad i’r  Rheolau Sefydlog fod mewn llaw ar gyfer y Cyngor Llawn ar 26 Hydref 2015.

The Mayor reported that meetings had been held over the summer recess of the Standing Orders sub-committee. There was one outstanding issue remaining to be dealt with and that was the terms of reference for each committee.

It was RESOLVED that each Committee drafts their terms of reference and bring them back to the Standing Orders sub-committee in readiness for the completed Standing Orders to be in hand by the meeting of  Full Council on the 26th October, 2015.

Cynnig Masnach Deg Aberystwyth/Aberystwyth Fair Trade Proposal

Cafwyd adroddiad yn cynnwys cefndir Aberystwyth fel tref Masnach Deg ers 1 Mawrth 2005. Pwysleisiwyd y ffaith mai Cyngor Tref Aberystwyth wnaeth basio’r cynnig i wneud y dref yn Dref Masnach Deg. Yn 2016 bydd rhaid ail-gofrestru am y Statws ac mae angen help gweinyddol ar Grŵp Masnach Deg i wneud hyn. Y Cynnig ger bron oedd: ‘bod Cyngor Tref Aberystywth yn cytuno i ymgymryd â’r tasgau sy’n gysylltiedig â’r adnewyddu bob dwy flynedd i gael statws Tref Masnach Deg a hyrwyddo Masnach Deg trwy ei gysylltiadau lleol. Bydd y grŵp Masnach Deg yn parahu i hyrwyddo a bod yn eiriolydd dros Masnach Deg drwy barhau i gynnal digwyddiadau, cysylltiadau ag ysgolion a grwpiau, a chynnal y wefan.’ Cafwyd gwelliant ar y cynnig sef bod y Cyngor Tref yn anfon llythyr o ddiolch at Arnold Smith wrth iddo gamu i lawr o’i swydd fel Ysgrifennydd y Grŵp am ei waith, gan iddo wneud Aberystwyth yn dref Masnach Deg a thrwy hynny Ceredigion yn Sir Fasnach Deg  PENDERFYNWYD ar y cynnig a’r GWELLIANT.

A report was presented containing the background of Aberystwyth as a Fair Trade town since 1 March 2005. The fact that Aberystwyth Town Council passed the proposal to make the town a Fair Trade Town was emphasised. In 2016 we would need to re-register for the Status, and the Fair Trade Group needs administrative assistance to do so. The Proposal put forward was: that Aberystwyth Town Council agrees to undertake tasks associated with the renewal every two years to obtain the Fair Trade Town status and promote Fair Trade through its local connections. The Fair Trade group would continue to promote and advocate Fair Trade by continuing to hold events, connections with schools and groups, and maintaining the website. An amendment to the proposal was made namely that the Town Council sends a letter of thanks to Arnold Smith for his work, as he stands down from his position as Secretary of the Group, as he made Aberystwyth a Fair Trade town and by doing so Ceredigion as a Fair Trade County

It was RESOLVED to pass the proposal and the AMENDMENT.

Cynnig cydymdeimlad, cefnogaeth a lloches ar gyfer ffoaduriaid o Syria/ Proposal of sympathy, support and shelter for Syrian refugees

Y cynnig ger bron oedd: ‘y dylai Cyngor Tref Aberystwyth uno i ddangos ein cydymdeimlad â’r rhai sy’n ceisio dianc o’u gwledydd oherwydd rhyfel a diffyg gobaith. Mae Cyngor Tref Aberystwyth yn annog llywodraeth San Steffan i gynnig lloches i lawer mwy o bobl o Syria er mwyn diogelu eu bywydau. Mae Aberystywth yn barod i gynnig llefydd diogel i  bobl, ac yn gofyn i Lywodraeth y DU am adnoddau i helpu gwneud hyn.’ Cafwyd adroddiad manwl am y pwyntiau casglu nwyddau gwahanol sydd o gwmpas y dref ac yn wir o gwmpas Ceredigon gyfan ar gyfer ffoaduriaid Syria. Nodwyd bod Cyngor Sir Ceredigion wedi addo y byddent yn gwneud y cwbl sydd o fewn eu gallu i helpu. Y mae Aberystwyth eisoes wedi cael sylw fel tref a fyddai’n gallu cefnogi yn addysgol, yn gymdeithasol a thrwy wasanaethau iechyd. Pwysleiswyd mai ymateb yn ddyngarol i’r argyfwng y mae trigolion Aberystwyth a dylai’r Cyngor Tref ddangos hyn fel corff sy’n cynrychioli’r trigolion eu bod yn cefnogi’r ffoaduriaid. The proposal put forward was: that Aberystwyth Town Council should come together to show its sympathy with those trying to escape from their countries due to war and lack of hope. Aberystwyth Town Council encourages the Westminster government to offer shelter to many more people from Syria in order to protect their lives. Aberystwyth is willing to offer safe places for people, and is asking the UK Government to help to do this.’ A detailed report was given about the various goods collection points around the town and indeed around the whole of Ceredigion for Syrian refugees. It was noted that Ceredigion County Council had promised that it would do everything within its power to help. Aberystwyth had already been referred to as a town which could support educationally, socially and through health services. It was emphasised that the residents of Aberystwyth were responding in a humanitarian way and the Town Council should show this as a body which represented the residents that it supports the refugees. During the discussion, it was emphasised also that this is a human not a political response. A request was made for clarity from Ceredigion County Council. that offering to give help with accommodation would not mean that local people would lose their place on the waiting list. It was RESOLVED to accept the proposal. Cllr. Ceredig Davies and Cllr Brendan Somers asked for their names to be recorded as those who abstained.

Cynnig i gynhyrchu cofnodion dwyieithog/ Proposal to produce bilingual minutes

Cafwyd adroddiad manwl o’r cynnig a chafwyd trafodaeth o’r pwysigrwydd o weinyddu drwy’r Gymraeg sy’n dangos neges glir bod y Gymraeg yn rhywbeth manteisiol sydd yn cyfoethogi’r dref.  Esboniwyd y sefyllfa ar hyn o bryd, sef nad oes pleidlais ar fersiwn Cymraeg o’r cofnodion. Mae’n bosib felly i rywbeth cael ei drosi mewn modd sydd ddim yn cyfleu beth ddigwyddodd yn y cyfarfod. Ond mae’r cofnodion Cymraeg i fod yn ddogfen gyfreithiol sydd wedi cael eu cytuno gan y Cynghorwyr. Petai’r cofnodion yn cael eu cylchredeg ymysg y Cynghorwyr cyn eu mabwysiadu, bydd modd cadarnhau’r ddwy fersiwn o’r cofnodion. Eglurwyd bod  Cyngor Gwynedd yn gweithredu’n fewnol drwy gyfrwng y Gymraeg, ac o’r herwydd wedi chwarae rhan bwysig iawn yn sicrhau bod llai o gwymp yn y canran o siaradwyr Cymraeg yng Ngwynedd. Mae llawer o gynghorau cymuned, yn gweithredu’n fewnol yn y Gymraeg, a chyfieithu i’r Saesneg ar gyfer pobl sydd ddim yn medru’r Gymraeg. Yn diweddar, mae Cyngor Sir Caerfyrddin wedi mabwysidu strategaeth gwmpasog i symud tuag at weithredu’n fewnol yn Gymraeg, fel rhan o gynllun i atal dirywiad y Gymraeg yn y sir. Bu gweithgor o gynghorwyr yn treulio tua blwyddyn yn ysgrifennu dogfen o’r enw “Y Gymraeg yn Sir Gâr”.

Dylai cynhyrchu cofnodion drwy’r Gymraeg yn fewnol ac wedyn eu danfon at gyfieithydd fod yr un mor ymarferol â’r system bresennol. Serch hynny, os nad ydynt ar gael mewn Saesneg mewn da bryd, gall hyn peri rhwystr. Hefyd, na fyddai’r cyfieithydd yn ymwybodol o’r cyd-destun a gallai hynny peri dryswch.

Opsiwn B: Cynhyrchu  cyfieithiad Saesneg o’r cofnodion yn fewnol. Mae’r Cyngor yn gofyn i’r panel staffio ymgynghori â’r Clerc i drafod ymarferoldeb hyn, ac os oes angen cynyddu oriau gwaith y Clerc ar sail y llwyth gwaith ychwanegol (ac os felly, gan faint).

PENDERFYNWYD i gytuno ar opsiwn A.

A detailed report was given of the proposal and a discussion ensued regarding the importance of administration through the medium of Welsh which shows a clear message that the Welsh language is an advantageous thing which enriches the town. The present situation was explained, namely that there is not a vote on the Welsh version of the minutes. It is therefore possible for something to be translated in a way which does not convey what happened at the meeting. However, the Welsh minutes is meant to be a legal document which has been agreed by the Councillors. Should the minutes be circulated among the Councillors before they are adopted, it would be possible to confirm both versions of the minutes. It was explained that Gwynedd Council operates internally through the medium of Welsh, and has played a very important part in ensuring that there is a slower decline in the percentage of Welsh-speakers in Gwynedd. Numerous community councils operate internally in Welsh and provide English translation for people who do not speak Welsh. Recently, Carmarthenshire County Council has adopted an inclusive strategy to move towards operating internally through the medium of Welsh, as part of a scheme to prevent the decline of the Welsh language in the county. A working group of councillors has spent about a year writing a document called “The Welsh Language in Carmarthenshire”.

Producing a Welsh version of the minutes internally and then sending them to a translator should be as practical as the current system. However, if they are not available in English in good time, this could cause difficulties. Also, the translator may not be aware of the context which could cause confusion.

Recommendations:

  • Minutes will be produced in Welsh first
  • Draft minutes will be sent to the councillors in both languages at the times noted in the Standing Orders.

This will be done via option A or option B (Meeting to discuss)

Option A: the Welsh minutes will be sent to an external translator to be translated into English, stressing that they should be sent back to us by 9 a.m on the Wednesday before the Full Council.

Option B: an English translation of the minutes will be produced internally. The Council asks the staffing panel to consult with the Clerk on the practicality of this, and whether the Clerk’s hours of work need to be increased based on the additional work load (and if so, by how many).

It was RESOLVED to agree on Option A.

Cafwyd adroddiad calonogol gan y Cyngh. Mark Strong ar Barc Natur Penglais. Roedd yna Ddigwyddiad Agored yno ddydd Sadwrn 26 Medi 2015. Mae arwyddion newydd ar gyfer cerddwyr ac mae yna ardaloedd newydd i fynd am dro yno. Mae  gan Barc Natur Penglais dudalen Gwep-lyfr a diolchodd i’r Cyngh. Alun Williams am hyn. Y mae’r Parc wedi ymestyn eu tir ac y mae 25% ohono yn rhan o Warchodfa Natur Statudol. Y mae iddo lefydd cerdded gyda golygfeydd godidog ac yn ôl y Cyngh. Alun Williams dyma yr em yng nghoron Aberystwyth. Y mae’r Parc yn haeddu bod yn fwy adnabyddus.

Adroddodd y Cyngh.  Alun Williams bod rheidrwydd ar i bob awdurdod lleol yn ôl Deddf Teithio (Active Travel Act) mis Medi 2014 wneud gwelliannau ar gyfer seiclwyr a cherddwyr. Y mae ymgynghoriad yn mynd ymlaen tan 27-11-15.  Fe fydd ymgynghoriad yn digwydd yng Nghanolfan Rheidol ar 2-10-15 o 12.30p.m. – 5.30p.m. Nodwyd gan y Cyngh. Ceredig Davies bod Coedlan Plas-crug yn ardal lle mae cerddwyr a seiclwyr ar y cyd yn rhannu’r defnydd o’r llwybr.

An encouraging report was given by Cllr. Mark Strong on the Penglais Nature Park. There was an Open Event there on Saturday 26 September 2015. There are new signs for walkers and there are new areas to go for walks. The Penglais Nature Park has a Facebook page and Cllr. Alun Williams was thanked for this. The Park has extended its land and 25% of it is part of a Statutory Nature Reserve. There are walking places there with exceptional views and according to Cllr. Alun Williams this is the jewel in Aberystwyth’s crown. The park deserves to be more well-known.

Cllr. Alun Williams reported that every local authority was required according to the Active Travel Act (September 2014) to make improvements for cyclists and walkers. The consultation is on-going until 27-11-15. Consultation will take place at Rheidol Centre on 2-10-15 from 12.30p.m.-5.30p.m. Cllr. Ceredig Davies noted that Plas-crug Avenue is an area where walkers and cyclists share the use of the path jointly.
