Cyflwyniad gan Dîm Prosiect Aldi –Archfarchnad newydd ar dir yr hen safle Kwik Save (Coedlan y Parc)

 

Estynnwyd croeso cynnes i Will Davies, Rob Jones ac Owain Griffiths o Dîm Prosiect Aldi.

 

Hysbyswyd yr aelodau fod Aldi, pedwerydd cadwyn archfarchnadoedd fwyaf y DU, yn cynnig siop newydd ar safle blaenorol Kwik Save ar Goedlan y Parc, gan gynrychioli buddsoddiad o oddeutu £7 miliwn yn y dref.

 

Nodwyd bod caniatâd ar gyfer datblygiad tebyg wedi’i roi gan Gyngor Sir Ceredigion yn 2019, ond cafodd ei wrthdroi gan Lywodraeth Cymru oherwydd materion llifogydd, a eglurodd y tîm fod y rhain bellach wedi’u datrys yn y cais presennol.

 

Nodwyd y byddai’r datblygiad yn creu 28 o swyddi cyfwerth ag amser llawn, gyda chyflog uwch na’r cyflog byw a phwyslais ar recriwtio lleol.

 

Roedd y cynnig yn cynnwys 77 o leoedd parcio, gyda darpariaeth gwasanaethu i’r de a pharcio cwsmeriaid i’r gogledd. Nodwyd trafodaethau parhaus gyda Chyngor Sir Ceredigion, gan gynnwys cytundeb ar drefniadau mynediad a dyluniad yr adeilad.

Rhoddwyd trosolwg o’r dyluniad, gan bwysleisio’r bwriad i greu mynedfa o safon uchel i’r dref. Nodwyd bod yr ymgynghoriad cyhoeddus ar agor tan 25 Mehefin 2026, gyda lefel uchel o gefnogaeth wedi’i hadrodd hyd yma.

 

Cododd y Cynghorwyr gwestiynau ynghylch tirlunio a choed, darpariaeth y Gymraeg, rheoli parcio, a chyrchu cynnyrch lleol. Cadarnhaodd Aldi ymrwymiadau i blannu a chadw coed, arwyddion dwyieithog, cefnogaeth i’r Gymraeg, a gweithio gyda chyflenwyr lleol a mentrau cymunedol.

 

Nododd yr aelodau’r manteision economaidd posibl, gan gynnwys buddsoddiad, creu swyddi, a defnyddio contractwyr lleol, a chroesawyd ymgysylltu parhaus wrth i’r cynnig ddatblygu.

 

Diolchodd yr aelodau i Dîm Prosiect Aldi am eu cyflwyniad a chanmolwyd eu hymdrechion i ymgysylltu â’r gymuned.

 

Presentation by Aldi Project Team – New supermarket on land at the Former Kwik Save site (Coedlan y Parc)

 

A warm welcome was extended to Will Davies, Rob Jones and Owain Griffiths from the Aldi Project Team.

 

Members were informed that Aldi, the UK’s fourth largest supermarket chain, were proposing a new store on the former Kwik Save site on Park Avenue, representing an investment of approximately £7 million into the town.

 

Permission for a similar development had been granted by Ceredigion County Council previously in 2019, however was overturned by the Welsh Government due to flooding issues, which the team explained had since been addressed in this application.

 

It was noted that the development would create 28 full-time equivalent jobs, with above living wage pay and local recruitment.

 

The proposal included 77 parking spaces, with servicing to the south and customer parking to the north. Ongoing discussions with Ceredigion County Council were noted, including agreement on access arrangements and the building design.

 

An overview of the design was provided, highlighting the intention to create a high-quality gateway into the town. It was noted that the public consultation was open until 25 June 2026, with a high level of support reported so far.

 

Councillors raised queries regarding landscaping & trees, Welsh language provision, parking management, and the sourcing of local produce. Aldi confirmed commitments to tree planting and retention, bilingual signage, support for the Welsh language, and working with local suppliers and community initiatives.

 

Members noted the potential economic benefits, including investment, job creation, and use of local contractors, and welcomed continued engagement as the proposal progresses.

 

Members thanked Aldi Project Team for their presentation and commended their efforts to engage with the community.

 

 
9 Ymgynghoriad Cyn-Gynllunio: hen safle Kwik Save, Coedlan y Parc

 

Ystyriwyd y cais arfaethedig ac yn gyffredinol fe’i hystyriwyd yn un cryf, gyda’r Aelodau’n mynegi cefnogaeth mewn egwyddor.

Gofynnodd y Cyngor i ystyriaeth gael ei rhoi i’r pwyntiau canlynol:

·         Mwy o blannu coed ar draws y safle, yn enwedig ar hyd y ffin â Coedlan y Parc, ac o fewn y maes parcio ei hun

·         Arwyddion dwyieithog a sicrhau darpariaeth gwasanaethau Cymraeg, gan gynnwys staff sy’n siarad Cymraeg

·         Ymgysylltu cymunedol cryfach ac integreiddio gwell gyda’r dref

·         Hyrwyddo teithio llesol, gan gynnwys cyfleusterau parcio beiciau ac annog staff i feicio i’r gwaith

·         Cyrchu cynnyrch lleol a Chymreig

·         Ystyried arferion cynaliadwy, gan gynnwys ailgylchu a lleihau gwastraff

 

Yn ogystal, gwnaeth yr Aelodau sylwadau cadarnhaol ynghylch y buddsoddiad yn y dref, creu swyddi, ymrwymiadau cynaliadwyedd, ailgylchu ac ailddefnyddio deunyddiau, darpariaeth storio gwastraff a gwastraff bwyd, a’r potensial i ddefnyddio contractwyr lleol.

 

Awgrymwyd y dylid gwahodd NFU Cymru i fynychu cyfarfod yn y dyfodol i drafod cynaliadwyedd bwyd gyda’r Cyngor.

Pre-Application Consultation: Former Kwik Save site, Coedlan y Parc

 

The proposed application was considered and was generally regarded as strong, with Members expressing support in principle.

The Council requests that consideration be given to the following points:

·         Increased tree planting across the site, particularly along the boundary with Park Avenue, and within the car park itself

·         Bilingual signage and ensuring the provision of Welsh language services, including Welsh-speaking staff

·         Stronger community engagement and integration with the town

·         Promotion of active travel, including cycle parking facilities and encouragement for staff to cycle to work.

·         Sourcing local and Welsh produce

·         Consideration of sustainable practices, including recycling and waste reduction

 

In addition, Members made positive comments regarding the investment into the town, job creation, sustainability commitments, recycling and reuse of materials, provision for waste storage and food waste, and the potential use of local contractors.

 

It was suggested that NFU Cymru be invited to attend a future meeting to discuss food sustainability with the Council.

 

Cllr Lucy Huws abstained from voting.

10 Ymgynghoriad Cyn-Gynllunio: 24 Y Stryd Fawr

 

Mae’r Cyngor yn croesawu datblygu llety o ansawdd uchel yng nghanol y dref, yn enwedig uwchben unedau masnachol; nodir nifer o agweddau cadarnhaol ar y cynllun, gan gynnwys:

·         Cynnwys storfa beiciau a hyrwyddo teithio llesol

·         Darpariaeth gardd do gymunedol a mannau gwyrdd

·         Ansawdd a maint cyffredinol y fflatiau

·          Defnydd o ddeunyddiau priodol yn y dyluniad, yn enwedig y deunydd traddodiadol a ddefnyddir ar gyfer y ffenestri

·         Darpariaeth ar gyfer storio gwastraff

 

Mae’r Cyngor yn nodi’r materion canlynol:

·         Er bod darpariaeth ddigonol ar gyfer storio gwastraff wedi’i chynnwys, byddem yn croesawu archwilio’r posibilrwydd o ddarpariaeth storio gwastraff gymunedol ar y safle

·         Gofynnwn i amod cynllunio gael ei osod i atal y preswylfeydd rhag cael eu defnyddio fel ail gartrefi neu lety gwyliau

·         Byddem yn edrych yn anfafriol ar unrhyw her posibl o ran fforddiadwyedd

·         Croesewir y ddarpariaeth o do gwyrdd / gardd gymunedol; disgwyliwn y bydd gan bob preswylydd fynediad llawn i’r holl do yn hyn o beth (lle bo’n ddiogel)

Pre-Application Consultation: 24 Y Stryd Fawr

 

The Council welcomes the development of high quality accommodation within the town centre, particularly above commercial units; we note several positive aspects of the scheme, including:

·         The inclusion of cycle storage and promotion of active travel

·         The provision of a communal rooftop garden and green space

·         The overall quality and size of the flats

·         The use of appropriate materials in the design, particularly the traditional material used for the windows

·         The provision for storage of waste.

 

The Council notes the following matters:

·         Whilst adequate waste storage has been provided, we would welcome investigations into implementing potential community waste storage provision at the site.

·         We would ask that a planning condition be placed preventing the residences form being used as second homes or holiday accommodation.

·         We will look unfavourably at any potential affordability challenge.

·         The provision of a green roof / community garden is to be welcomed. We expect that all of the residences will have full access to the whole of the roof in this respect (where safe).

·         We would welcome more information on the heating systems and their sustainability / energy efficiency.

 

Overall, the development is welcomed in principle.
