·         Estynnwyd llongyfarchiadau i bawb a fu’n rhan o sicrhau dynodi Aberystwyth fel Dinas Llenyddiaeth UNESCO. Roedd y bartneriaeth yn cynnwys Cyngor Tref Aberystwyth, Prifysgol Aberystwyth, Cyngor Llyfrau Cymru, Cyngor Sir Ceredigion, Llyfrgell Genedlaethol Cymru, a Phrifysgol Cymru y Drindod Dewi Sant (gan gynnwys Cyfnewidfa Lên Cymru a Llenyddiaeth ar Draws Ffiniau).

Estynnwyd diolch a llongyfarchiadau arbennig i’r Dr Dana Edwards am ei gwaith helaeth drwy gydol y broses, ac i’r Dr Elinor Gwynn, y canmolwyd ei hymdrechion wrth baratoi’r cais. Roedd y gydnabyddiaeth hon yn cynrychioli uchafbwynt taith tair blynedd, ac anogwyd pawb i ddathlu’r cyflawniad hwn. Rhoddwyd cydnabyddiaeth hefyd i Mererid Hopwood, Eurig Salisbury, y Cynghorydd Emlyn Jones, a’r olyniaeth o Faerod a gyfrannodd at y llwyddiant cydweithredol hwn. Nodwyd bod gweledigaeth y Cynghorydd Emlyn Jones o’r Bardd y Dref yn elfen bwysig a nodedig a gryfhaodd cais Aberystwyth.

·         Nodwyd nad oedd y Porth Cynllunio ar wefan Cyngor Sir Ceredigion yn gweithredu.

 

Personal references:

 

·         Congratulations were extended to all those involved in achieving Aberystwyth’s designation as a UNESCO City of Literature. The partnership comprised Aberystwyth Town Council, Aberystwyth University, the Books Council of Wales, Ceredigion County Council, the National Library of Wales, and University of Wales Trinity Saint David (including Wales Literature Exchange and Literature Across Frontiers).

Thanks and congratulations were extended in particular to Dr Dana Edwards for her extensive work throughout the process, and to Dr Elinor Gwynn, whose efforts in preparing the application were commended. This recognition represented the culmination of a three-year journey, and all were encouraged to celebrate this achievement. Acknowledgement was also given to Mererid Hopwood, Eurig Salisbury, Cllr. Emlyn Jones, and the succession of Mayors who contributed to this collaborative success. It was noted that Cllr. Emlyn Jones’s vision of the Bardd y Dref was an important and distinctive element that strengthened Aberystwyth’s bid.

·         It was noted that the Planning Portal on Ceredigion County Council’s website was not functioning.

6 Adolygu polisïau Cynllunio’r Cyngor

 

Adolygwyd y polisïau presennol o 2017 a ARGYMHELLWYD gwneud y newidiadau canlynol:

·         PP02: Newid y geiriad o “cefnogi” i “ffafrio”… “Pan nad ydynt yn gwrthdaro â gwerthoedd nac â pholisïau eraill y Cyngor Tref.”

·         PP03: Ychwanegu “…neu danwydd ffosil neu niwclear” a “…effaith ar dreftadaeth” i’r paragraff.

·         PP04: Dylid symud y paragraff sy’n ymwneud ag astudiaethau effaith traffig i PP13.

ARGYMHELLWYD ymhellach y dylid ychwanegu’r polisïau canlynol:

·         Bydd y Cyngor yn gwrthwynebu unrhyw geisiadau am ail gartrefi, neu lety gwyliau newydd.

·         Mae’r Cyngor yn cefnogi cynhwysiant ac amrywiaeth, ac yn ffafrio ceisiadau sy’n dangos, dathlu neu fanteisio ar amrywiaeth Aberystwyth, er enghraifft celf amrywiol fel murluniau.

·         Mae’r Cyngor yn cefnogi cyflwyno Cyfarwyddyd Erthygl 4, ac yn ystyried ceisiadau fel pe bai Cyfarwyddyd Erthygl 4 eisoes ar waith.

 

Dylai’r Pwyllgor Rheolau Sefydlog a Pholisi adolygu’r Gweithdrefnau Cynllunio.

 

 

To review the Council’s Planning policies

 

The existing policies from 2017 were reviewed and it was RECOMMENDED to make the following changes:

·         PP02: To change the wording from “support” to “favour”…… “Where they do not conflict with the Town Council’s values or other policies”

·         PP03: To add “…or nuclear fuels” and “…heritage impact” to the paragraph.

·         PP04: The paragraph relating to traffic impact studies to be moved to PP13.

·         PP06: The text relating to transport plans and green travel initiatives to be removed. The text relating to green travel plans to be moved to PP13.

·         PP07: Removed.

·         PP08: To delete the text relating to national policies, but keep the focus on sustainable development and related initiatives.

·         PP09: Amend text to “Aberystwyth Town Council will consistently object to the use of uPVC within the Aberystwyth Conservation Area, unless it can be shown that the use of such material is essential to the overall project ……. materials that respect the existing and historic character…….”.

 

 

 

Cllr. Lucy Huws left the meeting.

 

·         PP10: Remove and replace with a policy to support developments that are wildlife-friendly.

·         PP11: This policy was removed.

·         PP12: Split into two sections:

o   Welsh language signage: Ensure Welsh is not treated less favourably than English. Where signage is part of an application (excluding business names), Welsh text should be positioned to the left or above English text where possible.

o   Internally illuminated signage: Object to internally illuminated or excessively bright signs that are detrimental to the conservation area. Signs must respect the character of the area..

·         PP13: see PP06

·         PP15: This policy was removed

·         PP16: Amended to Object to converting residential properties into HMOs where their proportion is higher than the rest of Ceredigion, due to overconcentration in the area.

·         PP17: Policy remains unchanged. Members to read associated documents by Full Council. Training needs to be reviewed, with informal training and suggested reading provided for each committee.

·         PP19: to add “traditional dormer windows and other traditional features” to the paragraph.

 

It was further RECOMMENDED that the following policies be added:

·         The Council shall oppose any applications for second homes, or new holiday accommodations.

·         The Council supports inclusivity and diversity, and shall favour applications that demonstrate, celebrate or benefit Aberystwyth’s diversity, for example divers artwork such as murals.

·         The Council supports the introduction of an Article 4 Direction, and shall consider applications as though and Article 4 Direction was in place.

5.1 A250782: Belle Vue Royal Hotel, Glan y Môr

 

Mae safbwynt y Cyngor Tref yn parhau yr un fath ag yn ystod yr ymgynghoriad cyn-cais.

 

“Mae Cyngor Tref Aberystwyth (y Cyngor) yn croesawu’r datblygiad yn y Gwesty Belle Vue Royal yn gyffredinol. Mae ail-ddatblygu rhan mor ganolog o broenâd gogleddol Aberystwyth yn cynnig cyfle i adnewyddu, tra’n parhau’n ffyddlon i dreftadaeth ddiwylliannol a phensaernïol ein tref arfordirol. Wrth ystyried unrhyw gais cynllunio neu gais cyn-cynllunio, blaenoriaeth y Cyngor, fel y nodir yn ein polisïau cynllunio, yw sicrhau datblygiad cydymdeimladol a pharchus o fewn ardal gadwraeth Aberystwyth. Mae’r Cyngor yn ceisio sicrhau bod yr amgylchedd a’n treftadaeth yn cael eu parchu a’u gwerthfawrogi, a bod unrhyw ddatblygiad yn cynnal nodweddion sy’n ganolog i ffabrig diwylliannol, amgylcheddol, pensaernïol a hanesyddol Aberystwyth.

Mae cymysgedd esthetig cyffredinol o’r hen a’r newydd yn rhan groesawgar o’r datblygiad sy’n cadw ac yn gwella nodweddion y proenâd sy’n cael eu gwerthfawrogi gan dwristiaid a thrigolion fel ei gilydd.

 

Mae’r Cyngor yn pryderu am rai agweddau ar y datblygiad. Byddai’r cynigion a gynhwysir yn y dogfennau cyn-cynllunio yn golygu colli 4 o’r 7 ffenestr dormer, sef y mwyafrif. Mae’r Cyngor yn pryderu am y cynsail a allai gael ei osod pe bai’r golled hon yn cael ei hadlewyrchu mewn unrhyw gais cynllunio a gymeradwyir. Mae’r Cyngor yn gofyn i’r datblygwyr ailystyried, ac i gynnal mwyafrif y ffenestri dormer. Pe na bai’r cais hwn yn cael ei gyflawni, byddai’r Cyngor yn dymuno ceisio sicrwydd gan yr awdurdod cynllunio ar y mater hwn. Mae ffenestri dormer yn rhan annatod o ffasâd pensaernïol y Proenâd, ac os caiff cynsail ei osod ynghylch eu tynnu, byddai hyn yn effeithio ar y gallu i gynnal nodweddion sy’n ganolog i estheteg Aberystwyth.

 

 

 

Noda’r Cyngor fod ‘veranda’ tebyg i’r un yn y cynnig wedi bodoli mewn fersiwn flaenorol o’r Gwesty Belle Vue Royal, ac yn cynnwys canopïau bwaog wedi’u gwneud o haearn bwrw. Byddai ail-gyflwyno’r nodwedd hanesyddol hon, yn esthetig neu’n llawn, i unrhyw gynlluniau yn cryfhau’r dyluniadau yng ngolwg y Cyngor, ac yn integreiddio’r datblygiad yn well i dirwedd bensaernïol gyfredol a hanesyddol y dref.

 

Diolchodd y Cyngor i’r datblygwyr am eu hymgysylltiad, ac mae’n gyffrous i weld sut y bydd y datblygiad hwn yn datblygu yn y dyfodol”.

·         Mae gwybodaeth annigonol am y deunyddiau a ddefnyddir ar gyfer y ffenestri sash blaen; mae rhai dogfennau’n nodi coed, tra bod eraill yn awgrymu UPVC.

 

Mae’r Cyngor hefyd yn parhau i awgrymu ailsefydlu’r ffrâm haearn bwrw grwm ar flaen yr adeilad.

A250782: Belle Vue Royal Hotel, Glan y Môr

 

The Town Council’s position remains the same as at the pre-application consultation:

 

“Aberystwyth Town Council (the Council) is generally welcoming of the development at the Belle Vue Royal Hotel. Redevelopment of such a pivotal part of Aberystwyth’s north promenade provides an opportunity for renewal, while remaining true to the cultural and architectural heritage of our seaside town. When considering any planning application or pre-planning application the priority of the Council, as set out in our planning policies, generally seeks to guarantee sympathetic and respectful development within the conservation area of Aberystwyth. The Council seeks to guarantee that the environment and our heritage is respected and valued, and that any development maintains characteristics that are central to the cultural, environmental, architectural, and historical fabric of Aberystwyth.

The Council is generally favourable or neutral on the vast majority of the design, recognising the need to ensure a sustainable business model for an iconic part of our promenade. An underground car park helps to mitigate the pressures on an already overstretched parking capacity and enables the developer to offer another amenity to tourists. A general aesthetic blend of modern and historical is a welcome part of the development that preserves and enhances the characteristics of the promenade valued by tourists and residents alike.

 

The Council is concerned about certain aspects of the development. The proposals contained within the pre-planning documents would entail the loss of 4 out of 7 of the dormer windows, which is a majority. The Council is concerned about the precedent that could be set should this loss be reflected in any approved planning application. The Council asks the developers to reconsider, and to maintain a majority of the dormers. Should such a request not be met, the Council would wish to seek assurances from the planning authority on this matter. Dormers are an integral part of the architectural facade of the Promenade, and if a precedent is set regarding their removal, this would impact the ability to maintain characteristics central to the aesthetic of Aberystwyth.

 

 

The Council notes that in a previous iteration of the Belle Vue Royal Hotel, a ‘veranda’ similar to that in the proposal was in existence, and contained arched canopies made of cast iron. Re-integrating this historical feature, in aesthetics or in full, into any plans would strengthen the designs in the eyes of the Council, and would integrate the development better into the current and historic architectural landscape.

 

The Council thanks the developers for their engagement, and are excited to see how this development progresses in the future”

 

In accordance with the above, the Town Council OBJECTS due to:

·         The loss of characteristic dormer windows;

·         The proposed new building at the rear, on Corporation Street, not being in keeping with the street;

·         The loss of historic internal features, such as the original staircase in the old section of the building;

·         The lack of Corbels on the cross-wing, which are historically significant.

·         There is inadequate information on materials being used for the front sash windows; some of the documentation indicates timber, whilst others suggest UPVC.

 

 

We also continue to suggest the reinstatement of a curved cast-iron veranda at the front of the building.

An underground car park helps to mitigate the pressures on an already overstretched parking capacity and enables the developer to offer another amenity to tourists. A general aesthetic blend of modern and historical is a welcome part of the development that preserves and enhances the characteristics of the promenade valued by tourists and residents alike.

 

The Council is concerned about certain aspects of the development. The proposals contained within the pre-planning documents would entail the loss of 4 out of 7 of the dormer windows, which is a majority. The Council is concerned about the precedent that could be set should this loss be reflected in any approved planning application. The Council asks the developers to reconsider, and to maintain a majority of the dormers. Should such a request not be met, the Council would wish to seek assurances from the planning authority on this matter. Dormers are an integral part of the architectural facade of the Promenade, and if a precedent is set regarding their removal, this would impact the ability to maintain characteristics central to the aesthetic of Aberystwyth.

 

The Council notes that in a previous iteration of the Belle Vue Royal Hotel, a ‘veranda’ similar to that in the proposal was in existence, and contained arched canopies made of cast iron. Re-integrating this historical feature, in aesthetics or in full, into any plans would strengthen the designs in the eyes of the Council, and would integrate the development better into the current and historic architectural landscape.

 

The Council thanks the developers for their engagement, and are excited to see how this development progresses in the future”.

 

In accordance with the above, the Town Council OBJECTS due to:

·         The loss of characteristic dormer windows;

·         The proposed new building at the rear, on Corporation Street, not being in keeping with the street;

·         The loss of historic internal features, such as the original staircase in the old section of the building;

·         The lack of Corbels on the cross-wing, which are historically significant.

·         There is inadequate information on materials being used for the front sash windows; some of the documentation indicates timber, whilst others suggest UPVC.

 

We also continue to suggest the reinstatement of a curved cast-iron veranda at the front of the building.
