7.1 A220250: Brynderw

Mae’r Cyngor Tref yn GWRTHWYNEBU’N GRYF datblygu’r bloc pellach ar sail y canlynol:

 

  • Effaith aruthrol traffig ychwanegol yn ardal y Buarth ond yn enwedig Ffordd Stanley sy’n ffordd gerdded a seiclo allweddol i ysgolion lleol.
  • Mae’n cynrychioli gorddatblygu
  • Colli man gwyrdd a nifer o goed
  • Nid oes storfa sbwriel
  • Dim ond 3 lle parcio ychwanegol sydd ar gyfer 26 o fflatiau ychwanegol
  • Nid oes darpariaeth ar gyfer cludiant cynaliadwy
  • Nid oes sôn am dai fforddiadwy.

Sylwadau a wnaethpwyd yn yr ymgynghoriad cyn cynllunio

  • Mae’r cynllun yn cynrychioli gorddatblygiad o’r safle
  • Mae’r bloc cefn a’r bloc ar y dde yn rhy uchel ac yn edrych dros y tai yng Nghoed y Buarth. Mae angen eu lleihau o un llawr.
  • Ni fyddai gan rai fflatiau ddigon o olau
  • Darpariaeth parcio – dim ond ar gyfer bloc presennol Brynderw y mae’r ddarpariaeth barcio bresennol yn ddigonol.
  • Mae angen arolwg ecolegol annibynnol gan fod llawer o fywyd gwyllt fel adar yno ar hyn o bryd. Mae mannau gwyrdd yn bwysig ar gyfer iechyd meddwl ac yn lleihau’r perygl o lifogydd
  • Mae datblygwyr yn tipio plastig a rwbel i lawr y clawdd ar hyn o bryd sy’n anystyrlon.
  • Colli coed tuag at dir y Brifysgol
  • Mae angen cynllun rheoli traffig

 

 

A220250: Brynderw

The Town Council STRONGLY OPPOSES the development of this additional block on the following grounds:

  • The massive impact of additional traffic on the entire area of the Buarth and in particular Stanley Road which is a key pedestrian and cycling route to local schools.
  • It represents over-development
  • The loss of green space and a number of trees
  • There is no refuse storage
  • There is only 3 additional parking spaces for an additional 26 flats
  • There is no provision for sustainable transport
  • There is no mention of affordable housing.
  • The concerns raised in the pre planning consultation (see below) have been ignored. There is no evidence of the points having been considered – they are merely noted in the application as ‘to be discussed’. There has been no dialogue.

 

The Town Council would like to see a condition imposed on the flats to ensure that they become primary residences and not holiday homes or lets.

 

Pre-planning comments made:

  • The scheme represents overdevelopment of the site
  • The rear block and the block on the right are too high and would overlook the houses in Coed y Buarth. They need to be reduced by one floor.
  • Some flats would not have sufficient light
  • Parking provision – the current parking provision is only sufficient for the existing block of Brynderw.
  • An independent ecological survey is needed as there is a lot of wildlife such as birds there currently.
  • Green space is important for mental health and reduces the risk of flooding
  • Developers are tipping plastic and rubble down the bank currently which shows a lack of consideration.
  • Loss of trees towards the University land
  • A traffic management plan is needed

Mae’r Cyngor Tref yn croesawu’r newid o HMO i fflatiau ond mae ganddo bryderon y dylid rhoi sylw iddynt::

 

  • Eu defnydd fel llety gwyliau: mae gan Aberystwyth ormod yn barod a chan fod Ffordd y Gogledd yn ardal breswyl dylai’r fflatiau fod yn gartrefi tymor hir ac nid ar osod tymor byr. Dylai’r Cyngor Sir osod amod defnydd.
  • Storio gwastraff: mewn ardal cadwraeth dylid cadw biniau yng nghefn yr eiddo allan o’r golwg ac nid y tu blaen lle byddent yn weladwy. Dylid diwygio’r cynllun gan fod digon o le yn y cefn.
  • Dylid darparu storfa feiciau
  • Dylid cadw nodweddion traddodiadol megis y rheiliau ac ati

 

A220294: Abergwaun, North Road

 

The Town Council welcomes the change from HMO to flats but has concerns that should be addressed:

 

  • Their use as holiday lets: Aberystwyth already has too many and as North Road is a residential area the flats should be long term homes and not short term lets. The County Council should apply a condition of use.
  • Waste storage: in a conservation area bins should be kept at the back of the property out of sight and not the front where they would be visible. The plan should be amended as there is sufficient space at the back.
  • Bike storage should be provided
  • Traditional features such as the railings etc should be preserved

The Town Council STRONGLY OBJECTS to:

 

  • The retrospective planning application
  • Change of use to HMO as the Town Council objects to HMOs
  • Loss of original features in a listed building within a prime location in a conservation area
  • Cramming of accommodation which contravenes the aims of the Wellbeing and Future Generations Act
  • UPVC windows and doors in a conservation area
  • No waste storage
  • No bike storage
  • Poor access and poor layout – eg a bedroom beyond a kitchen

 

 
8 Ymgynghoriadau: Consultations:  

 

 
8.1 Pwyllgor Materion Cymreig: Ynni niwclear yng Nghymru

 

Mae’r Cyngor Tref yn gwrthwynebu’n gryf unrhyw ddatblygiad ynni niwclear yng Nghymru gan na ellir ei gyfiawnhau ar sail ariannol nac amgylcheddol. Mae’r Cyngor Tref yn nodi’r canlynol:

 

  • Mae Cymru eisoes yn allforwyr ynni
  • Mae gan Gymru gyfoeth o adnoddau naturiol ar gyfer cynhyrchu ynni adnewyddadwy – llanw, dŵr, solar a gwynt.
  • Mae cwmni Ynni Llanw byd-eang wedi’i leoli yma sy’n arwydd o sut y gallai Cymru fod ar flaen y gad ym maes ynni llanw ee prosiect llanw Ynys Môn a morlyn llanw Abertawe
  • Mae gan Gymru’r adnoddau i fod yn hunangynhaliol o ran ynni
  • Mae gweithfeydd niwclear Trawsfynydd a’r Wylfa yn destun pryder i Gymru
  • Mae gwastraff niwclear yn achos pryder enfawr ac yn goroesi unrhyw orsaf ynni niwclear.
  • Nid yw ynni niwclear yn gwneud unrhyw synnwyr economaidd a byddai’n faich ariannol ar Gymru
  • Mae ynni adnewyddadwy yn fwy cystadleuol nag ynni niwclear
  • Dylai llywodraeth San Steffan yn hytrach ystyried gosod gweithfeydd niwclear yn Hampshire
Welsh Affairs Committee: Nuclear energy in Wales

 

The Town Council is strongly opposed to any nuclear energy development in Wales as it cannot be justified either on financial or environmental grounds. The Town Council notes the following:

 

  • Wales are already net exporters of energy
  • Wales is rich in natural resources for the production of renewable energy – tidal, hydro, solar and wind.
  • A global Tidal Energy company is based here which is an indication of how Wales could be a world leader in tidal energy eg Anglesey tidal project and Swansea tidal lagoon
  • Wales has the resources to be self sufficient in terms of energy
  • Trawsfynydd and Wylfa nuclear plants are a cause of concern for Wales
  • Nuclear waste is a huge cause of concern and outlasts any nuclear energy plant.
  • Nuclear energy does not make any economic sense and would be a fiscal burden on Wales
  • Renewable energy is more competitive than nuclear energy
  • The Westminster government should instead consider placing nuclear plants in Hampshire
