Peace ambassador
A presentation was given by Sam Bannon from Heddwch ar Waith. His presentation focused on Wales and Aberystwyth’s history and close involvement with international peace movements, and the importance and value of appointing a Peace Ambassador.
Proposed by Cllr. Kerry Ferguson and seconded by Cllr. Talat Chaudhri, it was RECOMMENDED to appoint Cllr. Dylan Lewis-Rowlands as Peace Ambassador.
Proposed by Cllr. Dylan Lewis-Rowlands and seconded by Cllr. Alun Williams, it was RECOMMENDED to appoint Cllr. Kerry Ferguson as deputy Peace Ambassador.
Sam Bannon left the meeting.

6 | Cyflwyniad gan yr Athro Jon Timmis, Is-Ganghellor Prifysgol Aberystwyth
Anerchwyd y cyfarfod gan yr Athro Jon Timmis, Is-Ganghellor Prifysgol Aberystwyth. Roedd ei sgwrs yn canolbwyntio ar bwysigrwydd y brifysgol i economi a lle Aberystwyth, prosiect yr Hen Goleg a sefyllfa ariannol y brifysgol. Roedd rhai pwyntiau allweddol a godwyd yn cynnwys: · Roedd recriwtio myfyrwyr domestig i fyny eleni, a oedd yn groes i’r duedd genedlaethol. · Roedd cwrs nyrsio milfeddygol newydd wedi ei gychwyn; Prifysgol Aberystwyth oedd yr unig un yng Nghymru i gynnig cwrs o’r fath. · Roedd y brifysgol yn wynebu pwysau ariannol sylweddol, gyda diffyg o £15 miliwn eleni. Roedd hyn yn bennaf oherwydd marweidd-dra ffioedd dysgu, anhawster i recriwtio myfyrwyr rhyngwladol oherwydd newidiadau i ddeddfwriaeth mewnfudo, a chwyddiant cyffredinol. Nid oedd hyn yn unigryw i Brifysgol Aberystwyth, ac roedd prifysgolion ar draws y wlad yn wynebu problemau tebyg. · Roedd prosiect yr Hen Goleg yn dasg enfawr, a disgwylir iddo agor yn 2026. · Pwysigrwydd y brifysgol fel sefydliad dinesig a’i heffaith ar greu lle, yn enwedig yr Hen Goleg. · Pwysigrwydd cydweithio rhwng y brifysgol a’r Cyngor Tref, a meithrin a thyfu partneriaeth gref.

Presentation from Prof. Jon Timmis, Vice Chancellor of Aberystwyth University
Prof. Jon Timmis, Vice Chancellor of Aberystwyth University addressed the meeting. His talk focussed on the importance of the university to the economy and place of Aberystwyth, the Old College project and the university’s financial situation. Some key points raised included: · Domestic student recruitment was up this year, which was contrary to the national trend. · A new veterinary nursing course had been started; Aberystwyth University was the only in Wales to offer such a course. · The university was facing significant financial pressures, with a shortfall of £15 million this year. This was largely due to stagnation of tuition fees, difficulty in recruiting international students due to immigration legislation changes, and general inflation. This was not unique to Aberystwyth University, and universities al across the country were facing similar problems. · The Old College project was a massive undertaking, and expected to open in 2026. · The importance of the university as a civic institution and its impact on placemaking, especially the Old College. · The importance of cooperation between the university and the Town Council, and to foster and grow a strong partnership.
Prof. Timmis and Steve Thomas were thanked for their time and for attending the meeting in person.

7 | Adborth gweithgor Neuadd Gwenfrewi
Cyfarfu’r gweithgor ddydd Sul 13 Hydref. Roedd adborth yn cynnwys: · Yr angen i’r adeilad fod yn ddefnyddiadwy cyn gynted â phosibl. · Byddai rhai defnyddiau yn dibynnu ar gyrraedd y Pŵer Cymhwysedd Cyffredinol. · Byddai angen mynd i’r afael â’r eiddew a’r gwteri i’r wal ddeheuol fel blaenoriaeth, er mwyn helpu i fynd i’r afael â lleithder ar y wal honno. · Roedd gan ardd Tŷ’r Offeiriad lawer o botensial a dylid paratoi cynlluniau sy’n cynnwys defnydd posibl ar gyfer digwyddiadau. Gallai gwirfoddolwyr helpu gyda gwaith garddio. · Dylid cael prisiau ar gyfer sandio a staenio lloriau pren yr eglwys. · Yr angen i gadw ac ymchwilio i atgyweiriadau i’r organ. · Angen symud ymlaen i sicrhau cyllid grant ar gyfer adfer yr eglwys yn llawn.

Neuadd Gwenfrewi working group feedback
The working group met on Sunday 13 October. Feedback included: · The need for the building to be useable as soon as possible. · Some uses would be dependent on attaining the General Power of Competence. · Ivy and guttering to the South wall would need to be addressed as a priority, to help tackle dampness on that wall. · The Presbytery garden had lots of potential and plans should be prepared, incorporating possible use for events. Volunteers could help with gardening work. · Prices should be obtained for sanding and staining of the wooden floors in the church. · The need to preserve and investigate repairs to the organ. · Need to proceed with securing grant funding for full restoration of the church.

Roedd y gweithgor wedi cyfarfod ddydd Llun 14 Hydref. Roedd adborth yn cynnwys: · Gwelodd rhai dolydd blodau gwyllt Oxeye Daisies yn cystadlu’n well na blodau eraill, gan achosi diffyg amrywiaeth. Mae’n bosibl goresgyn hyn drwy leihau ffrwythlondeb y pridd. · Roedd bylbiau cennin pedr yn cael eu plannu yn barod ar gyfer y Gwanwyn, gyda phedwar math o gennin pedr. · Roedd y cynllun plannu yn cynnwys blodau sy’n blodeuo ddiwedd yr haf yn bennaf, a gwnaed awgrymiadau ar gyfer blodau ychwanegol i flodeuo yn gynnar yn yr haf. · Yr angen am welyau blodau newydd ar bromenâd y De i gynnwys Systemau Draenio Trefol Cynaliadwy (SDTC). · Roedd cynlluniau ar y gweill i osod basgedi rhwystr ar ben y Stryd Fawr. · Pwysigrwydd a gwerth cydweithio ag arbenigwyr lleol sy’n gallu rhoi gwybodaeth ac awgrymiadau amgen. · Pwysigrwydd hyrwyddo gwaith y Cyngor.
Byddai’r Clerc yn ysgrifennu nodiadau cryno o’r cyfarfod ac yn eu dosbarthu.

Flowers working group feedback
The working group had met on Monday 14 October. Feedback included: · Some wildflower meadows saw Oxeye Daisies outcompeting other flowers, causing a lack of variety. This could potentially be overcome by reducing soil fertility. · Daffodil bulbs were being planted ready from Spring, with four varieties of daffodil. · Planting scheme included mainly late summer blooming flowers, and suggestions were made for additional flowers to bloom early summer. · The need for new flower beds on the South promenade to include Sustainable Urban Drainage Systems (SUDS). · Plans were underway to fit barrier baskets at the top of Great Darkgate Street. · The importance and value of cooperating with local experts who can give knowledge and alternative suggestions. · The importance of promoting the Council’s work.
The Clerk would write summary notes of the meeting and circulate.

Gyda pwer dirprwyedig i ymateb a roddwyd yng nghyfarfod y Cyngor Llawn ar 7.10.2024, PENDERFYNWYD ymateb i’r ymgynghoriad gan godi’r pwyntiau a ganlyn: 1. Cefnogi mewn egwyddor lleihau amseroedd parcio ar y promenâd yn unig, er mwyn cynyddu trosiant traffig. Byddai hyn ar yr amod bod ystyriaeth yn cael ei roi i barcio ar gyfer trigolion a busnesau, nad yw’n effeithio’n negyddol arnynt. 2. Gwrthwynebu codi unrhyw tâl. 3. Gofyn i drwyddedau parcio ar draws Aberystwyth gael eu harchwilio ar gyfer trigolion a busnesau, yn enwedig ar gyfer ardaloedd dan bwysau megis o gwmpas Ysbyty Bronglais.

Byddai angen adolygu parcio ar gyfer beiciau modur hefyd, fel eu bod yn cael eu trin yr un fath ag unrhyw gerbyd arall. Pe bai tâl yn cael ei godi, yna dylai’r Cyngor Tref dderbyn 10% o’r refeniw a gynhyrchir, fel sy’n gyffredin mewn siroedd eraill.

Aberystwyth promenade parking charges consultation
Cllr. Alun Williams did not participate in discussions.
With delegated power to respond given by the Full Council meeting on 7.10.2024, it was RESOLVED to respond to the consultation raising the following points: 1. To support in principle the reduction of parking times on the promenade only, to increase traffic turnover. This would be on the condition that consideration is given to parking for residents and businesses, that does not negatively impact them. 2. To oppose any charges. 3. To request that parking permits across Aberystwyth be investigated for residents and businesses, especially for areas under pressure such as around Bronglais Hospital.
Each of the above points was voted on individually, and a recorded vote was held on point 2.

It was further noted that if these proposal were to be implemented despite objections, the times proposed were too long and need to be amended. Parking for motorcycles would also need to be reviewed, such that they are treated the same as any other vehicle. If charges were to be implemented, then the Town Council should receive 10% of the revenue generated, as is common in other counties.

Gyda pwer dirprwyedig i ymateb a roddwyd yng nghyfarfod y Cyngor Llawn ar 7.10.2024, PENDERFYNWYD ymateb i’r ymgynghoriad gan godi’r pwyntiau a ganlyn: · Bod Cynghorau Tref a Chymuned yn cymryd mwy o rôl yn gyson, o ystyried y pwysau ariannol ar Gynghorau Sir. · Mae Cynghorau Tref a Chymuned yn lefel gost-effeithiol o lywodraeth, yn aml yn gallu darparu gwasanaethau’n fwy effeithiol ac am lai o gost nag awdurdodau eraill. · Dylid mynd ati i ddatganoli, gan roi mwy o bwerau i Gynghorau Tref a Chymuned. · Byddai datganoli pwerau i Gynghorau Tref a Chymuned yn fuddiol, ond byddai angen datganoli cyllid er mwyn bod yn effeithiol.

Welsh Government consultation: Inquiry into the role, governance and accountability of the community and town council sector
With delegated power to respond given by the Full Council meeting on 7.10.2024, it was RESOLVED to respond to the consultation raising the following points: · That Town and Community Councils were consistently taking a greater role, given financial pressures on County Councils. · Town and Community Councils are a cost effective level of government, often able to provide services more effectively and at less cost than other authorities. · Decentralisation should be pursued, with greater powers given to Town and Community Councils. · Devolution of powers to Town and Community Council would be beneficial, but would require devolution of funds in order to be effective.
Cllr. Dylan Lewis-Rowlands had prepared a draft response, which would be amended accordingly.

It was noted that there was a crisis in the sector in Ceredigion and nationally. Representatives from Hywel Dda health board and Ceredigion County Council would be invited to present on the matter.
