Cyflwynodd Mike Walker wybodaeth am yr ail-agor arfaethedig o reilffordd Aberystwyth i Gaerfyrddin a’r Astudiaeth Ddichonoldeb a gyhoeddwyd yn ddiweddar.
Roedd y materion a drafodwyd yn cynnwys:

Poblogrwydd trenau o’i gymharu â bysiau – a’r trên fel estyniad i’r swyddfa
Dehongli ardal y daith at ddibenion twristiaeth
Yr effaith gadarnhaol ar deithiau cleifion (cefnogaeth Hywel Dda)
Yr effaith ar ardaloedd amgylcheddol bwysig megis cors Caron.

Datganodd y Cyng Mark Strong ddiddordeb fel cynrychiolydd y Cyngor Tref ar Fwrdd Craig Glais
DIM GWRTHWYNEBIAD heblaw pryderon ynglŷn â dŵr yn llifo i lawr a draeniad wyneb. Gallai defnyddio arwynebau treiddiedig a gwteri helpu i liniaru hyn.

Cllr Mark Strong declared an interest as the Town Council representative on the Constitution Hill Board
NO OBJECTION other than concerns regarding ‘run-off’ water and drainage. Use of permeable surfaces and drains could help alleviate this.
5.3
A181126 8 Stryd y Gorfforaeth
Mae’r Cyngor yn GWRTHWYNEBU’r defnydd o UPVC yng nghanol yr ardal gadwraeth. Mae nifer o’r tai cyfagos yn rhestredig

Council OBJECTS to the use of UPVC within the heart of the conservation area. Several of the neighbouring properties are listed
5.4
A180962: Carreg Goch, Ffordd Ddewi
Er nad yw’r Cyngor yn gwrthwynebu mae ganddo’r pryderon canlynol:
Mae angen adeiladu’r annedd newydd yn unol â chymeriad nodedig eiddo cyfagos – gan gynnwys y math / lliw o garreg naturiol a ddefnyddir yn ogystal â gosod ffenestri a drysau pren yn hytrach na UPVC
Dylid gwneud darpariaeth lawn ar gyfer draenio gan ei fod wedi’i leoli o fewn ardal gyda pherygl o gael llifogydd.
A180962: Carreg Goch, St David’s Rd
Whilst the Council has NO OBJECTION it does have the following concerns:
The new dwelling needs to be built in keeping with the distintive character of neighbouring properties – including the type/colour of natural stone used as well as fitting timber windows and doors as opposed to UPVC
Full provision should be made for drainage as it is located within a flood risk area.

Nid oedd yn bosibl plannu coed yn y triongl glaswellt ar waelod rhiw Penglais (nesaf i’r parlwr Tatŵ) oherwydd trwch y pridd a sylfeini.
Byddai lleoliad Heol Penparcau yn golygu cais i’r Asiantaeth Cefnffyrdd ond roedd yna ychydig o bryder lleol ynglŷn â gwelededd

It was not possible to plant trees in the grass triangle at the bottom of Penglais Hill (next to the Tattoo parlour) due to the thin soil and foundations.

Ceredigion Council Parks and Gardens had planted most of the bulbs in the Town Hall greens and at the bottom of Penglais Hill (next to the tattoo parlour). The Penparcau Road location would have involved an application to the Trunk Road Agency but could be planted next year.

Cyflwyniad: Datblygiad yr Hen Goleg
Cyflwynodd Rhodri Llwyd Morgan a Jim O’Rourke wybodaeth am y cynlluniau arfaethedig a fyddai’n cynnwys ystafelloedd perfformiad ac ystafelloedd arddangos, 33 o ystafelloedd gwely 4 *, caffi, ystafelloedd addysgu, mannau cynadledda ac unedau busnes creadigol. Byddai mynedfa newydd yn cael ei greu trwy ddefnyddio’r tai Sioraidd drws nesaf.
Datganodd y Cyng Charlie Kingsbury fuddiant personol gan ei fod yn gyflogedig gan Lywodraeth Cymru a gadawodd y Siambr. Cymerodd y Cyng Dylan Lewis y gadair.
Datganodd y Cyng Endaf Edwards ddiddordeb cyffredinol gan ei fod yn aelod o Bwyllgor Rheoli Datblygu Ceredigion.
Yn ogystal â chynnig cefnogaeth gref i’r cynlluniau arfaethedig, gwnaeth y cynghorwyr y sylwadau canlynol:
Dylid defnyddio lliwiau priodol i adlewyrchu oed yr adeilad
Dylid cynnwys pwysigrwydd y môr, yr harbwr a’r rheilffordd
Roedd angen adfer y cerrig tywodfaen yn ofalus
Gallai darpariaeth trafnidiaeth gyhoeddus fel Parcio a Theithio lleddfu materion parcio
Roedd yr adeilad yn well na nifer o adeiladau’r Ymddiriedolaeth Genedlaethol
Roedd plant yn edrych ar yr adeilad fel castell ac nid oedd ystafelloedd teulu ar gael yn Aberystwyth.
Cadarnhaodd Jim O’Rourke fod lliwiau gwreiddiol wedi’u canfod ac y byddai cynllun rheoli cadwraeth. Roedd trafodaethau’n digwydd gydag eglwys Sant Mihangel yn ymwneud â pharcio ond roedd Ceredigion hefyd yn edrych ar ffyrdd i annog fwy o drosiant ceir yn parcio ar hyd y promenâd.
ARGYMHELLWYD anfon llythyr yn mynegi cefnogaeth cryf gydag atodiad yn crynhoi sylwadau’r cynghorwyr.
Presentation: Development of the Old College
Rhodri Llwyd Morgan and Jim O’Rourke presented information about the proposed plans which would include performance and function rooms, exhibition areas, 33 4* bedrooms, cafe, teaching rooms, conference spaces and creative business units. A new entrance would be created by utilising the Georgian houses next door.
Cllr Charlie Kingsbury declared a personal interest as he was a Welsh Government employee and left the Chamber. Cllr Dylan Lewis took the chair.
Cllr Endaf Edwards declared a general interest as he was a member of the Ceredigion Development Control Committee.
In addition to offering strong support for the proposed plans councillors made the following observations:
Appropriate colours should be used to reflect the age of the building
The importance of the sea, the harbour and the railway should be included
Careful restoration was needed for the sandstone
Public transport provision such as Park & Ride could alleviate parking issues
The building was superior to many National Trust properties
