71 Penodi SAC dros dro

 

Roedd y Clerc wedi dychwelyd i’r gwaith, felly nid oedd angen penodi SAC dros dro.

Appoint a temporary RFO

 

The Clerk had returned to work, therefore there was no need to appoint a temporary RFO.

 
  Yn unol â Rheol Sefydlog 10a(xi), PENDERFYNWYD gwahardd y wasg a’r cyhoedd ar gyfer eitem 72, oherwydd natur gyfrinachol y busnes i’w drafod. In accordance with Standing Order 10a(xi), it was RESOLVED to exclude the press and public for item 72, due to the confidential nature of business to be discussed.  
72 Staffio

 

Cafwyd diweddariad ar faterion staffio gan y Cyng. Emlyn Jones, Cadeirydd y Pwyllgor Staffio. Roedd hyn yn cynnwys:

·         TGCh swyddfa – roedd y rhan fwyaf o’r staff bellach yn defnyddio gliniaduron, a oedd yn ffordd fwy effeithlon a hyblyg o weithio. Roedd Siambr y Cyngor bellach yn addas i grwpiau allanol ddefnyddio eu hoffer eu hunain, gan sicrhau gwell diogelwch data’r Cyngor. Roedd data’r Cyngor wedi’i drosglwyddo i Microsoft Sharepoint er mwyn cynyddu diogelwch, ac roedd mynediad at ddata staffio wedi’i gyfyngu i Gadeirydd y Pwyllgor Staffio a’r Clerc.

·         Cynhwysedd – Cytunwyd bod angen cyflogi aelod o staff rhan amser i ymgymryd â dyletswyddau gweinyddol a chefnogi’r clerc. Pwyllgor Staffio i drafod ymhellach.

·         Gwyliau blynyddol – PENDERFYNWYD cymeradwyo argymhelliad y Pwyllgor Staffio ynglŷn â gwyliau staff heb eu defnyddio.

·         Adolygiadau staff – roedd paratoadau ar y gweill i gynnal adolygiadau staff.

·         Pŵer Cymhwysedd Cyffredinol – PENDERFYNWYD darparu llythyr yn gofyn am estyniad i derfyn amser cymhwyster CiLCA y clerc.

Staffing

 

An update on staffing  matters was provided by Cllr. Emlyn Jones, Chair of the Staffing Committee. This included:

·         Office ICT – most staff were now using laptops, which was a more efficient and flexible way of working. The Council Chamber was now suitable for outside groups to use their own equipment, ensuring better security of Council data. Council data had been migrated to Microsoft Sharepoint to increase security, and access to staffing data restricted to the Chair of the Staffing Committee and the Clerk.

·         Capacity – It was agreed that there was need to employ a part-time member of staff to undertake administrative duties and support the clerk. Staffing Committee to discuss further.

·         Annual leave – It was RESOLVED to approve the Staffing Committee’s recommendation regarding unused staff leave.

·         Staff reviews – preparations were underway to undertake staff reviews.

·         General Power of Competence – It was RESOLVED to proivde a letter requesting an extention to the clerk’s CiLCA qualification deadline.
