33 Gŵyl Crime Cymru

Rhoddodd Alis Hawkins a Matt Johnson, cyd-gadeiryddion Crime Cymru, casgliad o awduron troseddau yng Nghymru gyda’r nod o gefnogi awduron troseddau, annog talent newydd a hyrwyddo ysgrifennu troseddol yng Nghymru, drosolwg o’r ŵyl Crime Cymru arfaethedig yn Aberystwyth. I’w chynnal ar 29/30 Ebrill a 1 Mai 2022, mewn gwahanol leoliadau ledled y dref, byddai’r ŵyl yn unigryw a Chymreig ac o bwysigrwydd cenedlaethol a rhyngwladol. Byddai’n costio oddeutu £30,000 a byddent yn chwilio am nawdd i dalu’r costau, a roeddent yn bwriadu ei wneud yn ddigwyddiad blynyddol.

PENDERFYNWYD ysgrifennu llythyr o gefnogaeth i Crime Cymru a thrafod cefnogaeth ariannol yn ddiweddarach.

Crime Cymru festival

Alis Hawkins and Matt Johnson, co-Chairs of Crime Cymru, a collective of crime writers in Wales with the aim of supporting crime writers, encouraging new talent and promoting crime writing in Wales, provided an overview of the proposed Crime Cymru festival at Aberystwyth. To be held on 29/30 April and 1 May 2022, in various venues across the town, the festival would be uniquely Welsh and of national and international importance. It would cost approximately £30,000 and they would be looking for sponsorship to cover the costs, and at making it an annual event.

 

The Council RESOLVED to write a letter of support to Crime Cymru and to discuss financial support at a later date.

28: Black Lives Matter – roedd busnes yn Aberteifi wedi derbyn rhywfaint o ymateb negyddol ar ôl gosod poster Black Lives Matter yn eu ffenestr. PENDERFYNWYD anfon llythyr o gefnogaeth i’r busnes a mynegi undod gyda’r Cyngor Tref.

Matters arising from the minutes

 

28: Black Lives Matter –  a business in Aberteifi had received some negative responses after placing a Black Lives Matter poster in their window.

It was RESOLVED to send a letter of support to the business and to express solidarity with the Town Council.

39 Cefnogi busnesau – datblygu ardaloedd troed

 

 

Roedd Cyngor Ceredigion yn bwriadu datblygu ardaloedd i gerddwyr dros dro yng nghanol y dref i sicrhau diogelwch y cyhoedd. Roedd e-byst gan gynghorwyr sir, yn mynegi gwahanol safbwyntiau, wedi’u rhannu â chynghorwyr i lywio’r drafodaeth.

 

 

Esboniodd y Cynghorydd Alun Williams mai bwriad y cynllun oedd cynorthwyo busnesau bach i ailagor yn ddiogel a galluogi cyflawni pellter cymdeithasol

 

PENDERFYNWYD yn unfrydol anfon llythyr o gefnogaeth i’r cynllun at Gyngor Ceredigion ond hefyd yn gofyn iddynt ystyried materion mynediad a symudedd.

 

Business support – development of pedestrian areas

 

Ceredigion Council planned to implement a temporary pedestrian zone within the town centre to ensure public safety. Emails from county councillors, expressing differing viewpoints, had been shared with councillors to inform the discussion.

 

Cllr Alun Williams explained that the plan was to aid small businesses to reopen safely and to enable social distancing to be achieved

 

It was unanimously RESOLVED to send a letter of support for the plan to Ceredigion Council but also asking for access and mobility issues to be considered.

 

 
40 Gohebiaeth Correspondence

 

 
40.1 Erthyglau 215 a 4: Derbyniwyd ymateb gan Adran Gynllunio Ceredigion ac roedd y Cyng. Lucy Huws wedi drafftio ateb gyda chwestiynau pellach.

PENDERFYNWYD ymchwilio i ba gefnogaeth yr oedd ei hangen ar Geredigion i weithredu Erthygl 4 ac, os angen, cyfrannu cyllid.

Articles 215 and 4: A response had been received from Ceredigion Planning and Cllr Lucy Huws had drafted a reply with further questions.

It was RESOLVED to investigate what support Ceredigion needed to implement Article 4 and if necessary contribute funding.

40.2 Cais am drwydded adeilad – Rummers: cais am adloniant hwyr tan 4am ar Nos Wener a Nos Sadwrn ac ar Nos Galan, Noswyl Nadolig, Calan Gaeaf a phob dydd Sul cyn gwyliau banc. Nid oedd y preswylwyr yn hapus am y cais. Gwrthwynebodd y Cyngor y cais ac anogwyd cynghorwyr i gyflwyno sylwadau cyn 9 Gorffennaf.

 

Premises Licence Application Rummers Bar: an  application for late entertainment until 4am on Fridays and Saturdays and on New Year’s Eve, Christmas Eve, Halloween and every Sunday prior to bank holidays.  Residents were not happy about the application. Council opposed the application and councillors were encouraged to submit comments before 9 July.

 

 
40.3 Cyfyngu Cyflymder Penparcau:  Roedd y Cyng. Dylan Wilson-Lewis wedi cychwyn deiseb ar wefan y Senedd yn galw am ostwng y terfyn cyflymder i 20mya. Anogwyd cynghorwyr i ymateb

 

Penparcau Speed Limit: Cllr Dylan Wilson-Lewis had instigated a petition on the Senedd website calling for a reduction in the speed limit to 20mph.  Councillors were encouraged to respond.

 

 
40.4 Diweddariad Traws Link Cymru:  Roedd swyddogion trafnidiaeth Llywodraeth Cymru wedi cydnabod eu cyfrifoldebau o dan Ddeddf Lles Cenedlaethau’r Dyfodol wrth gyflwyno’r achos i’r Adran Drafnidiaeth yn Llundain dros ddatblygu Coridor Rheilffordd y Gorllewin

 

Traws Link Cymru Update: Welsh Government transport officials had acknowledged their responsibilities under the Wellbeing of Future Generations Act in making the case to the Department for Transport in London for the development of a Western Railway Corridor

 

 
40.5 Materion yn ymwneud a chyffuriau ym Mhenparcau: roedd troseddau yn ymwneud â chyffuriau wedi cynyddu a PHENDERFYNWYD gwahodd Comisiynydd yr Heddlu a swyddogion priodol i gyfarfod Cyngor Tref i ddarparu gwybodaeth ar sut yr oeddent yn ymdrin â chyffuriau yn Aberystwyth.

 

Yn dilyn cwyn gan deulu ifanc yn Fifth Avenue am werthwyr cyffuriau yn defnyddio lloches y Cyngor Tref a adeiladwyd allan o frics, PENDERFYNWYD dymchwel y lloches a rhoi lloches persbecs yn ei le

 

Drug Related issues Penparcau: drug-related offences had increased and it was RESOLVED to invite the Police Commissioner and appropriate officers to a Town Council meeting to provide information on how they were tackling drugs in Aberystwyth.

 

Following a complaint from a young family in Fifth Avenue about drug dealers using the Town Council’s brick built shelter it was RESOLVED to replace it with a perspex shelter

Grass cutting and watering contract

Three tenders had been submitted and following careful consideration it was RESOLVED to accept the cheapest on the basis that the contract would be reviewed at the end of the financial year.

 

The fence attached to the inner hedge would be removed and the hedge cut back drastically, as well as sections removed where there were young trees needing light, when appropriate.
