·         Llongyfarchodd yr Aelodau drigolion lleol Ioan Guile a Bethan Bryn ar dderbyn Cymrodoriaethau er Anrhydedd Prifysgol Aberystwyth i gydnabod eu cyfraniadau rhagorol i addysg, diwylliant a’r gymuned. Nodwyd bod Ms Bryn wedi’i chydnabod am ei chyfraniad eithriadol i gerddoriaeth, tra bod Mr Guile wedi’i anrhydeddu am ei ymroddiad i gefnogi dysgwyr y Gymraeg. Anfonir cerdyn llongyfarch oddi wrth y Maer at y ddau.

·         Estynnodd yr Aelodau eu llongyfarchiadau i Dr Mari Turner ar gwblhau ei doethuriaeth (PhD) yn swyddogol, gan gydnabod y cyflawniad academaidd arwyddocaol hwn.

 

 Personal references:

 

·         Members noted the recent graduation ceremonies at Aberystwyth University and extended their congratulations to all graduating students, particularly the University’s first cohort of qualified vets and nurses.

·         Members expressed their thanks to Cllr. Alun Williams and Cllr. Lucy Huws for attending the graduation ceremonies on behalf of the Town Council.

·         Members reflected on the strong connection graduates maintain with Aberystwyth and noted comments made during the ceremonies by Professor Martin Stoddart regarding the lasting impact of studying in the town, as well as the importance of professional networking opportunities provided through the University.

·         Members congratulated local residents Ioan Guile and Bethan Bryn on receiving Honorary Fellowships from Aberystwyth University in recognition of their outstanding contributions to education, culture and the community. It was noted that Ms Bryn was recognised for her exceptional contribution to music, while Mr Guile was honoured for his dedication to supporting Welsh language learners. A card of congratulations from the Mayor would be sent to each of them.

13. Cais cyllido Ysgol Penglais: Gofynnodd aelod am ddiweddariad ar y cais cyllideb a dderbyniwyd gan Ysgol Penglais. Nodwyd bod y cais wedi’i ystyried a’i gymeradwyo gan y Cyngor; fodd bynnag, roedd y digwyddiad cysylltiedig eisoes wedi digwydd cyn i’r mater gael ei drafod yng nghyfarfod y Cyngor Llawn. Roedd y swyddfa wedi cysylltu â’r ysgol wedi hynny, ond ni dderbyniwyd ymateb.

13. Penglais School funding request: A member requested an update on the funding request received from Penglais School. It was noted that the request had been considered and approved by the Council; however, the associated event had taken place prior to the matter being discussed at the Full Council meeting. The office had subsequently contacted the school, but no response had been received.

 

 

  

 

 

 

 
8 Strategaeth arian wrth gefn

 

Ystyriodd yr Aelodau’r Strategaeth Cronfeydd Wrth Gefn ddrafft a thrafod lefel arfaethedig y Gronfa Wrth Gefn Gyffredinol. Nodwyd bod y strategaeth bresennol yn nodi targed o £200,000, sy’n cyfateb i oddeutu tri mis o wariant gros.

 

Roedd yr Aelodau o’r farn y dylai’r strategaeth nodi lefel isafswm ac uchafswm ar gyfer y gronfa wrth gefn. Nodwyd mai’r arfer a gydnabyddir yw cynnal cronfeydd wrth gefn cyffredinol rhwng tri a deuddeg mis o wariant gros.

 

Cytunodd yr Aelodau y byddai cronfa wrth gefn o rhwng tri a chwe mis o wariant yn briodol, a oedd, yn seiliedig ar gyllideb gyfredol y Cyngor, yn cyfateb i rhwng £200,000 a £400,000.

 

ARGYMHELLWYD cymeradwyo’r Strategaeth Cronfeydd Wrth Gefn gyda gwelliant i ddarparu ar gyfer isafswm Cronfa Wrth Gefn Gyffredinol o dri mis o wariant (£200,000) ac uchafswm Cronfa Wrth Gefn Gyffredinol o chwe mis o wariant (£400,000).

 

 

 

 Reserves strategy

 

Members considered the draft Reserves Strategy and discussed the proposed level of the General Reserve. It was noted that the current strategy identified a target reserve figure of £200,000, equivalent to approximately three months’ gross expenditure.

 

Members were of the view that the strategy should instead specify both a minimum and maximum reserve level. It was noted that recognised practice is for general reserves to be maintained at between three and twelve months’ gross expenditure.

 

Members agreed that a reserve of between three to six months’ expenditure would be appropriate, which based on the Council’s current budget, was equivalent to between £200,000 and £400,000.

 

It was RECOMMENDED to approve the Reserves Strategy with an amendment to provide for a minimum General Reserve of 3 months’ expenditure (£200,000) and a maximum General Reserve of 6 months’ expenditure (£400,000).

10 Dyfynbrisiau Dylunio Sefydliadol

 

Ystyriodd y Pwyllgor y dyfynbrisiau a dderbyniwyd ar gyfer darparu gwasanaethau Dylunio Sefydliadol, ynghyd â chrynodeb ac argymhelliad gan y Clerc.

 

ARGYMHELLWYD dyfarnu’r contract yn unol ag argymhelliad y Clerc.

 Organisation Design quotations

 

The Committee considered the quotations received for the provision of Organisation Design services, along with a summary and recommendation by the Clerk.

 

It was RECOMMENDED to award the contract in accordance with Clerk’s recommendation.

 

 

  
11 Gohebiaeth Correspondence  
11.1 CAVO – CANDO: Derbyniwyd gohebiaeth gan CAVO ynglŷn â phryderon llywodraethu yn ymwneud â CANDO. Nodwyd bod CAVO wedi cynghori’r sefydliad i atal gweithgareddau dros dro tra bo’r materion yn cael eu datrys. Gofynnwyd i’r swyddfa geisio rhagor o wybodaeth gan y sefydliad, a bydd y mater yn cael ei ystyried gan y Cyngor Llawn. CAVO – CANDO: Notification received from CAVO regarding governance concerns relating to CANDO. It was noted that CAVO had advised the organisation to pause activities while the issues were addressed. 11.2 Prosiect Bioamrywiaeth Cymunedol – Ardal Eistedd Heol y Wig: Derbyniwyd gohebiaeth ynglŷn â phrosiect bioamrywiaeth arfaethedig yn ardal eistedd Heol y Wig. Nodwyd y byddai’r Rheolwr Asedau a Chyfleusterau yn cyfarfod â’r preswylydd i drafod y cynnig ymhellach. I’w ystyried gan y Pwyllgor Rheolaeth Gyffredinol.

 

 

 Community Biodiversity Project – Pier Street Seating Area: Correspondence received regarding a proposed biodiversity project in the Pier Street seating area. It was noted that the Assets & Facilities Manager would meet with the resident to discuss the proposal further. To be considered by the General Management Committee. Agenda

11.3 Gŵyl Llyfrwerthwyr Annibynnol Aber: Derbyniwyd cais am gymorth tuag at gostau cyfieithu ar y pryd ar gyfer Gŵyl Llyfrwerthwyr Annibynnol Aber. Nodwyd bod cyllid eisoes wedi’i ddarparu drwy’r grŵp Dinas Llen. Aber Indie Bookshop Fest: Request received for support towards interpretation costs for the Aber Indie Bookshop Fest. It was noted that funding had already been provided through the Dinas Llen / City of Literature group.  
11.4 Bil Hawliau Natur: Derbyniwyd gohebiaeth drwy’r Cyng. Carl Worrall ynglŷn â safbwyntiau preswylydd lleol ar y Bil Hawliau Natur arfaethedig, colli bioamrywiaeth a gwarchod yr amgylchedd. Nature’s Rights Bill: Correspondence received via Cllr. Carl Worrall regarding views expressed by a local resident on the proposed Nature’s Rights Bill, biodiversity loss and environmental protection.  
11.5 Clwb Gymnasteg Aberystwyth: Derbyniwyd cais gan Glwb Gymnasteg Aberystwyth am gymorth ariannol tuag at y cyllid cyfatebol sydd ei angen i sicrhau offer a ariennir drwy Gronfa Bydd Actif Cymru. Aberystwyth Gymnastics Club: Request received from Aberystwyth Gymnastics Club for financial assistance towards match funding required to secure equipment funded through the Be Active Fund Wales.
