Cyflwyniad: CARER (Llwybr Addysg Gymunedol a Gwledig). Darparodd Dr Sue Fish drosolwg o’r Rhaglen a darparodd myfyrwyr meddygol drosolwg o’u profiadau o fewn lleoliadau meddygfeydd teulu ac yn gyffredinol yn Aberystwyth.

Presentation: CARER (Community and Rural Education Route). Dr Sue Fish provided an overview of the CARER Programme and medical students provided an overview of their experiences within GP surgery placements and of Aberystwyth generally.

Presentation: WASPI (Women Against State Pension Injustice).

 

Cllr Endaf Edwards declared a personal interest and left the chamber. Gweneira Raw-Rees also declared an interest.

 

 

Pamela Judge and Marie Thomas provided an overview of the WASPI campaign and requested financial and promotional support.

 

Financial support:

 

To be discussed by the Finance Committee but the campaign to be offered some photocopying support. Any contribution should be focussed locally.

 

Promotional support:

Council website, EGO page and councillors’ social media sites. WASPI to send electronic version of the leaflets

Other ideas:

The WASPI distribution list could include town and community councils, Penparcau Forum, churches etc
Advancing Aberystwyth’s digital signage could include WASPI events

Mayoral Activity Report:

 

A verbal report was presented

 

The Mayoral Parade was discussed, in view of last year’s period of notice for cadet groups, and Council RESOLVED that as many Aberystwyth groups as possible should be invited but that the Mayor elect could influence the format of the parade. The date should be sent out as soon as possible and the details confirmed following election.

Cllr Alun Williams:

Ceredigion Council were working with Powys to apply to Westminster for a Mid Wales Development Region in order to achieve funding. Funding would be earmarked for reinvigorating harbours.

 

A Welsh Government and Welsh Local Government Association Brexit briefing had highlighted areas affected by a ‘no deal’ exit scenario including fruit and veg shortages, food prices, medication shortages, fuel supplies and other essential medical goods not made in the UK

It was RESOLVED to amend the motion to consist of:

Aberystwyth Town Council would like to formally oppose the planned increase of 7% in Council Tax for 2019-20. We think it is unfair and unnecessary to squeeze out more than the recommended 5% increase.

 

Following a lengthy discussion, it was RESOLVED to oppose the motion.

Pre-planning consultation – Crown Building

 

Partial change of use from office (B1) to residential (C3) to provide 42 units and 4 storey extension.

 

Three areas of interest/concern were noted:

 

Quality of life and wellbeing

The featured balconies are welcomed but face North so will have limited sunlight
More balconies (at least juliet type balconies) are needed on the SW facing main frontage to ensure that residents enjoy an improved quality of life and that the building which is a prominent landmark, is aesthetically pleasing. This would also enhance saleability. The wooden cladding is welcomed.
Footpaths to and from the development are already well used and should be maintained and improved to encourage walking
What will the tenure of the development be? Owner occupier ‘downsizing’ options are needed in the area in response to the ageing demographic.

Environment

Solar panels should be installed on the roof and an environmentally friendly heating system installed
Insulation should be a key consideration as the building is exposed to the weather
Windows should be triple glazed
Landscaping is essential with existing trees/shrubs and green areas retained and enhanced

 

 

Infrastructure

An adequate but screened refuse storage area is essential and should not be located near balconies and windows.
Will there be assigned parking spaces for flats?
An adequate cycle rack/store should be provided
Access is essential to the allotment site (and bowling club) for loading and unloading (including an appropriate turning space)

Section 106 funding, if there was any available, could be used for playground and footpath improvements as well as provision of storage at the neighbouring allotments.

Roedd y poplys wedi cael eu torri lawr Yn dilyn cyngor proffesiynol ynghylch yr opsiwn mwyaf diogel ar gyfer ymdrin ag aildyfiant ar hyd y systemau gwreiddiau (crachgoed) cytunwyd i ddefnyddio plygiau eco.

 

Roedd y drysfa yn gostus i’w gynnal ac ARGYMHELLWYD symud y pyst a’r rhaffau, ond eu cadw mewn storfa, a gosod byrddau picnic ar y gwyrdd, a’u angori’n gadarn, i atal defnydd chwaraeon trwm oherwydd bod y tyweirch yn anaddas. Mesur dros dro yw hyn hyd nes y cwblheir dyluniad y parc yn dilyn yr ymgynghori. Nodwyd sylwadau ysgrifenedig gan y Cyng Mark Strong yn egluro bod difrod wedi bod o chwaraeon pêl cyn i’r ddrysfa gael ei roi yn ei le.

 

 

North Road Park:

 

The poplars had been felled. Following professional advice as to the safest option for dealing with regrowth along the root systems (suckers) it was agreed to use eco plugs.

 

 

The labyrinth was costly to maintain and it was RECOMMENDED that the posts and ropes be removed, but kept in storage, and picnic tables be put on the green, and anchored securely, to deterr heavy sport use as the turf was unsuitable. This represents an interim measure until the park design is finalised following consultation. Written comments from Cllr Mark Strong were noted explaining that there had been damage from ball sports before the labyrinth was put in place.

ARGYMHELLWYD y dylid gymeradwyo’r cynllun ac y dylid cyflwyno unrhyw wariant i’r Pwyllgor Cyllid.

 

Parc Kronberg:

 

Use by community groups and all ages was a requirement of the Lottery funding and a draft activity plan was presented for approval.

 

It was RECOMMENDED that the plan be approved and any expenditure to be presented to the Finance Committee.

Balchder Bro:

 

Roedd cyfarfod yn cael ei drefnu gydag Iechyd yr Amgylchedd a Strydlun Ceredigion i edrych ar opsiynau.

 

Roedd Aberystwyth ar y Blaen hefyd yn ystyried materion balchder dinesig. Roedd y pwnc hefyd yn berthnasol i’r Cynllun Lle.

 

ARGYMHELLWYD y dylid edrych ymhellach ar weithio mewn partneriaeth.

Civic Pride:

 

A meeting was in the process of being set up with Ceredigion Environmental health and Streetscene to explore options.

 

Advancing Aberystwyth were also considering civic pride issues. The topic was also relevant to the Place Plan.

 

It was RECOMMENDED that partnership working should be explored further.

Yn ogystal â’r gwaith plannu coed a gymeradwywyd gan y Cyngor, roedd y Cynghorydd Sue Jones-Davies wedi cael nifer o goed gan Coed Cadw i’w plannu.

 

ARGYMHELLWYD bod y Cyngor Llawn yn nodi lleoliadau addas.

Tree Planting:

 

In addition to the tree planting approved by the Council, Cllr Sue Jones-Davies had acquired a quantity of Woodland Trust trees for planting.

 

It was RECOMMENDED that councillors identify suitable locations.

Website: Gwe Cambrian had been asked to provide options for improving the website. The detail would be discussed by members of the Technology Committee before presenting to the Finance Committee.

Cllr Mark Strong complimented Aberystwyth secondary school pupils on both their commitment to the environment and their exemplary behaviour during their recent protest at Canolfan Rheidol and Rhodfa Padarn.

 

It was RECOMMENDED that a letter be sent to both schools and the Cambrian News.

It was RECOMMENDED that Council approve the accounts.

 

It was also RECOMMENDED that any PR/ Advertising underspend should go towards producing a poster and a leaflet of Bandstand entertainment during July and August to be distributed to all hotels.

Following detailed consideration, it was RECOMMENDED that Council approves the Financial Regulations and amendments, and that an electronic Order Book be created for the next financial year 2019-20.

RECOMMENDATIONS:

 

Maintenance of parks and green spaces and flowers: Schedule of Works to be reviewed to identify areas that could be contracted separately.
Christmas lights: recently reviewed
IT: to be discussed by the Technology Sub-Committee.
Accounting support: To be reviewed in 2022. (The Clerk declared an interest and withdrew from the Chamber).
Translator: due for review
Payroll & Pension: the Mayor would write a letter to the Dyfed Pension Fund to request that they disinvest in fossil fuels.

Produce a listing of all contracts and justifications.

Menter Aberystwyth: ARGYMHELLWYD cymeradwyo £8000 o gyllid craidd ond gan eu hatgoffa o’r angen i gydnabod y cyfraniad ym mhob cyhoeddusrwydd.

Menter Aberystwyth: it was RECOMMENDED that £8000 core funding was approved but with a reminder of the requirement to acknowledge the contribution in all publicity.
