Roedd cynghorwyr wedi ymgynghori â phreswylwyr yn eu wardiau ynglŷn â biniau cŵn a thrafodwyd lleoliadau amrywiol:

• Pont Trefechan: Roedd y lleoliad hwn yn eiddo i Dŵr Cymru a oedd wedi gwrthod caniatâd o’r blaen felly gosodwyd biniau mor agos â phosibl ar y ddwy ochr.
• Stryd y Bont: problem oherwydd palmentydd cul ac eiddo preswyl
• Felin y Môr: roedd biniau’n cael eu cam-drin gyda phreswylwyr yn eu defnyddio ar gyfer gwastraff cartref felly fe’u hadleolwyd hwy i lwybr troed Pendinas i ddal cerddwyr cŵn
• Parc Dinas, Penparcau: roedd trigolion yn defnyddio’r bin ar gyfer gwastraff cartref felly cafodd ei gymryd oddi yno.

Nodwyd bod gan Dregaron finiau cŵn gyda bagiau ond cafodd y rhain eu cam-drin hefyd pan gafodd eu treialu yn Aberystwyth gyda phobl yn cymryd yr holl fagiau. Roeddent hefyd yn uchder anniogel ar gyfer casglu gwastraff.

Nodwyd bod gan Gei Newydd orchudd bolardiau am faw cŵn a oedd yn rhan o raglen Cyngor Ceredigion. Byddai Steve Williams yn holi pryd fyddai’r rhaglen yn cael ei chyflwyno yn Aberystwyth.

Roedd baneri plu’r Cyngor Tref hefyd yn cynnwys symbol am faw cŵn a’r gobaith oedd y gellid gweithredu’r prosiect hwn erbyn yr haf.

Councillors had consulted residents within their wards regarding dog bins and various locations were discussed:

• Trefechan Bridge: this location was owned by Welsh Water who had previously refused permission so bins were placed as close as possible on both sides.
• Bridge Street: problematic due to narrow pavements and residential properties
• Felin y Môr: bins were abused by residents using them for household waste so they had been relocated to the Pendinas footpath to catch dog walkers
• Parc Dinas, Penparcau: residents were using the bin for household waste so it was removed.

Tregaron was noted as having dog bins with bags but these were also abused when trialled in Aberystwyth with people taking all the bags. They were also an unsafe height for waste collection.

New Quay was noted as having bollard covers about dog fouling which was a component of a Ceredigion Council programme. Steve Williams would investigate when the programme was being rolled out in Aberystwyth.

The Town Council’s feather banners also featured a symbol about dog fouling and it was hoped that this project could be implemented by the summer.

ARGYMHELLWYD na fyddai’r Cyngor Tref yn cymryd rhan yn y prosiect hwn oherwydd costau adnewyddu a chynnal a chadw uchel. Roedd lleoliad arfaethedig lawnt y castell ger Traeth y De hefyd yn broblem oherwydd cyrydu halen a’r cynnydd mewn ymddygiad gwrthgymdeithasol

It was RECOMMENDED that the Town Council did not participate in this project due to high replacement and maintenance costs. The proposed location of the castle green in South Marine was also problematic due to salt corrosion and the increase in anti-social behaviour.

Cyflwynwyd cynnig gan bump o drigolion lleol ynghylch plannu mwy cyfeillgar i wenyn ar dir Ceredigion i’r cyfarfod. Roedd gan y Cyngor Tref bolisi cyfeillgar i wenyn eisoes a oedd yn cael ei weithredu ym Maes Gwenfrewi ac ardaloedd eraill o fewn ei reolaeth. Byddai mabwysiadu pamau Ceredigion hefyd yn gyfle i blannu planhigion cyfeillgar i wenyn.  Gellid hefyd fabwysiadu a datblygu safleoedd gwyrddion eraill fel y rhai yn Sgwâr y Frenhines ac ar waelod Rhiw Penglais maes o law

Dylid trafod mabwysiadu’r safleoedd hyn gyda Cheredigion

A proposal by five local residents regarding more bee friendly planting on Ceredigion land was presented to the meeting. The Town Council already had a bee friendly policy which was being implemented in Maes Gwenfrewi and other areas within its control. Also adoption of Ceredigion borders would be an opportunity for bee friendly planting.  Other sites such as Queen’s Square greens and the green at the bottom of Penglais Hill could also be adopted and developed in due course.

Adoption of these sites should be discussed with Ceredigion.

Oherwydd pwysigrwydd yr ardal hon i gerddwyr sefydledig o ran estheteg ac o ran ei chyfraniad i economi’r dref, ARGYMHELLWYD y dylid anfon cais i Geredigion i ddiwygio’r gorchmynion traffig presennol yn benodol i atal parcio a hefyd yn gofyn am i’r bolardiau gael eu disodli.

Due to the importance of this established pedestrianised area in terms of aesthetics and in terms of its contribution to the town’s economy, it was RECOMMENDED that a request be sent to Ceredigion to amend the current traffic orders to specifically prevent parking and also requesting that the bollards be replaced.

ARGYMHELLWYD y dylid mabwysiadu’r tiwbiau dal baneri mewn egwyddor ond y dylai’r costau gael eu hystyried gan y Pwyllgor Cyllid o ran prynu, cynnal a chadw a chyflawni’r prosiect.

It was RECOMMENDED that the flag holders should be adopted in principle but that the costs should be considered by the Finance Committee in terms of purchase, maintenance, and project delivery.

It was RECOMMENDED that Council writes to Ceredigion to reconsider planting on the site

Cwestiynau’r ymgynghoriad ynghylch ymgysylltu â rhanddeiliaid gan Brifysgol Aberystwyth i’w dosbarthu i gynghorwyr er mwyn cytuno ar ymateb yn y Cyngor Llawn.

The consultation questions regarding stakeholder engagement by Aberystwyth University to be circulated to councillors in order to agree a response at Full Council.
