Cyflwyniad: Gwrthryfel Difodiant ac Argyfwng yr Hinsawdd

 

Esboniodd aelodau amrywiol eu rhesymau dros ddefnyddio technegau heddychlon o anufudd-dod sifil ac am eisiau i’r llywodraeth weithredu ar unwaith. Roedd deugain miliwn o bobl ledled y byd wedi cymryd rhan yn y diwrnod protest diweddar gyda 1000 o bobl yn Aberystwyth a 100 yn cymryd rhan yng Nghynulliad y Werin.

 

Fe wnaethant awgrymu tri cham y gallai’r awdurdodau lleol eu cymryd:

1. Gwella sicrwydd bwyd trwy ddarparu mwy o ardaloedd tyfu

2. Darparu mwy o lonydd beicio a thrafnidiaeth gyhoeddus

3. Tynnu tanwydd ffosil o bortffolio pensiwn y gwasanaeth sifil

 

Tynnodd y Cynghorwyr sylw at y gwaith yr oedd y Cyngor Tref eisoes yn ei wneud o ran plannu coed, darparu rhandiroedd – gyda mwy o fannau tyfu ar y gweill, cefnogi teithio egnïol, ymgyrchoedd fel Aberystwyth Di-blastig ac Aberystwyth Cyfeillgar i Wenyn. Roedd pob cynghorydd wedi cefnogi’r cynnig Argyfwng Hinsawdd, a nodwyd y camau ychwanegol a ganlyn:

Presentation: Extinction Rebellion and the Climate Emergency

 

Various members explained their reasons for using peaceful techniques of civil disobedience and for wanting the government to take action immediately. Forty million people around the globe had participated in the recent protest day with a 1000 people in Aberystwyth and a 100 taking part in the People’s Assembly.

 

They suggested three actions that the local authorities could take:

Improve food security by providing more growing areas
Provide more cycle lanes and public transport
Remove fossil fuels from the civil service pension portfolio

Councillors highlighted the work that the Town Council was already doing in terms of tree planting, provision of allotments – with more growing spaces planned, supporting active travel, campaigns such as Plastic Free Aberystwyth and Bee Friendly Aberystwyth. All councillors had supported the Climate Emergency motion and the following additional actions were noted:

 

To report back on actions and meet with Extinction Rebellion regularly
Influence other community councils
County Councillors to reintroduce the motion to Ceredigion Council
Investigate the best way to influence the Pension Fund
All councillors to take personal actions

Council RESOLVED to bring this, and item 83, forward to enable the members of the public present to leave following discussion.

 

Various views were presented with a strong message that independence was now supported across political parties and that the aim was for an equal, respectful, diverse and just Wales, within Europe.

 

The vote was recorded:

Abstained: Cllrs Brenda Haines and Steve Davies

Er bod cynghorwyr ar y cyfan yn cytuno y gellid ystyried bod Her y Gyllideb yn bychanu brwydrau ariannol pobl, roeddent hefyd yn cydymdeimlo â’r anawsterau sy’n wynebu swyddogion cyngor a oedd dan straen cynyddol oherwydd toriadau blynyddol i’r gyllideb. Nodwyd cyfradd llwyddiant siomedig rhai mathau traddodiadol o ymgynghori, megis cyfarfodydd cyhoeddus.

Motion (Cllr Alex Mangold): against ‘the Budget Challenge’

 

Councillors declared a personal interest (see agenda item 69)

 

Whilst councillors generally agreed that the Budget Challenge could be seen as trivialising people’s financial struggles, they were also sympathetic to the difficulties facing council officers who were under increasing strain due to annual budget cuts. The disappointing success rate of some traditional forms of consultation, such as public meetings, was also noted.

 

It was RESOLVED to amend the motion which was then carried.

 

‘this Council calls on Ceredigion Council to seriously reconsider its current online ‘Budget Challenge’ …

 

…. Dressing budget cuts up as a game comes across as offensive and inconsiderate. Its purpose could be seen as shifting the burden of implementing cuts on to those who will suffer most from them.

 

If the game forms part of the ‘public consultation’ for next year’s council tax increase, there are far better, less offensive and less flawed ways to carry out genuine public consultations (eg talking to residents, email, questionnaires etc).’

Aberystwyth Town Council STRONGLY OBJECTS to this application. It appears to be an extremely large house taking up the majority of the plot which would cause loss of light and privacy and amenity to neighbouring properties. Aberystwyth Town Council is extremely concerned that the infrastructure of the road/access would not sustain heavy machinery/plant and lorries especially during the demolition process. Would Ceredigion Council have proper control for the demolition and be responsible for supervising the demolition process? The access is very restricted and would only allow plant to enter in one direction with very limited space to manoeuvre and with no room to segregate material. This proposed development is also in an area of Special Scientific Interest and could have a detrimental impact on wildlife. Concern is also expressed that the position of the garage has been incorporated into the building so that the existing garages can be demolished and potentially used as access in the future for further large scale development. It is believed that the applicant also owns adjoining land. The local sewage pumping station is already struggling to cope with capacity and could not cope with such further development

Lights: have been ordered and are due to arrive shortly

Competition prize: it was RECOMMENDED that a £100 be allocated for three prizes of £60, £30 and £10 for the best decorated house window. The prize money would go towards buying a meal in a local restaurant. Cllr Michael Chappell and Nia Edwards-Behi had volunteered to organise the project

Seniors’ Lunch: It was RECOMMENDED that ticket prices be kept at £5 again this year, and registered carers under the age of 65, accompanying a local senior citizen, would also be offered the discounted price.

Consultation: A summary report and draft questionnaire based on the consultation findings were distributed. It was RECOMMENDED that the questionnaire be amended and circulated for final approval and that companies specialising in community spaces be invited to provide ideas.

Water Feature : Cllr Lucy Huws suggested that consideration be given to a water feature being included

Dynodwyd sawl lleoliad ar gyfer plannu coed ynghyd â phenderfyniad i blannu gwrychoedd ym mharc Ffordd y Gogledd. Clerc a Dirprwy Glerc i gwrdd â’r Pennaeth Parciau a Gerddi yn ddiweddarach yn yr wythnos i drafod addasrwydd rhywogaethau a lleoliadau. Several locations had been identitied for tree planting together with a decision made to plant hedging in North Road park. Clerk and Deputy Clerk to meet with the Head of Parks and Gardens later in the week to discuss suitability of species and locations. NAMWTRA also has a planting programme scheduled for the Winter.

Christmas Lights

 

Advancing Aberystwyth have withdrawn their financial support for the Christmas lights programme this year and will focus instead on the small shopfront trees and on the Winter Wonderland.

It was RECOMMENDED that residents should be encouraged to decorate their windows and properties within all of the Town Council area, and the Town Council would provide a prize for the best effort. Councillors would be responsible for this project and Cllrs Michael Chappell and Lucy Huws volunteered.

Meysydd Chwarae:

Roedd y Dirprwy Glerc wedi cyfarfod â thri chontractirwr ac yn aros am ddyfynbrisiau ar gyfer y gwaith uwchraddio.

Roedd y cais am £7,000 o gyllid Adran 106 ar gyfer uwchraddio maes chwarae Penparcau wedi cael ei gytuno gan Gymdeithas Tai Cymru a’r Gorllewin.

Following the ROSPA report, Parks and Gardens had been instructed to remove the equipment that was dangerous.

Playgrounds:

The Deputy Clerk had met with three contractors and is awaiting quotations for the upgrade works.

 

The request for £7,000 Section 106 funding for upgrading the Penparcau playground had been agreed by Wales & West Housing Association

Dinas Terrace Bench

 

A broken bench had been removed from Dinas Terrace as Ceredigion Council did not have the budget to repair it. A request had been received for ATC to repair and re-instate. Deputy Clerk to obtain a price for carrying out the repair.

 

Cllr Mark Strong also noted the need for a bench in Castell Brychan and Cllr Mair Benjamin noted the need for bench maintenance in Maes yr Afon.

 

It was RECOMMENDED that the Council adopt a Pro-bench policy
