PENDERFYNWYD mabwysiadu’r cynnig canlynol:

 

Yng ngoleuni’r astudiaeth ddichonoldeb ddiweddar, mae Cyngor Tref Aberystwyth yn ailadrodd ei gefnogaeth lawn i gyswllt rheilffordd newydd o Aberystwyth i Gaerfyrddin er mwyn troi Cymru’n genedl effeithlon, modern, gysylltiedig.

 

ac i ysgrifennu at Network Rail,Theresa May a Phrif Weinidog Cymru ynghylch pwysigrwydd y prosiect i Gymru, yn ogystal ag i Elin Jones i gynnig cefnogaeth y Cyngor wrth drefnu cyfarfod cyhoeddus

Traws Link Cymru Presentation

 

Mike Walker presented information on the proposed re-opening of the Aberystwyth to Carmarthen railway and the recently published Feasibility Study.

 

Matters discussed included:

passenger numbers – will be higher than anticipated in the feasibility study as students and tourists haven’t been included
The need for integrated public transport especially for rural areas
The popularity of trains as compared to buses – and the train as an extension of the office
Interpretation of the journey area for tourism purposes
The positive effect on patient journeys (Hywel Dda support)

The effect on areas of environmental importance such as Tregaron bog.
Costs per km as compared to road developments such as the Heads of the Valleys and the Newport section of the M4
Tunnels are common in Europe for new routes

It was RESOLVED to adopt the following motion:

 

In the light of the recent feasibility study, Aberystwyth Town Council reiterates its full support for a new railway link from Aberystwyth to Carmarthen in order to turn Wales into an efficient, modern, connected nation.

 

and to write to Network Rail, Theresa May and the First Minister regarding the importance of the project to Wales, as well as to Elin Jones to offer the Council’s support in organising a public meeting.

Owen Jones bench: The community were grateful to the Town Council for the prompt replacement

Cllr Alun Williams:

Christmas lights switch on 1 December with Lantern Parade leaving St Michael’s church at 5pm. Stewards to be at the church for 4.15pm.

Active Travel works were currently taking place including more tactile paving and directional arrows on the cycle lane at Riverside Terrace

Public transport reduction in Penparcau (Cllr Charlie Kingsbury): it was RESOLVED to write to Ceredigion Council and Welsh Government asking for more services and highlighting the difficulties of the geographical character of both Penparcau and Waunfawr. The new dwelling needs to be built in keeping with the distintive character of neighbouring properties – including the type/colour of natural stone used as well as fitting timber windows and doors as opposed to UPVC
Full provision should be made for drainage as it is located within a flood risk area.

Stella Celia was in attendance to provide more information in support of the item of correspondence regarding the War Memorial

 

It was RECOMMENDED that a meeting of key partners including CADW, Ceredigion Museum, War Memorials Trust and the Royal Commission on the Ancient and Historical Monuments of Wales be organised to further investigate the options and costs for restoration and relocation of the memorial and to place a plaque at its current location

It was not possible to plant trees in the grass triangle at the bottom of Penglais Hill (next to the Tattoo parlour) due to the thin soil and foundations.

 

The Penparcau Road location would involve an application to the Trunk Road Agency but there was some local concern about visibility

 

It was RECOMMENDED that a meeting with Ceredigion and Trunk Road officers be organised to discuss locations and policy.

Roedd Parciau a Gerddi y Cyngor Sir wedi plannu’r rhan fwyaf o’r bylbiau yn llyniau Neuadd y Dref ac ar waelod rhiw Penglais (wrth ymyl y parlwr tatŵ). Byddai angen gwneud cais i’r Asiantaeth Cefnffyrdd ar gyfer Ffordd Penparcau ond gellid ei blannu y flwyddyn nesaf.

 

Byddai’r ddau fag bylbiau sy’n weddill yn cael eu plannu ar 16 Rhagfyr yn Rhes y Poplys a Ffordd y Bryn gan gynghorwyr ward Bronglais a gwirfoddolwyr

Ceredigion Council Parks and Gardens had planted most of the bulbs in the Town Hall greens and at the bottom of Penglais Hill (next to the tattoo parlour). The Penparcau Road location would have involved an application to the Trunk Road Agency but could be planted next year.

Cadarnhaodd Jim O’Rourke fod lliwiau gwreiddiol wedi’u canfod ac y byddai cynllun rheoli cadwraeth. Roedd trafodaethau’n digwydd gydag eglwys Sant Mihangel yn ymwneud â pharcio ond roedd Ceredigion hefyd yn edrych ar ffyrdd i annog fwy o drosiant ceir yn parcio ar hyd y promenâd.

 

 

ARGYMHELLWYD anfon llythyr yn mynegi cefnogaeth cryf gydag atodiad yn crynhoi sylwadau’r cynghorwyr.

Presentation: Development of the Old College

 

Rhodri Llwyd Morgan and Jim O’Rourke presented information about the proposed plans which would include performance and function rooms, exhibition areas, 33 4* bedrooms, cafe, teaching rooms, conference spaces and creative business units. A new entrance would be created by utilising the Georgian houses next door.

 

Cllr Charlie Kingsbury declared a personal interest as he was a Welsh Government employee and left the Chamber. Cllr Dylan Lewis took the chair.

 

Cllr Endaf Edwards declared a general interest as he was a member of the Ceredigion Development Control Committee.

 

In addition to offering strong support for the proposed plans councillors made the following observations:

 

Appropriate colours should be used to reflect the age of the building
The importance of the sea, the harbour and the railway should be included
Careful restoration was needed for the sandstone
Public transport provision such as Park & Ride could alleviate parking issues
The building was superior to many National Trust properties
Children viewed the building as a castle and family rooms were not available in Aberystwyth.

Jim O’Rourke confirmed that original colours had been found and that there would be a conservation management plan. Negotiations were taking place with St Michael’s church regarding parking but Ceredigion were also looking at ways to encourage a greater turnover of cars parked along the promenade.

 

It was RECOMMENDED that a letter be sent conveying strong support with an addendum listing the points raised by councillors.

Senior’s Christmas Lunch ticket prices for carers: whilst supporting in principle discounted tickets for carers needing to accompany a senior citizen to the lunch, it was RECOMMENDED that it would be looked at in greater detail for next year.
