Mae’r ymateb blaenorol dal yn berthnasol:

Mae’r Cyngor Tref YN GWRTHWYNEBU’r arwyddion sydd wedi’u goleuo’n fewnol ac arwyddion uniaith Saesneg (Tŷ Traddodiadol Rhydd) – gofynnion sydd wedi cael eu nodi yng Nghanllawiau Atodol Aberystwyth. Hoffai’r Cyngor ofyn yn garedig i’r perchnogion ystyried defnyddio’r enw Cymraeg hefyd hy Y Ceffyl Gwyn.  Byddai hyn yn cynrychioli cam busnes da o ran denu pobl lleol.

The Town Council OBJECTS to the internally illuminated and English only signage (Traditional Free House) both of which are noted in the Aberystwyth Supplementary Guidance.  The Council would also like to kindly request that the owners also consider using the Welsh name ie Y Ceffyl Gwyn.  This would represent a good business move in attracting local customers.

Roedd y Cyng Jeff Smith wedi paratoi ymateb llawn. Yn ystod craffu manwl a thrafodaethau, nodwyd ychwanegiadau a diwygiadau amrywiol.

• C3: mwy o gynllunio a thargedau hirdymor ar gyfer y Byrddau Gwasanaethau Cyhoeddus
• C5: arwyddion dwyieithog i’w gwneud yn orfodol. Dylid sicrhau bod grant ar gael.
• C6: angen canolfannau trochi. Byddai gwersi Cymraeg am ddim yn help yn arbennig i bobl ifanc broffesiynol. Mae’r cap tair Lefel A mewn ysgolion uwchradd lleol yn lleihau’r tebygolrwydd y bydd myfyrwyr yn dewis Cymraeg ar gyfer Lefel A. Dylid cynnig cymhellion i astudio’r Gymraeg ee amlygu cyfleoedd yn y gweithle.
• C7: Enwau ffermydd Cymraeg i’w gwarchod
• C8: dylai’r farchnad rentu ddiogelu cartrefi pobl leol gydag adolygiad o’r system pwyntiau cofrestr tai. Mae cyfnewid tai cymdeithasol yn tanseilio darpariaeth deg i bobl leol. Byddai cap rhent yn helpu i atal tai anfforddiadwy. Mae llety ‘Air B+B’ wedi’u gwahardd ym Mhrâg a Barcelona.
• C9: mwy o bŵer gwneud penderfyniadau i gymunedau lleol.
• C10: Rhaid diwygio ardrethi busnes gan eu bod yn lladd busnesau bach mewn lle fel Aberystwyth lle mae nifer yr ymwelwyr yn gymharol isel. Mae’r cyfraddau’n ddrytach yma nag yng Nghaerdydd lle mae nifer yr ymwelwyr yn llawer uwch. Dylid capio rhenti busnes hefyd.
• C12: mae angen mwy o strategaethau i gynyddu defnydd o fysiau yn hytrach na therfynu gwasanaethau a danddefnyddir. Mae angen buddsoddiad. Gan nad yw gwasanaethau bws yn statudol, maent yn agored i doriadau ariannol.
• C15: cryfhau Deddf Llesiant Cenedlaethau’r Dyfodol.
• C18: mae data’r cyfrifiad yn dangos bod gan Aberystwyth y boblogaeth uchaf o bobl LHDT yng Nghymru

Cllr Jeff Smith had prepared a full response. During detailed scrutiny and discussions, various additions and amendments were noted.

• Q3: more long-term planning and targets for the Public Service Boards
• Q5: bilingual signage to be made compulsory. A grant should be made available.
• Q6: immersion centres needed. Free Welsh lessons would help especially for young professionals. The three A Level cap in local secondary schools reduces the likelihood of students choosing Welsh for A Level. Incentives to study Welsh should be offered eg highlighting workplace opportunities.
• Q7: Welsh farm names to be protected
• Q8: the rental market should safeguard homes for local people with a review of the housing register points system. Social housing swops undermine fair provision for local people. A rent cap would help prevent unaffordable housing. Air B+Bs have been banned in Prague and Barcelona.
• Q9: more decision-making power to local communities.
• Q10: Business rates must be reformed as they are killing small businesses in a place like Aberystwyth where footfall is relatively low. The rates are more expensive here than in Cardiff where footfall is far greater. Business rents should also be capped.
• Q12: more strategies are needed to increase usage of buses as opposed to termination of under used services. Investment is required. As bus services are not statutory, they are vulnerable to financial cuts.
• Q15: strengthen the Future Generations Wellbeing Act.
• Q18: census data demonstrates that Aberystwyth has the highest population of LGBT people in Wales
