·        Members extended their sincere condolences to Cllr. Talat Chaudhri following the recent loss of his brother.

8. ‘Glanhau Strydoedd Aberystwyth’ – Cyflwyniad gan Medi James a Sue Jones-Davies: Nodwyd fod Medi James, Cyng. Nishant Chandolia a Cyng. Emlyn Jones wedi cyfarfod i drafod yr ymgyrch balchder dinesig, a deallwyd bod yr ymgyrch bellach ar y gweill.

9. Toiledau Cyhoeddus: Cytundeb Lefel Gwasanaeth: Nodwyd bod angen i’r Clerc a’r Maer gyfarfod â swyddogion Cyngor Sir Ceredigion er mwyn cynnal trafodaethau pellach.

10. Bwrdd Iechyd Prifysgol Hywel Dda: Cynllun Gwasanaethau Clinigol – Gwasanaethau Strôc – Cam 2: Nododd yr aelodau fod ymateb y Cyngor i’r ymgynghoriad ar wasanaethau strôc wedi’i gyflwyno. Nodwyd ymhellach fod e-bost gan Fwrdd Iechyd Prifysgol Hywel Dda wedi’i dderbyn ac wedi’i gynnwys yn yr ohebiaeth i’w ystyried.

8 ‘Aberystwyth Street Cleaning’ – Presentation by Medi James and Sue Jones-Davies: It was noted that Medi James, Cllr. Nishant Chandolia and Cllr. Emlyn Jones had met to discuss the civic pride campaign, which was understood to now be underway.

9: Public Toilets: Service Level Agreement: It was noted that the Clerk and Mayor needed to meet with Ceredigion County Council officers for further negotiation.

10 Hywel Dda University Health Board: Clinical Services Plan – Stroke Services – Phase 2: Members noted that the Council’s response to the consultation on stroke services had been submitted. It was further noted that an email from Hywel Dda University Health Board had been received and was included within the correspondence for consideration.

6 “Aberystwyth Blue Month” art funding proposal:

Members were informed that the artwork project would be commencing in the next week, as the necessary permission had been obtained from Ceredigion County Council.

7 The County of Ceredigion (Communities) Order 2026: Members noted that the Council’s letter had been submitted and that the response received had subsequently been circulated to members.

9 Seagull Proof Bags: Members were informed that the seagull-proof bags had been ordered and were expected to be delivered by the end of October.

Adolygodd yr aelodau Ŵyl y Castell 2026 a chofnodwyd eu diolch i’r staff am eu gwaith caled wrth drefnu’r digwyddiad.

Nododd y Clerc fod yr ŵyl wedi bod yn llwyddiant er gwaethaf y tywydd gwael. Cydnabuwyd bod nifer y mynychwyr yn is na’r disgwyl, gyda’r tywydd wedi cael effaith sylweddol ar nifer yr ymwelwyr.

Trafododd yr aelodau drefniadau ar gyfer digwyddiadau yn y dyfodol, gan gynnwys a ddylid adolygu amseriad yr ŵyl. Nodwyd y byddai adroddiad ar y digwyddiad yn cael ei ddosbarthu yn y dyddiau nesaf gan y Cydlynydd Marchnadoedd a Digwyddiadau.

Cydnabu’r aelodau bwysigrwydd yr ŵyl fel digwyddiad cymunedol a nodwyd y gallai ffurfio rhan o ddathliadau 750 mlwyddiant y dref yn 2027. Cydnabuwyd hefyd effaith gadarnhaol y digwyddiad o ran denu pobl i ganol y dref.

Codwyd pryderon ynghylch effaith tywydd garw ar y llwyfan a’r perfformwyr. Cytunodd yr aelodau y dylid ystyried y materion hyn fel rhan o’r broses gynllunio ar gyfer gwyliau’r dyfodol.

Members reviewed Gŵyl y Castell 2026 and recorded their thanks to staff for their hard work in organising the event.

The Clerk noted that, despite poor weather conditions, the festival had been a success. It was acknowledged that attendance was lower than anticipated, with the weather having a significant impact on visitor numbers.

Members discussed arrangements for future events, including whether the timing of the festival should be reviewed. It was noted that a report on the event would be circulated in the coming days by the Market and Events Co-ordinator.

Members recognised the importance of the festival as a community event and noted that it could form part of the town’s 750th anniversary celebrations in 2027. The positive impact of the event in bringing people into the town centre was also acknowledged.

Concerns were raised regarding the effects of adverse weather on the stage and performers. Members agreed that these issues should be considered as part of the planning process for future festivals.

Derbyniodd yr aelodau ddiweddariad ar Grant Trawsnewid Trefi.

Nodwyd bod y cais wedi’i gymeradwyo gan y Cyngor Llawn ym mis Chwefror 2026, a’i fod wedi bod yn llwyddiannus. Fodd bynnag, ni allai’r prosiect fynd rhagddo i ddechrau gan fod y cynllun yn aros am gyllid pellach gan Lywodraeth Cymru. Ers hynny, mae’r cyllid wedi’i ymestyn ac mae’r prosiect bellach yn gallu dechrau. Fodd bynnag, ni roddwyd estyniad i’r amserlen, sy’n golygu bod yn rhaid cwblhau’r holl waith erbyn diwedd mis Rhagfyr 2026.

Yn anffodus, ni fydd yn bosibl cyflawni pob elfen o’r cynnig gwreiddiol o fewn yr amserlen sydd ar gael, ond bydd mwyafrif y prosiect yn mynd rhagddo. Nodwyd na fyddai’n bosibl cyflawni’r gwaith sy’n ymwneud ag arwydd marchnad yr Hen Dref oherwydd y gofynion ar gyfer gwaith dylunio a chaniatâd cynllunio.

Nodwyd y byddai’r prosiect yn cael effaith ariannol sylweddol, gan fod y grant yn darparu 70% o’r cyllid, gyda’r Cyngor yn gorfod darparu cyllid cyfatebol ar gyfer y 30% sy’n weddill. Cynghorwyd yr aelodau fod cyfanswm gwerth y prosiect tua £96,000, gyda chyfraniad gan y Cyngor o oddeutu £28,000 yn galluogi buddsoddiad o bron i £96,000 mewn gwelliannau ledled y dref. Byddai diweddariad ariannol manylach yn cael ei gyflwyno i’r Pwyllgor Cyllid.

Codwyd cwestiynau ynghylch cyfrifoldebau cynnal a chadw yn y dyfodol a chyflwr y byrddau hysbysu presennol. Cytunodd yr aelodau y dylid adolygu cyflwr yr asedau presennol fel rhan o’r prosiect.

Yn ystod y drafodaeth, bu’r aelodau hefyd yn ystyried sut mae’r Cyngor yn cyfathrebu ei brosiectau a’i gyflawniadau. Awgrymwyd y dylid ystyried cyfleoedd cyhoeddusrwydd yn dilyn cyfarfodydd y Cyngor. Cytunwyd y dylai’r mater hwn gael ei ystyried gan y Pwyllgor Polisi.

Members received an update on the Transforming Towns Grant.

It was noted that the application had been approved by the Full Council in February 2026, and had been successful however the project could not proceed initially due to the scheme awaiting further funding from the Welsh Government. Funds had since been extended, and the project could now commence, however no extension has been given to the timescale, meaning all work needed to be completed by the end of December 2026.

Unfortunately it would not be possible to deliver all elements of the original proposal within the available timescale, but the majority of the project would proceed. It was noted that works relating to the Old Town market sign could not be delivered due to the requirements for design work and planning consent.

Members noted that the installation of festoon lighting, improvements to the Castle Gardens, gazebos, planters, noticeboards and information boards would form part of the project. Some elements would be scaled back to ensure delivery within the required timeframe.

It was noted that the project would have a significant financial impact, as the grant provided 70% funding, with the Council required to provide match funding for the remaining 30%. Members were advised that the total project value was approximately £96,000, with a Council contribution of approximately £28,000 enabling investment of almost £96,000 in improvements across the town. A fuller financial update would be provided to the Finance Committee

Questions were raised regarding future maintenance responsibilities and the condition of existing noticeboards. Members agreed that the condition of existing assets should be reviewed as part of the project.

During discussion, members also considered how the Council communicates its projects and achievements. It was suggested that publicity opportunities be considered following Council meetings. It was agreed for this to be considered by the Policy Committee.

Roedd cynigion wedi’u dosbarthu i drawsnewid ardal y ddôl flodau gwyllt yn ardd ffurfiol, yn dilyn nifer o bryderon a godwyd gan aelodau nad oedd yr ardal flodau gwyllt yn addas.

Nodwyd bod y cynllun diwygiedig yn cynnwys plannu ychwanegol, tri mainc a chreu man eistedd mwy deniadol.

Croesawodd yr aelodau’r cynnig a nodwyd y byddai cynnwys mwy o seddi yn annog trigolion ac ymwelwyr i wneud mwy o ddefnydd o’r ardal.

Gan weithredu o dan y pwerau dirprwyedig i wneud penderfyniadau o fewn cyllidebau parciau a thiroedd, PENDERFYNWYD cymeradwyo’r cynllun diwygiedig a bwrw ymlaen â’r gwaith arfaethedig.

Proposals had been circulated to transform the wildflower are into a formal garden, following several concerns being raised by members that the wildflower was not suitable.

It was noted that the revised design included additional planting, three benches and the creation of a more attractive seating area.

Members welcomed the proposal and noted that the inclusion of additional seating would encourage greater use of the space by residents and visitors.

With delegated power to make decision under parks & ground budgets, it was RESOLVED to approve the revised design and proceed with the proposed works.

Members received an update regarding the proposed acquisition of additional land at Min y Ddol.

It was noted that negotiations remained ongoing, however it was likely that the land would be available to the Town Council. Members were advised that, before any decision could be made regarding the land, an ecological assessment would be required due to the potential presence of protected species within the area.

Two quotations had been received for the assessment.

Members discussed a number of potential uses for the land, including allotment expansion, a bike pump track, dog park, and other community facilities.

Concerns were raised regarding the cost of the assessment without certainty that the land would be acquired, and it was agreed that written confirmation from Ceredigion County Council that the Town Council would be the preferred party for the land should be obtained prior to proceeding.

With delegated power to make decision under parks & ground and allotment budgets, it was RESOLVED to commission the ecological assessment, accepting the lowest quote received, subject to written confirmation being received from Ceredigion County Council.

Gan weithredu o dan y pwerau dirprwyedig i wneud penderfyniadau sy’n ymwneud â golygfa’r Nadolig, PENDERFYNWYD cymeradwyo gwariant o oddeutu £7,740 ar addurniadau Nadolig ychwanegol yn unol ag argymhelliad y swyddogion, a dyrannu hyd at £3,000 ychwanegol tuag at gynlluniau goleuo addurnol peilot mewn lleoliadau eraill, fel yr awgrymwyd, ledled y dref.

Members considered a report regarding additional Christmas decorations for 2026 and thanked staff for the work undertaken in preparing the proposals. The report included additional crossing lights on Y Fynnon Haearn, a new Christmas tree at the Penglais garden, and garland decorations on lampposts. The estimated cost of these additions was £7,740.

It was noted that options for additional decorations in Stryd y Dollborth had been explored; however, challenges relating to the availability of electrical connections made this difficult. Members also discussed opportunities in other locations, including Y Porth Bach, Plascrug, Penparcau and Trefechan.

Members considered the use of temporary and battery-powered lighting displays and discussed the potential for trial installations in additional locations. The possibility of extending decorations to areas including Penparcau, Trefechan and other community spaces was also raised.

Following discussion, members agreed to proceed with the purchase of additional Christmas decorations. Members further agreed to allocate up to £3,000 towards trial lighting schemes in additional locations, such as Min y Ddol, Neuadd Goffa, Organ Donor Garden or near the allotments in Penparcau, together with locations in Trefechan, with options to be circulated to members for approval.

With delegated authority to make decision relating to the Christmas scene, t was RESOLVED to approve expenditure of approximately £7,740 on additional Christmas decorations as per officer’s recommendation, and to allocate up to and additional £3,000 towards trial ornamental lighting schemes in other locations, as suggested, across the town.

Codwyd pryderon ynghylch yr acwsteg yn yr eglwys ac awgrymwyd y dylid ceisio cyngor ar welliannau posibl. Awgrymwyd gosodiadau dros dro i leihau adlais sain, megis carpedi neu baneli ffabrig.

ARGYMHELLWYD y dylid ymchwilio i leoliadau cyfarfod amgen er mwyn ceisio lleihau costau, ac y dylai Gweithgor Neuadd Gwenfrewi ystyried y rhain yng nghyd-destun datblygiad yr hen eglwys.

Members considered options for the future location of Council meetings and discussed measures to improve capacity at Neuadd Gwenfrewi, noting that meeting at external venues was costly.

It was noted that the installation of a screen in the adjoining meeting room could allow members of the public to view meetings when the main chamber reached capacity. Members discussed the temporary use of two rooms for larger meetings.

Members also considered alternative venues, including St Paul’s Methodist Centre, Merched y Wawr Hall, Plas Antaron and the Salvation Army Hall, particularly in light of venue costs and accessibility.

Concerns were raised regarding acoustics within the church and it was suggested that advice be sought on potential improvements. Temporary sound dampening installations, such as carpet or fabric panels was suggested.

It was RECOMMENDED that alternative meeting venues be investigated to try and reduce costs, and that the Neuadd Gwenfrewi Working Group consider these in the context of development of the former church.

Adolygwyd y testunau drafft a gwnaed nifer o ddiwygiadau i’r geiriad. Cytunodd yr aelodau y dylid cyflwyno fersiynau diwygiedig pellach i gyfarfod nesaf y Cyngor.

Nodwyd bod cyllideb celf stryd a phlaciau eisoes wedi’i hymrwymo i waith celf Mis Glas ar y bandstand ac i blac Cerdd Ystwyth, ac mai dim ond lle i un plac ychwanegol oedd ar gael heb orwario’r gyllideb.

ARGYMHELLWYD cymeradwyo’r placiau gyda’r geiriadau diwygiedig.

ARGYMHELLWYD yn bellach gymeradwyo gorwariant er mwyn gallu cynhyrchu’r holl blaciau, gyda chost amcangyfrifedig y gorwariant i’w chyflwyno i’r Cyngor Llawn.

The Committee considered the draft wordings for the plaques to commemorate notable women.

The draft texts were reviewed and a number of amendments made to the wording. Members agreed that further revised drafts should be presented to the next meeting of the Council.

It was noted that the street art & plaques budget had already been committed to the Blue Month artwork on the bandstand, and the Cerdd Ystwyth plaque, and that there was only scope for one additional plaque without overspending.

It was RECOMMENDED to approve the plaques with their amended wordings. It was also RECOMMENDED to approve over expenditure to production of all of the plaques, with a n estimate of the over expenditure amount to pro provided to the Full Council.

Awgrymwyd y dylid cynnwys detholiad o gerddi’r Bardd y Dref a chynigion aelodau, yn hytrach na’u cynnwys yn eu cyfanrwydd. Fodd bynnag, cytunwyd i gadw pob un ohonynt yn yr adroddiad, gan fod y Cyngor wedi awgrymu yn flaenorol y dylid eu cynnwys yn llawn yn adroddiad 2024-25.

ARGYMHELLWYD cymeradwyo’r Adroddiad Blynyddol 2025-2026.

Awgrymwyd ymhellach y dylid cyhoeddi adroddiad ar wahân yn adlewyrchu tymor presennol y Cyngor (2022-27), a chytunwyd y dylai’r Cyngor Llawn ystyried y mater hwn.

Members considered the Annual Report 2025-2026, which had been circulated prior to the meeting.

Members welcomed the report and noted the activities and achievements highlighted during the year.

It was suggested to include a sample of Bardd y Dref poems and councillor motions, rather than all of them, however agreed to retain them all as it had been suggested by Council to add them in their entirety in 2024-25’s report.

It was RECOMMENDED that the Annual Report 2025-2026 be approved.

It was further suggested that a separate report reflecting the last Council term (2022-27) be published, and it was agreed for this to be considered by the Full Council.

ARGYMHELLWYD y dylai’r Cyngor gefnogi Llwybr Meinciau Llyfrau Aberystwyth, darparu’r llythyr o gefnogaeth, a gwahodd y cynrychiolwyr i drafod y prosiect ymhellach gyda’r swyddogion.

Members considered a letter of support for the Aberystwyth Book Bench Trail, which had been circulated prior to the meeting.

It was RECOMMENDED that the Council support the Aberystwyth Book Bench Trail, provide the letter of support, and invite the representatives to discuss the project further with officers.

Cynghorwyd y Pwyllgor fod nifer o goed o amgylch y maes chwarae yn crogi dros yr ardal chwarae ac fod angen eu tocio yn ôl oherwydd pryderon diogelwch. Roedd dyfynbrisiau ar gyfer y gwaith wedi’u dosbarthu er ystyriaeth yr aelodau.

Nododd yr aelodau, gan fod y coed y tu allan i ffin y maes chwarae ac yn tyfu i mewn i’r safle, mai Cyngor Sir Ceredigion oedd yn gyfrifol amdanynt. Trafodwyd yr angen i’r gwaith gael ei gyflawni fel mater o flaenoriaeth.

Gan weithredu o dan y pwerau dirprwyedig i wneud penderfyniadau o fewn cyllidebau parciau a thiroedd, PENDERFYNWYD gofyn i Gyngor Sir Ceredigion gynnal y gwaith coed angenrheidiol.

PENDERFYNWYD ymhellach pe na bai Cyngor Sir Ceredigion yn cyflawni’r gwaith o fewn amserlen resymol, y byddai Cyngor Tref Aberystwyth yn trefnu i’r gwaith gael ei wneud yn uniongyrchol.

The Committee was advised that a number of trees surrounding the playground were overhanging the play area and required cutting back due to safety concerns. Quotations for the works had been circulated for members’ consideration.

Members noted that as the trees were outside of the playground and growing in, responsibility for the trees rested with Ceredigion County Council and discussed the need for the works to be undertaken as a matter of priority.

With delegated power to make decision under parks & ground budgets, it was RESOLVED to request that Ceredigion County Council carry out the necessary tree works. Should the County Council fail to undertake the works within a reasonable timeframe, it was RESOLVED that the Town Council arrange for the works to be carried out directly.

Ystyriodd y Pwyllgor bryderon ynghylch coed o dir cyfagos yn gorgyffwrdd â’r rhandiroedd. Roedd dyfynbrisiau ar gyfer y gwaith wedi’u dosbarthu er ystyriaeth yr aelodau.

Nododd yr aelodau fod y coed wedi’u lleoli ar dir sy’n eiddo i Gyngor Sir Ceredigion ac, felly, mai cyfrifoldeb y Cyngor Sir oedd eu cynnal a’u cadw.

Yn dilyn trafodaeth, PENDERFYNWYD ysgrifennu at Gyngor Sir Ceredigion yn gofyn iddynt gyflawni’r gwaith coed angenrheidiol, gan nodi mai cyfrifoldeb perchennog y tir yw cynnal a chadw’r coed.

The Committee considered concerns regarding trees overhanging the allotments from neighbouring land. Quotations for the works had been circulated for members’ consideration.

Members noted that the trees were on land owned by Ceredigion County Council and therefore their responsibility.

Following discussion, it was RESOLVED to write to Ceredigion County Council requesting that the necessary tree works be undertaken, noting that responsibility for the maintenance of the trees rests with the landowner.

The Committee considered a motion regarding the placement of a YesCymru flag at the Castle to support an upcoming rally.

The Clerk reminded members of the provisions relating to personal and prejudicial interests, and advised strongly that membership of YesCymru likely constituted a prejudicial interest in the matter.  He also reminded members that they responsible for making their own decisions regarding their declaration of interests.

Each member deliberated the nature of their interest, and declarations were made as follows.
