Mae’r Cyngor yn croesawu’r cynllun yn gyffredinol ac mae’n falch o weld mannau gwyrdd yn cael eu cynnwys a defnydd o ddeunyddiau adeiladu traddodiadol. Fodd bynnag, gan mai cynllun amlinellol yn unig ydyw, byddai angen mwy o fanylion er mwyn rhoi ystyriaeth lawn i ddyluniad penodol yr adeiladau a’u huchder a’u pellter oddi wrth adeiladau cyfagos.

NO OBJECTION

The Council broadly welcomes the plan and is pleased to see the inclusion of green spaces and use of traditional building materials. However, as it is only an outline plan, more detail would be needed in order to consider fully the specific design of the buildings and their height and proximity relative to nearby buildings.

Ymateb y Cyngor Tref

•      Mae’r Cyngor Tref yn cefnogi cyflwyno Cyfarwyddyd Erthygl 4 yn Aberystwyth.

•      Mae’n cytuno ag ehangu’r ardal gadwraeth i gynnwys Craig Glais a’r Pier a hoffai ei gweld yn cael ei hymestyn ymhellach i gynnwys y lanfa bren ac ardaloedd hanesyddol Trefechan. Mae’n argymell ehangu’r ardal ym mhob adolygiad i gynnwys adeiladau sydd o leiaf yn 80 oed ar adeg adolygu.

•      Mae’r Cyngor yn argymell y dylid cyfeirio at adroddiad CADW ar Gymeriad Trefol wrth ystyried ceisiadau cynllunio o fewn yr ardal gadwraeth.

•      Hoffai’r Cyngor weld mwy o ddarpariaeth ar gyfer cadwraeth yr iaith Gymraeg yn y gwerthusiad, megis enwau tai a strydoedd.

The Town Council’s response:

·         The Town Council supports the introduction of an Article 4 Direction in Aberystwyth.

·         It agrees with the expansion of the conservation area to include Craig Glais and the Pier and would like to see it further extended to include the wooden jetty and historic areas of Trefechan. It recommends the area is extended at each review to include buildings that are at least 80 years old at the time of review.

·         The Council recommends that the CADW report on Urban Character is referred to when considering planning applications within the conservation area.

·         The Council would like to see more provision for the conservation of the Welsh language in the appraisal, such as house and street names.

Byddai ymateb yn cael ei anfon yn amlygu’r angen am reolaethau cyflymder a chyfyngiadau ar gychod cyflym yn yr harbwr a’r bae, oherwydd yr effaith negyddol y gallant ei gael ar fywyd gwyllt morol.

A response would be sent, highlighting the need for speed controls and restrictions on high-speed vessels in the harbour and bay, due to the negative effect they can have on marine wildlife.

•      Oherwydd gwaith adnewyddu, roedd gorsaf bleidleisio Central Ward wedi’i symud o Fyddin yr Iachawdwriaeth i Ganolfan Morlan. Teimlwyd bod hyn yn dderbyniol er ei fod yn cynrychioli taith hirach i rai

•      Roedd gorsaf bleidleisio Ward Rheidol yn anaddas, ac awgrymwyd y Clwb Pêl-droed fel lleoliad newydd.

•      Due to renovation works, Central Ward’s polling station had been moved from the Salvation Army to the Morlan Centre. This was felt to be acceptable although it represented a longer journey for some.

•      Rheidol Ward’s polling station was unsuitable, and the Football Club was proposed as a new venue.

A separate letter would be sent expressing concern over licencing notices being issued only in English and reminding the authority of its duty to provide these bilingually.
