6 Ymgynghoriad cyn-gynllunio: Belle Vue Royal Hotel

 

Rhoddodd Shon Morgans ac Anthony Litchfield drosolwg o’r cynlluniau a chymerodd gwestiynau ar y datblygiad arfaethedig. Nodwyd bod trafodaethau helaeth wedi eu cynnal gyda’r Awdurdod Cynllunio a CADW i ddod â’r cynlluniau i’w iteriad presennol. Byddai’r datblygiad yn cynnwys gwesty 66 ystafell wely gyda sba, bwyty a bar a pharcio tanddaearol. Nodwyd ganddynt hefyd bwysigrwydd cydbwyso cadwraeth yr adeilad fel adeilad rhestredig Sioraidd Gradd II a sicrhau ei hyfywedd fel busnes llwyddiannus.

 

Codwyd y canlynol:

·         Pryderon am golli ffenestri dormer a photensial i hyn greu cynsail i eiddo eraill ar y promenâd wneud yr un peth.

·         Pwysigrwydd y Belle Vue fel rhan ganolog ac eiconig o bromenâd Aberystwyth.

·         Cylchredwyd hen lun o’r adeilad a oedd yn dangos canopi haearn bwrw crwm ar flaen yr adeilad. Awgrymwyd y dylid troi’r fynedfa wydr arfaethedig i adlewyrchu hyn.

·         Potensial i blannu blodau i leihau effaith weledol cefn yr adeilad ar Stryd y Gorfforaeth.

 

Diolchwyd i Shon Morgans ac Anthony Litchfield am eu hamser a gadawsant y cyfarfod.

 

Cytunwyd y byddai’r Cyng. Dylan Lewis-Rowlands yn paratoi ymateb drafft.

 

 

Pre-planning consultation: Belle Vue Royal Hotel

 

Shon Morgans & Anthony Litchfield provided an overview of the plans and took questions on the proposed development. They noted that extensive discussions had been had with the Planning Authority and CADW to bring the plans to their current iteration. The development would include a 66 bedroom hotel with spa, restaurant & bar and underground parking. They also noted the importance of balancing conservation of the building as a Grade II Georgian listed building and ensuring its viability as a successful business.

 

The following was raised:

·         Concerns over the loss of dormer windows and potential for this to create a precedent for other properties on the promenade to do the same.

·         The importance of the Belle Vue as a central and iconic part of Aberystwyth’s promenade.

·         An old photo of the building was circulated, which showed a curved cast iron canopy at the front of the building. It was suggested that the proposed glass entryway be curved to reflect this.

·         Potential to plant flowers to reduce the visual impact of the rear of the building on Corporation Street.

 

Shon Morgans and Anthony Litchfield were thanked for their time and left the meeting.

 

It was agreed that Cllr. Dylan Lewis-Rowlands would prepare a draft response.

 

 
7 Ymgynghoriad Cyngor Sir Ceredigion: Gorchymyn Llefydd Parcio Oddi ar y Stryd 2025

 

Gyda phwer dirprwyedig wedi’i roi yng nghyfarfod y Cyngor Llawn ar 25 Tachwedd 2024, PENDERFYNWYD ymateb i’r ymgynghoriad gan godi’r pwyntiau a ganlyn:

·         Roedd tocyn tymor ‘un maint i bawb’ yn rhy eang a dylid ystyried cynllun rhyddhad neu gymhorthdal. Awgrymwyd y gellid cysylltu hyn â chynllun gostyngiadau Treth y Cyngor.

·         Bod angen strategaeth lawn ar gyfer Aberystwyth, i gynnwys ymchwiliad i’r posibilrwydd o gynllun hawlenni i drigolion a busnesau.

·         Dylid ymchwilio i godi tâl am barcio yn adeiladau Cyngor Sir Ceredigion hefyd, megis Canolfan Rheidol a Phenmorfa.

Ceredigion County Council consultation: Off-Street Parling Places Order 2025

 

With delegated power given by the meeting of Full Council on 25 November 2024, it was RESOLVED to respond to the consultation raising the following points:

·         A ‘one size fits all’ season ticket was too broad and consideration should be given to a relief or subsidy scheme. It was suggested that this could be linked to the Council Tax reduction scheme.

·         A full strategy was needed for Aberystwyth, to include investigation into the possibility of a permit scheme for residents and businesses.

·         Investigation should be made into charging for parking at Ceredigion County Council buildings also, such as Canolfan Rheidol and Penmorfa to include charges raised on staff working for Ceredigion County Council.

8.1 Clwb Pêl-droed Aberystwyth: Ymgynghoriad cyn-cynllunio ar agor ar ddatblygiad arfaethedig. I’w drafod gan y Cyngor Llawn. Aberystwyth Football Club: Pre-planning consultation open on proposed development. To be discussed by Full Council.  
8.2 Cyn gartref gofal Bodlondeb: Derbyniwyd ymateb i bryderon preswylydd ynghylch asbestos gan Tai Wales and West. Former Bodlondeb care home: Response to a resident’s concerns regarding asbestos had been received from Wales and West Housing.  
8.3 Hen Swyddfa’r Sir: Nodwyd bod rhai rheiliau wedi’u tynnu o’r adeilad. I’w godi gyda Chyngor Sir Ceredigion fel yr Awdurdod Cynllunio. Atgoffwyd yr aelodau y gallai unrhyw un godi mater o’r fath gyda’r Awdurdod Cynllunio, ac nid oedd angen codi’r rhain i’r Pwyllgor. Former Swyddfa’r Sir: It was noted that some railings had been removed from the building. To be raised with Ceredigion County Council as the Planning Authority. Members were reminded that anyone could raise such a matter with the Planning Authority, and it was not necessary to raise these to the Committee.
