“Ymwybyddiaeth Cacwn Asiaidd” cyflwyniad gan Cymdeithas Gwenynwyr Ceredigion

 

Croesawyd Catherine Taylor ac Anthony Burgess i’r cyfarfod a rhoddasant gyflwyniad ar y risgiau sy’n gysylltiedig â’r Cacynen “melyngoes” Asiaidd (Vespa velutina).

 

Roedd y rhywogaeth ymledol wedi bod yn bresennol yn Lloegr ac Ewrop ers blynyddoedd lawer, fodd bynnag dim ond yn ddiweddar y cofnodwyd y golwg a’r nythod cyntaf yng Nghymru ger Wrecsam ym mis Ionawr 2026. Disgwylid mai dim ond mater o amser fyddai hi cyn y byddai’r Cacynen yn lledu i Gymru.

 

Y prif bryderon oedd bod y Cacynen yn ysglyfaethwr ymosodol iawn o bryfed brodorol, yn enwedig peillwyr pwysig a gwenyn mêl. Gyda phigiad pwerus, roedd hefyd yn beryglus i bobl, yn enwedig oherwydd ei natur ymosodol pan fydd nythod yn cael eu haflonyddu; cofnodwyd 12 marwolaeth yn Ffrainc yn 2025.

 

Dosbarthwyd gwybodaeth ar sut i adnabod ac adrodd am weliadau’r Cacynen, gyda phwyslais ar ddal y Frenhines yn gynnar cyn sefydlu nythod. Rhoddwyd tair trap i’r Cyngor fel rhodd, i’w codi ym Maes Gwenfrewi a safleoedd rhandiroedd.

 

Ystyriwyd ffyrdd penodol y gallai’r Cyngor gynorthwyo i godi ymwybyddiaeth. ARGYMHELLWYD bod y Cyngor yn trefnu dau sesiwn ymwybyddiaeth gyhoeddus (un yn y dref ac un ym Mhenparcau) i gynrychiolwyr gyflwyno eu gwybodaeth i’r cyhoedd ehangach. Awgrymwyd gwahodd y rhanddeiliaid allweddol canlynol:

“Asian Hornet Awareness” presentation by the Welsh Beekeepers Association

 

Catherine Taylor and Anthony Burgess were welcomed to the meeting and gave a presentation on the risks associated with the Asian “yellow-legged” Hornet (Vespa velutina).

The invasive species had been present in England and Europe for many years, however first sightings and nests in Wales had only recently been reported near Wrexham in January 2026. It was expected that it would only be a matter of time before the Hornet would spread into Wales.

 

The primary concerns were that the Hornet is a highly aggressive predator of native insects, especially important pollinators and honey bees. With a powerful sting it was also dangerous to humans, especially due to its aggressive nature when nests are disturbed; 12 fatalities had been recorded in France in 2025.

 

Information was circulated on how to recognise and report sightings of the Hornet, with emphasis placed on catching Queen’s early before nests are established. Three traps were given to the Council as a gift, to be erected in Maes Gwenfrewi and allotment sites.

 

Specific ways that the Council could assist in raising awareness were considered. It was RECOMMENDED that the Council organise two public awareness sessions (one in the town and one in Penparcau) for representatives to present their information to the wider public. It was suggested to invite the following key stakeholders:

·         Schools

·         Allotments

·         Parc Natur Penglais support group

·         Greener Aberystwyth Group

·         Aberystwyth Conservation Volunteers

·         Penparcau Hub

·         Penparcau Wildlife group

Gofynnwyd am ddiweddariad ar yr ardd blodau gwyllt ar Rhes Penglais. Nodwyd bod swyddogion wedi cyfarfod â’r arbenigwr lleol a awgrymwyd, a chytunwyd nad oedd y blodau gwyllt yn gweithio yn y lleoliad hwnnw. Roedd awgrymiadau eraill yn cynnwys plannu coed yn drwchus, gan gyfeirio at y Sugi Project rhyngwladol; roedd angen cwmpasu pellach cyn y gellid ystyried y mater ymhellach. Roedd awgrymiadau eraill yn cynnwys creu gardd ffurfiol, yn debyg i’r rhai ym Maes y Frenhines.

It was RECOMMENDED that officers produce a schedule of annual planting timescales, for the benefit of Councillors and to be published online.

 

An update was requested on the wildflower garden on Penglais Terrace. It was noted that officers had met with the local expert suggested, and it was agreed that the wildflower was not working in that location. Alternative suggestions included dense tree planting, with reference made to the international Sugi Project; further scoping was needed before ethe matter could be considered further. Other suggestions included creating a formal garden, akin to those at Queen’s Square.

8.1 Promenad y De

 

Roedd disgwyl i’r pedwar plannwr a archebwyd gyrraedd yn yr wythnosau nesaf. Byddai cais am drwydded adran 178 ar gyfer eu gosod yn cael ei wneud i Gyngor Sir Ceredigion. Y lleoliadau a ffefrir oedd ar hyd y rhan breswyl Y Ro Fawr, wrth y mannau croesi i gerddwyr. Nodwyd bod diddordeb cymunedol mewn cynnal a phlannu’r planwyr.

The four planters ordered were due to arrive in the coming weeks. An application for a s. 178 licence for their installation would be made to Ceredigion County Council. The preferred locations were along the residential section of Y Ro Fawr, at the pedestrian crossing points. It was noted that there was community interest in maintaining and planting the planters.

8.2 Y Stryd Fawr

 

Roedd caniatâd wedi’i dderbyn gan Asiant Cefnffyrdd Gogledd a Chanolbarth Cymru (ACGChC) i osod basgedi blodau crog ar golofnau goleuo gyda bracedi presennol (ni fyddai caniatâd i osod bracedi yn cael ei roi). Roedd 18 o fasgedi blodau crog wedi’u cael heb unrhyw gost gan Gyngor Sir Ceredigion.

 

 

O dan awdurdod dirprwyedig i gymeradwyo gwariant yn ymwneud â Golygfa’r Stryd, PENDERFYNWYD cymeradwyo gwariant amcangyfrifedig o hyd at £1,000 ar gyfer plannu.

 

 

Byddai angen asesu costau ac ymarferoldeb dyfrio yn barhaus dros fisoedd yr haf.

 

Y Stryd Fawr

 

Permission had been received from the North and Mid Wales Trunk Road Agent (NMWTRA) to install hanging flower baskets on lighting columns with existing brackets (permission to install brackets would not be granted). 18 hanging flower baskets had been obtained at no cost from Ceredigion County Council.

 

 

Under delegated authority to incur expenditure relating to the Street Scene, it was RESOLVED to approve estimated expenditure of up to £1,000 for planting.

 

 

The costs and practicality of watering would need to be assessed on an ongoing basis over the summer months.

 

 

   
8.3 Penparcau

 

Roedd Fforwm Cymunedol Penparcau wedi cynnal a phlannu planhigion ym Mhenparcau o’r blaen, ond roedd yn ddealladwy nad oedd yr aelod staff yn ei swydd mwyach, ac roedd y grŵp wedi cael trafferth plannu o ganlyniad.

 

 

ARGYMHELLWYD bod y Cyngor yn mabwysiadu’r planhigion ym Mhenparcau yn ffurfiol, ar yr amod bod Fforwm Cymunedol Penparcau yn fodlon ar hyn. Nodwyd rhywfaint o ansicrwydd ynghylch nifer y planhigion, a byddai eglurder yn cael ei geisio.

 

Penparcau

 

Planters in Penparcau had previously been maintained and planted by Penparcau Community Forum, however it was understood that the member of staff was no longer in post, and the group was subsequently struggling to plant.

 

 

It was RECOMMENDED that the Council formally adopt the planters in Penparcau, provided that Penparcau Community Forum were amenable to this. Some uncertainty on the number of planters was noted, and clarity would be sought.

 

 

 

   
7 Proses archebu’r Bandstand

Derbyniwyd gohebiaeth gan grŵp lleol yn mynegi rhwystredigaeth ynghylch y broses o archebu Bandstand Aberystwyth, yn enwedig:

·         Cyfyngiadau ar nifer y bwciadau y gall grŵp eu gwneud mewn blwyddyn;

·         Costau uchel, yn enwedig os oedd angen yr adeilad dros nos.

Nodwyd bod y bandstand yn cael ei reoli gan Gyngor Sir Ceredigion ar hyn o bryd, nid y Cyngor Tref. Fodd bynnag, derbyniwyd gohebiaeth ar wahân yn ddiweddar gan y Cyngor Sir yn awgrymu trosglwyddo rheolaeth posibl.

 

ARGYMHELLWYD bwrw ymlaen â thrafodaethau ynghylch cymryd rheolaeth o’r bandstand, gyda swyddogion i gael rhagor o wybodaeth am y prosesau presennol a goblygiadau trosglwyddo, yn enwedig goblygiadau staffio, i’w hystyried ymhellach gan y Cyngor Llawn.

Bandstand booking process

 

Cllr. Kerry Ferguson joined the meeting.

 

Correspondence had been received from a local group expressing frustration at the process of booking Aberystwyth Bandstand, particularly:

·         Communication difficulties;

·         Limitations on number of bookings a group can make in a year;

·         High costs, especially if the premises was needed overnight.

It was noted that the bandstand was currently managed by Ceredigion County Council, not the Town Council. However, separate correspondence had recently been received from the County Council suggesting a potential transfer of management.

 

It was RECOMMENDED to proceed with discussions on taking management of the bandstand, with officers to obtain further information on current processes and the implications of a transfer, in particular staffing implications, for further consideration by the Full Council.

Nodwyd yr angen am lanhau rheolaidd ym Mhenparcau, yn enwedig mewn mannau fel mynedfa ystâd Cae Job. Eglurwyd bod yr ardal benodol dan sylw wedi’i chlirio, a bod un o Gynorthwywyr Amgylcheddol y Cyngor yn ymgymryd â glanhau ym Mhenparcau un diwrnod yr wythnos.

 

Nodwyd gwaith gwirfoddol Aber Outdoors, ac effaith eu cyhoeddusrwydd ar falchder dinesig; cytunwyd i anfon llythyr diolch.

The need for regular cleaning in Penparcau was noted, especially of areas such as the entrance to the Cae Job estate. It was explained that the particular area concerned had been cleared, and that one of the Council’s Environmental Assistants undertook cleaning in Penparcau one day per week.

The voluntary work of Aber Outdoors, and the impact of their publicity on civic pride, was noted; it was agreed to send a letter of thanks.

 

The need to further publicise the work of the Environmental Assistants was noted, especially the need to post consistent content of their work on social media platforms.

10 Menter cyfranogiad cymunedol Prifysgol Aberystwyth

 

Roedd cynnig gan Ganolfan Deialog y Brifysgol wedi’i ddosbarthu ymlaen llaw. ARGYMHELLWYD bwrw ymlaen i weithio gyda’r Brifysgol ar y prosiect, fodd bynnag y dylai’r Cyngor gymryd rhan fwy ymgysylltiedig, yn hytrach na chefnogi’r fenter yn unig.

Aberystwyth University civic engagement initiative

 

A proposal from the University’s Dialogue Centre had been circulated prior. It was RECOMMENDED to proceed to work with the University on the project, however that the Council should take a more involved role, rather than simply supporting the initiative.

 

   
11 Cwyn parc sglefrfyrddio Park Kronberg

 

Roedd pryderon gan breswylydd ynghylch plant yn taflu cerrig mân i’r parc sglefrio wedi dod i law. Nodwyd nad oedd yr ohebiaeth a dderbyniwyd yn gŵyn ffurfiol ac roedd yn fwy priodol iddi gael ei hystyried gan y Pwyllgor hwn, na thrwy weithdrefn gwynion y Cyngor.

 

Cytunwyd bod y mater yn anodd ei ddatrys, gyda dewisiadau fel disodli’r cerrig mân wrth waelod coed gyda sylfeini resin neu sglodion pren wedi’u hystyried ond wedi’u hystyried yn amhriodol.

 

ARGYMHELLWYD codi posteri yn annog defnyddwyr y parc sglefrio i gymryd gofal a sicrhau bod y rampiau’n glir o falurion cyn eu defnyddio, a phosteri hefyd i atal unigolion rhag taflu cerrig ar y rampiau.

Park Kronberg skatepark complaint

 

Concerns from a resident about children throwing pebbles onto the skatepark had been received. It was noted that the correspondence received was not a formal complaint and it was more appropriate for it to be considered by this Committee, than by the Council’s complaints procedure.

 

It was agreed that the issue was difficult to solve, with options such as replacing the pebbles at the bases of trees with resin or woodchip bases considered but deemed inappropriate.

 

It was RECOMMENDED to erect posters encouraging users of the skatepark to take care and ensure that the ramps were clear of debris before using them, and also posters to deter individuals from throwing stones onto the ramps.

Care & maintenance of Pen Dinas

 

A plea by Cllr. Carl Worrall had been circulated to the Council and other bodies, requesting support in caring for Pen Dinas.

 

The site’s importance as a natural and historic landmark was noted, and there was widespread support among members for maintaining Pen Dinas as one of Aberystwyth’s most important locations.

 

Concerns were noted around:

·         Signage and access;

·         Litter and dog mess;

·         Overgrowth of vegetation;

·         Lack of information and awareness of the site’s history;

·         The condition of the Wellington Monument.

 

It was agreed that there was a need to increase public awareness and interest in caring for Pen Dinas. It was noted that there had previously been attempts to create a Friends of Pen Dinas support group, similar to the Parc Natur Penglais support group, which unfortunately had not been fruitful. It was deemed that there would likely be more community interest in such a group now, and it was RECOMMENDED that the Council hold a public meeting to build interest and affection for the site, with the aim of establishing a community support group. It was suggested to hold this meeting in the summer, at Penparcau Hub, inviting the following to speak:

·         Toby Driver, Royal Commission on the Ancient and Historic Monuments of Wales.

·         A nature expert

·         Ceredigion County Council

An amendment was proposed to alter the wording under Pledge 3 and Pledge 5 from “recommend councillors to” to “suggest councillors to”. The amendment was passed.

 

A further amendment was proposed to remove Pledge 6, due to there being no Wales equivalent of the LGA Coastal Special Interest Group. The amendment was passed.

 

It was RECOMMENDED to approve the amended motion.

Roedd y cynnig wedi’i ddosbarthu ymlaen llaw, ac fe’i eiliwyd gan y Cyng Maldwyn Pryse gyda gwelliant i hefyd ddarparu Cydnabyddiaeth o Wasanaeth i Gyngor Sir Ceredigion fel sefydliad allweddol wrth sicrhau dynodiad Dinas Llenyddiaeth UNESCO. Pasiwyd y gwelliant.

Motion: Recognition of local people (Cllr. Dylan Lewis-Rowlands

 

The motion had been circulated prior, and was seconded by Cllr. Maldwyn Pryse with an amendment to also provide a Recognition of Service to Ceredigion County Council as an organisation key in securing the UNESCO City of Literature designation. The amendment was passed.

 

It was RECOMMENDED to approve the amended motion.

16.1 Arolwg Sgiliau Rhanbarthol Canolbarth Cymru: Arolwg o sgiliau busnes i helpu i lunio dyfodol addysg ôl-16. Nodwyd bod potensial i ddatblygu canolfan ddysgu ôl-16 yn Sir Gaerfyrddin. Mid Wales Regional Skills Survey: Survey of business skills to help shape the future of post-16 education. It was noted that there was potential development of a post-16 learning hub in Carmarthenshire.    
16.2 Digwyddiad Cenedlaethau’r Dyfodol Prifysgol Aberystwyth: Digwyddiad Swyddfa Gyrfaoedd a Thîm Deddf Cenedlaethau’r Dyfodol Cymru ar 23 Ebrill 2026. Aberystwyth University Future Generations event: Careers Office & Future Generations Act Wales Team  event on 23 April 2026.    
16.3 Llwybr Stryd y Faenor – Fflatiau Penmorfa: Dwy eitem o ohebiaeth gan aelod o’r cyhoedd, yn nodi pryderon ynghylch tipio anghyfreithlon a gordyfiant ar y llwybr torri drwodd rhwng Stryd y Faenor a fflatiau Penmorfa. Roedd yr aelod o’r cyhoedd yn bresennol yn y cyfarfod, ac amlinellodd ei phryderon ynghylch yr ardal hon. Nodwyd ansicrwydd ynghylch perchnogaeth y tir, a deallwyd ei fod, yn rhannol, yn eiddo i Gymdeithas Tai Barcud. Byddai’r Cyng. Maldwyn Pryse, Alun Williams a Jeff Smith yn cyfarfod â’r preswylydd ac yn ymchwilio ymhellach, gyda’r bwriad o adrodd yn ôl yng nghyfarfod nesaf y Pwyllgor. Penmorfa Flats – Vaynor Street path: Two items of correspondence from a member of the public, noting concerns about fly tipping and overgrowth on the cut-through path between Vaynor Street and the Penmorfa flats. The member of the public was present at the meeting, and outlined her concerns regarding this area. Uncertainty around ownership of the land was noted, and it was understood that it was, in part, owned by Barcud Housing Association. Cllrs.
