Cynigiwyd Cyng. Nishant Chandolia gan Cyng. Lucy Huws, ac eiliwyd gan Cyng. Jeff Smith. Nodwyd nad oedd Cyng. Nishant Chandolia yn aelod o’r Pwyllgor ar hyn o bryd, a chytunwyd y gellid ei enwebu yn amodol arno’n dod yn aelod o’r Pwyllgor.

 

Nid oedd unrhyw enwebiadau eraill ac fe BENDERFYNWYD yn unfrydol ethol Cyng. Nishant Chandolia yn Is-Gadeirydd, yn amodol arno’n dod yn aelod o’r Pwyllgor.

 

Elect Vice-Chair of the General Management  Committee for 2026-27

 

Cllr. Nishant Chandolia was proposed by Cllr. Lucy Huws, and was seconded by Cllr. Jeff Smith. It was noted that Cllr. Nishant Chandolia was not currently a member of the Committee, and it was agreed that he could be nominated subject to him becing a member of the Committee.

 

There were no other nominations and it was unanimously RESOLVED to elect Cllr. Nishant Chandolia as Vice-Chair, subject to him becoming a member of the Committee.

 

 
8 ‘Glanhau Strydoedd Aberystwyth’ Cyflwyniad gan Medi James a Sue Jones-Davies

 

Estynnwyd croeso cynnes i Medi James a Sue Jones-Davies, a roddodd gyflwyniad ar gynigion i wella glendid strydoedd yng nghanol tref Aberystwyth drwy fwy o gydweithio rhwng trigolion, busnesau a’r Cyngor Tref.

 

 

Clywodd yr Aelodau gynigion ar gyfer cynllun peilot lle byddai busnesau a thrigolion yn ymrwymo i ysgubo a glanhau’r ardal y tu allan i’w heiddo ddwywaith yr wythnos, gyda’r Cyngor Tref yn cefnogi’r fenter drwy olchi’r strydoedd dan sylw â pheiriant golchi pŵer yn fisol. Awgrymwyd Heol y Wig, Y Stryd Fawr, Y Ffynnon Haearn, Stryd y Farchnad, a Y Porth Bach fel strydoedd posibl i’w cynnwys.

 

Gofynnodd Medi James a Sue Jones-Davies hefyd am gefnogaeth Cynghorwyr Tref wrth ymgysylltu â busnesau lleol er mwyn egluro nodau’r cynllun peilot a sut y gallai busnesau gefnogi’r fenter.

 

Amlygwyd pwysigrwydd balchder dinesig, cydweithredu cymunedol, a chynnal Aberystwyth fel tref ddeniadol i drigolion ac ymwelwyr drwy gydol y cyflwyniad.

 

Nododd yr Aelodau fod cynllun “Fy Nrws Ffrynt” wedi cael ei gyflwyno’n flaenorol gan y Cyngor Tref, gyda thaflenni wedi’u cynllunio i annog trigolion i ofalu am yr ardaloedd y tu allan i’w heiddo. Cytunwyd y dylid ailystyried y cynllun a rhoi ystyriaeth bellach iddo.

 

Roedd yr Aelodau yn gefnogol i’r fenter, a nodwyd fod grantiau a chyfleoedd ariannu ar gael i gefnogi busnesau i wella blaenau siopau ac adeiladau yng nghanol y dref.

 

 

 

ARGYMHELLWYD ailystyried y cynllun “Fy Nrws Ffrynt” gwreiddiol, a threfnu cyfarfod grŵp ffocws llai cyn diwedd y mis yn cynnwys Medi James, Sue Jones-Davies, Cynghorwyr Tref, cynrychiolwyr o Gyngor Sir Ceredigion, a busnesau ar Heol y Wig i drafod sut y gellid datblygu’r cynllun peilot ymhellach.

Diolchodd yr Aelodau i Medi James a Sue Jones-Davies am fod yn bresennol a chroesawyd y syniadau adeiladol a gyflwynwyd i’r Cyngor.

‘Aberystwyth Street Cleaning’ – Presentation by Medi James and Sue Jones-Davies

 

A warm welcome was extended to Medi James and Sue Jones-Davies, who gave a presentation on proposals to improve street cleanliness within Aberystwyth town centre through greater partnership working between residents, businesses and the Town Council.

 

Members heard proposals for a pilot scheme whereby businesses and residents would be asked to commit to brushing and cleaning the area outside their properties twice weekly, with the Town Council supporting the initiative through monthly power washing of participating streets. Suggested streets included Heol y Wig, Y Stryd Fawr, Y Ffynnon Haearn, Stryd y Farchnad, and Y Porth Bach.

 

Medi James and Sue Jones-Davies also requested the support of Town Councillors in engaging with local businesses to explain the aims of the pilot scheme and how businesses could assist with the initiative.

 

The importance of civic pride, community co-operation, and maintaining Aberystwyth as an attractive town for residents and visitors was highlighted throughout the presentation.

 

Members noted that a “My Front Door” scheme had previously been initiated by the Town Council, with leaflets designed to encourage residents to take care of the areas outside their properties. It was agreed that the scheme should be revisited and considered further.

Members were supportive of the initiative and noted that grants and funding opportunities were available to support businesses in improving shop fronts and buildings within the town centre.

 

It was RECOMMENDED that the initial “My Front Door” scheme be revisited and that a smaller focus group meeting be arranged before the end of the month involving Medi James, Sue Jones-Davies, Town Councillors, representatives from Ceredigion County Council, and businesses on Heol y Wig to discuss how the pilot scheme could be developed further.

Members thanked Medi James and Sue Jones-Davies for their attendance and welcomed the constructive ideas presented to the Council.

 

 

 
9 Toiledau Cyhoeddus: Cytundeb Lefel Gwasanaeth

 

Trafododd yr Aelodau ddrafft Cytundeb Lefel Gwasanaeth a dderbyniwyd gan Gyngor Sir Ceredigion ynghylch darparu toiledau cyhoeddus. Nodwyd fod y cytundeb arfaethedig yn seiliedig ar adennill costau llawn ac wedi’i bwysoli’n drwm o blaid y Cyngor Sir. Trafodwyd hefyd goblygiadau posibl ymrwymo i drefniant les.

 

Cytunwyd y byddai grŵp llai yn cyfarfod i ystyried y mater yn fwy manwl cyn y cyfarfod nesaf. Byddai’r grŵp yn cynnwys y Maer, Cyng. Emlyn Jones, y Dirprwy Faer Cyng. Jeff Smith, Cadeirydd y Pwyllgor Rheoli Cyffredinol Cyng. Dylan Lewis-Rowlands, yr Is-Gadeirydd Cyng. Nishant Chandolia, a Chlerc y Dref.

 

Awgrymwyd ymhellach y dylai’r swyddfa gysylltu â Chynghorau Tref a Chymuned eraill, gan gynnwys Llanbedr Pont Steffan ac Aberteifi, i gael gwybodaeth am eu trefniadau a’u profiadau presennol ynghylch darparu toiledau cyhoeddus.

Public Toilets: Service Level Agreement

 

Members considered a draft Service Level Agreement received from Ceredigion County Council regarding the provision of public toilets. It was noted that the proposed agreement was based on full cost recovery and was heavily weighted in favour of the County Council. The potential implications of entering into a lease arrangement were also discussed.

 

It was agreed that a smaller group would meet to consider the matter in greater detail ahead of the next meeting. The group would consist of the Mayor, Cllr. Emlyn Jones, Deputy Mayor Cllr. Jeff Smith, Chair of the General Management Committee Cllr. Dylan Lewis-Rowlands, Deputy Chair Cllr. Nishant Chandolia, and the Town Clerk.

 

It was further suggested that the office contact other Town and Community Councils, including Llanbedr Pont Steffan and Aberteifi, to seek information on their current arrangements and experiences regarding the provision of public toilets.

10 Bwrdd Iechyd Prifysgol Hywel Dda: Cynllun Gwasanaethau Clinigol – Gwasanaethau Strôc – Ymgynghoriad Cam 2

 

 

Trafododd yr Aelodau ail gam ymgynghoriad Cynllun Gwasanaethau Clinigol Bwrdd Iechyd Prifysgol Hywel Dda mewn perthynas â Gwasanaethau Strôc. Nodwyd fod y cynigion diwygiedig yn argymell canoli gwasanaethau yn Ysbyty Glangwili yn hytrach nag Ysbyty Llanelli.

 

Mynegodd yr Aelodau bryder cryf bod anghenion Ysbyty Bronglais a’r cymunedau gwledig y mae’n eu gwasanaethu yn parhau i gael eu hanwybyddu ym mlaenoriaethau a chynlluniau strategol y Bwrdd Iechyd. Nododd y Cyngor fod Ysbyty Bronglais yn gwasanaethu ardal ddaearyddol eang, gan gynnwys cymunedau anghysbell a gwledig ledled Canolbarth Cymru, lle mae trigolion eisoes yn wynebu amseroedd teithio hir a chysylltiadau trafnidiaeth cyfyngedig wrth gael mynediad at wasanaethau iechyd hanfodol.

 

Cododd y Pwyllgor bryderon pellach ynghylch darpariaeth ambiwlansys a chludiant cleifion, gan nodi na fyddai lefel bresennol yr adnoddau yn ddigonol i wasanaethu ardal wledig mor eang yn effeithiol, a chwestiynu sut y gallai’r trefniadau arfaethedig weithredu’n ddiogel ac yn effeithlon yn ymarferol.

 

Cynigiodd Cyng. Emlyn Jones fod:

·         Y Cyngor yn ymateb i’r ymgynghoriad drwy ddatgan bod:

o   Cynigion diwygiedig Cam 2 yn welliant ar y cynlluniau gwreiddiol.

o   Eu bod yn dal yn annerbyniol ac nad ydynt yn mynd yn ddigon pell i ddiogelu a sicrhau gwasanaethau iechyd yn Ysbyty Bronglais ar gyfer trigolion Aberystwyth, Ceredigion, a rhanbarth ehangach Canolbarth Cymru.

o   Fel llais y gymuned, ni all Cyngor Tref Aberystwyth dderbyn unrhyw israddio gwasanaethau yn Ysbyty Bronglais.

o   Bod ystyriaethau daearyddol i’w hystyried, gan fod Ysbyty Bronglais, er ei fod ar ffin ogleddol iawn ardal y Bwrdd Iechyd, yn gwasanaethu rhan helaeth o Ganolbarth Cymru.

·         Y Cyngor yn ysgrifennu at Weinidog perthnasol Llywodraeth Cymru yn erfyn arnynt i ymyrryd yn y mater, a hefyd yn lobïo am gyllid ychwanegol a chefnogaeth recriwtio i’r Bwrdd Iechyd.

Cynigiodd Cyng. Bryony Davies y dylai’r Cyngor ymateb i’r ymgynghoriad gan fynegi’n gryf:

·         Y dylid uwchraddio gwasanaethau yn Ysbyty Bronglais, nid eu hisraddio, ac y byddai unrhyw beth llai na pharhad y lefel bresennol o ddarpariaeth gwasanaethau yn annerbyniol.

Hywel Dda University Health Board: Clinical Services Plan – Stroke Services – Phase 2 Consultation

 

Members considered the second phase of Hywel Dda University Health Board’s Clinical Services Plan consultation in relation to Stroke Services. It was noted that the revised proposals recommended the centralisation of services at Glangwili Hospital rather than Llanelli Hospital.

 

Members expressed strong concern that the needs of Bronglais Hospital and the rural communities it serves continue to be overlooked within the Health Board’s priorities and strategic planning. The Council noted that Bronglais Hospital serves a vast geographical area, including remote and rural communities across Mid Wales, where residents already face long travel times and limited transport links when accessing essential healthcare services.

 

The Committee further raised concerns regarding ambulance and patient transport provision, noting that the current level of resources would be insufficient to effectively serve such a large rural area, and questioning how the proposed arrangements could operate safely and efficiently in practice.

 

Cllr. Emlyn Jones proposed that:

·         The Council respond to the consultation by expressing that:

o   The revised Phase 2 proposals are an improvement on the original plans

o   They are still unacceptable and do not go far enough in protecting and safeguarding healthcare services at Bronglais Hospital for the residents of Aberystwyth, Ceredigion, and the wider Mid Wales region.

o   As the voice of the community, Aberystwyth Town Council can accept no downgrading of services at Bronglais hospital

o   There are geographic considerations, in that despite being at the very northern border of the Health Board’s boundary, Bronglais Hospital serves a large area of mid-Wales.

·         The Council write to the relevant Welsh Government minister imploring them to intervene in the matter, and also to lobby them to provide increased funding and recruitment support to the Health Board.

 

The proposal was seconded by Talat Chaudhri.

 

Cllr. Bryony Davies proposed that the Council respond to the consultation strongly expressing:

·         That services in Bronglais Hopsital should be upgraded, not downgraded, and that anything less than continuation of current service provision would be unacceptable.

The proposal was seconded by Cllr. Lucy Huws

 

The motions were put to vote, and it was RECOMMENDED to approve Cllr. Emlyn Jones’ motion.

The event will provide an opportunity to view the updated facilities, learn more about HAHAV Ceredigion’s services and proposed Day Hospice Respite Service pilot, and meet members of the team. Open between 10am and 4pm.  
11.3 HAHAV – Canolfan Byw’n Dda: Gwahoddiad i nodi ailagoriad swyddogol y Ganolfan Byw’n Dda yn dilyn gwaith adnewyddu sylweddol ar 3 Gorffennaf 2026 am 11:00yb. HAHAV – Living Well Centre: Invitation to officially mark the reopening of the Living Well Centre following major refurbishment works on 3 July 2026 at 11:00am.  
11.4 Cronfa Grantiau Bychain Cydlyniant Cymunedol 2026/27: Cyfle ariannu i grwpiau a sefydliadau cymunedol ledled Canolbarth a De Orllewin Cymru, yn cynnig grantiau rhwng £500 a £3,000 ar gyfer prosiectau sy’n hyrwyddo cynhwysiant, integreiddio, amrywiaeth a chydlyniant cymunedol ar draws Sir Gaerfyrddin, Ceredigion, Sir Benfro a Phowys. Dyddiad cau ceisiadau: 26 Mehefin 2026.
