Cllr. Julien Brun declared a personal interest due to knowing Jennifer Wolowic personally.

·         Estynnwyd llongyfarchiadau i’r trefnwyr ar gyfer digwyddiadau Troi’r Goleuadau Nadolig yn Nhrefechan, Penparcau, a chanol y dref. Mynegwyd diolch i’r Cynghorwyr Kerry Ferguson, Shelley Childs, Carl Worrall, ac Emlyn Jones am eu hymdrechion ymroddedig. Derbyniwyd diolch hefyd gan Menter Aberystwyth i bawb a helpodd i wneud y digwyddiadau’n llwyddiant.

·         Estynnwyd diolchgarwch cynnes i bawb a fu’n rhan o gyngerdd Noson y Maer, a nodwyd fel noson lwyddiannus a phoblogaidd, gyda dros £650 wedi’i godi ar gyfer elusen y Maer, Mind.

·         Congratulations were extended to the organisers of the Christmas Lights Switch-On events in Trefechan, Penparcau, and the town centre. Thanks were expressed to Cllrs. Kerry Ferguson, Shelley Childs, Carl Worrall, and Emlyn Jones for their dedicated efforts. Thanks were also received from Menter Aberystwyth to all those who helped make the events such a success.

·         Warm thanks were extended to all involved in the Noson y Maer concert, which was noted as a successful and well-attended evening, with over £650 raised for the Mayor’s charity, Mind.

Estynnwyd croeso cynnes a diolch i Steve Thomas a Jennifer Wolowic am fynychu’r cyfarfod ac am roi cyflwyniad gwybodaethol ar Strategaeth 2030au Prifysgol Aberystwyth.

Amlinellwyd prif benawdau’r strategaeth, gan roi pwyslais ar weledigaeth y Brifysgol ar gyfer ei rôl o fewn y dref a’r gymuned ehangach. Nodwyd bod staff y Brifysgol yn teimlo cariad dwfn tuag at Aberystwyth, a bod y Strategaeth yn seiliedig ar werthoedd, gan ganolbwyntio nid yn unig ar addysgu ond ar gyfraniad ehangach y Brifysgol i’r lle, diwylliant a’r gymuned. Disgrifiwyd profiadau a straeon personol staff fel rhai canolog i’r Strategaeth, gan adlewyrchu’r ymdeimlad cryf o berthyn a’r ymrwymiad sydd gan lawer tuag at Aberystwyth.

Pwysleisiwyd yn gryf bwysigrwydd perthynas agos rhwng y dref a’r Brifysgol. Nododd y cyflwynwyr fod yr hyn sy’n fuddiol i’r Brifysgol hefyd yn fuddiol i Aberystwyth, ac i’r gwrthwyneb, fod yr hyn sy’n fuddiol i’r dref yn fuddiol i’r Brifysgol. Mynegwyd awydd i gryfhau cysylltiadau gyda sefydliadau lleol, gan gynnwys y Cyngor Tref a Chyngor Sir Ceredigion, gan gydnabod bod cyfyngiadau ariannol yn golygu na ellir gwireddu pob uchelgais ar unwaith.

Gwahoddwyd aelodau i ofyn cwestiynau. Cyfeiriwyd at lwyddiant partneriaeth Prosiect Aber, a nodwyd bod angen fforwm strwythuredig i alluogi deialog barhaus yn seiliedig ar flaenoriaethau a chydweithio ar y cyd. Amlygwyd Partneriaeth Aberystwyth Ceredigion Dinas Llenyddiaeth fel enghraifft o waith ar y cyd llwyddiannus.

Estynnwyd diolch unwaith eto i Steve Thomas a Jennifer Wolowic am fynychu a’u cyfraniadau.

A warm welcome and thanks were extended to Steve Thomas and Jennifer Wolowic for attending the meeting and for providing an informative presentation on Aberystwyth University’s Strategy 2030s.

The main headlines of the strategy were outlined, with emphasis on the University’s vision for its role within the town and wider community. It was noted that University staff held a deep affection for Aberystwyth, and that the Strategy was values-based, focusing not only on teaching but on the broader contribution the University makes to place, culture, and community. Staff experiences and personal stories were described as central to the Strategy, reflecting the strong sense of belonging and commitment many feel towards Aberystwyth.

The importance of close town-gown relationships was strongly emphasised. The presenters noted that what benefits the University also benefits Aberystwyth, and likewise what benefits the town benefits the University. They expressed a desire to strengthen links with local organisations, including the Town Council and Ceredigion County Council, while acknowledging that financial limitations meant not all aspirations could be realised immediately.

Members were invited to ask questions. Reference was made to the success of the Prosiect Aber partnership, and it was noted that a structured forum was needed to enable ongoing dialogue based on shared priorities and collaboration. The Aberystwyth Ceredigion City of literature Partnership was highlighted as an example of successful joint working.

Thanks were extended once again to Steve Thomas and Jennifer Wolowic for attending and for their contributions.

I ystyried y posibilrwydd o ddarparu blodau ar Y Stryd Fawr

Trafododd aelodau’r posibilrwydd o wella Y Stryd Fawr drwy arddangosfeydd blodau ychwanegol, gan nodi er bod blodau’n cael eu darparu ar ben a gwaelod y dref ar hyn o bryd, prin yw’r ddarpariaeth ar hyd y brif stryd.

Ystyriwyd amrywiaeth o opsiynau, gan gynnwys baneri, basgedi crog, a phlannwyr. Cyfeiriwyd at ddefnydd arddangosfeydd tebyg ar ffyrdd tronc mewn ardaloedd eraill, ac mynegodd aelodau ddiddordeb mewn deall beth fyddai’n ganiataol yn lleol.

Cytunwyd y dylid paratoi papur yn amlinellu’r opsiynau posibl—megis basgedi, plannwyr tair haen, a mathau eraill o addurniadau blodau. Byddai’r papur hwn yn cynnwys ystyriaeth o rwystrau ymarferol a diogelwch, megis mynediad i’w dyfrio ac uchder gosod.

Trafododd aelodau hefyd y defnydd ehangach o fannau gwyrdd yn y dref a’r posibilrwydd o gynlluniau plannu mwy amrywiol sy’n adlewyrchu cymeriad Aberystwyth.

Nodwyd y dylai’r Grŵp Gweithio Blodau gyfarfod i ystyried ymhellach.

Cytunwyd y dylid cyflwyno adroddiad trosolwg i gyfarfod y Pwyllgor Rheoli Cyffredinol ym mis Ionawr.

Members discussed the potential to enhance Y Stryd Fawr through additional floral displays, noting that while flowers were currently provided at the top and bottom of the town, there was little provision along the main street.

A range of options were considered, including bunting, hanging baskets, and planters. Reference was made to the use of similar displays on trunk roads in other areas, and members expressed interest in understanding what might be permissible locally.

It was agreed that a paper outlining possible options—such as baskets, three-tier planters, and other forms of floral decoration—should be prepared. This paper would include consideration of practical and safety barriers, such as watering access and installation height.

Members also discussed the wider use of green spaces in the town and the potential for more varied planting schemes that reflect Aberystwyth’s character.

It was noted that the Flowers Working Group should meet to consider further.

It was agreed that an overview report be brought to the General Management Committee meeting in January.

Trafododd aelodau’r angen i adolygu ac uwchraddio Cynllun Lle Aberystwyth, gan nodi bod y cynllun presennol wedi’i lunio cyn ac yn ystod pandemig COVID-19 ac bellach yn hen ffasiwn. Pwysleisiwyd bod y cynllun yn bwysig ar gyfer adfywio a chynllunio’r dref, sicrhau grantiau, a llywio datblygiadau yn y dyfodol.

Ystyriwyd opsiynau ar gyfer adnewyddu’r Cynllun Lle, gan gynnwys diwygio’r cynllun presennol, creu cynllun newydd, cynnal gweithdai cymunedol, ymgysylltu â chymunedau cyfagos fel Waunfawr a Llanbadarn Fawr neu benodi ymgynghorwyr. Nodwyd hefyd pwysigrwydd cynnwys elfennau o’r dogfennau presennol, megis y Strategaeth Seilwaith Gwyrdd a Glas.

Cytunwyd i wahodd Chris Jones, arbenigwr ym maes Llunio Lle, i siarad gyda’r Cyngor er mwyn arwain y camau nesaf yn y broses.

Nodwyd bod goblygiadau ariannol i adnewyddu’r Cynllun Lle, a chytunwyd y dylai’r Pwyllgor Cyllid ystyried hyn.

Members discussed the need to review and update the Aberystwyth Place Plan, noting that the current plan was drafted prior to and during the COVID-19 pandemic and was now out of date. It was highlighted that the plan was important for town regeneration & planning, securing grants, and guiding future development.

Options for renewing the Place Plan were considered, including revising the existing plan, creating a new plan, holding community workshops, engagement with neighbouring communities like Waunfawr and Llanbadarn Fawr or appointing consultants. The importance of including elements of existing documentation, such as the Green & Blue Infrastructure Strategy was also noted.

It was agreed to invite Chris Jones, an expert in Placemaking to speak with the Council to guide the next steps of the process.

It was noted that there were financial implications to  renewing the Place Plan, and it was agreed for the Finance Committee to consider this.

Nododd aelodau fod Cyfarfod Cyffredinol Blynyddol Un Llais Cymru wedi’i drefnu i’w gynnal ar-lein ar 21 Ionawr rhwng 6:00 a 8:00 yr hwyr. ARGYMHELLWYD enwebu’r Cynghorydd Mair Benjamin i fynychu.

Ystyriodd aelodau’r cynnig a ARGYMHELLWYD cefnogi cynigion 1 i 5. Ni wnaed sylwadau ynghylch y cynigion eraill.

Members noted that the One Voice Wales AGM was scheduled to be held online on 21 January from 6:00 to 8:00 pm. It was RECOMMENDED to nominate Cllr. Mair Benjamin to attend.

Members considered the motions and it was RECOMMENDED to support motions 1 to 5. No comments were made regarding the other motions.

Cytunodd aelodau i ohirio ystyriaeth yr ymgynghoriad tan Ionawr, gan nad oedd cynghorwyr wedi cael digon o amser i ddarllen yr ymgynghoriad.

Members agreed to postpone consideration of the consultation until January, as councillors had not had sufficient time to read the consultation.
